David D. Archer, Jr. currently serves as the Deputy Governor of the Virgin Islands since 1 March, 2018. As Deputy Governor, he assists the Governor in the exercise of his functions relating to matters for which the Governor is responsible under Section 60 of the Virgin Islands Constitution. Archer’s primary role, in support of the Governor, is to oversee the management and development of the Virgi

n Islands Public Service; to lead the Public Service to ensure the effective delivery of the Government’s programme, and to maintain the highest standards of service delivery and good governance. The Public Service Transformation Programme remains the focus of this Office with the aim to effect changes concerning governance and modernising the Public Service. The Public Service continues to serve as the mechanism to aid in the continued development of the Territory as we continue to improve and progress and strive “To create a World Class Public Service that is respected, trusted and efficient with people at the centre of all we do!”

In his August Message, Deputy Governor Mr. David D. Archer Jr. challenges us to take greater responsibility for our future, to be intentional about where we want to go and the steps required to get there.

But moving forward doesn’t mean doing it alone. The Deputy Governor also encourages us to identify and make use of the people, resources and tools available to help us learn, grow and achieve our goals.

Supervisor of Elections, Ms. Carlene Herbert, is encouraging all eligible persons who have not yet registered to vote to do so by tomorrow, Friday, 28 August 2026, to be included on the 2026 Preliminary Voters List.

While tomorrow is the deadline for inclusion on the 2026 Preliminary Voters List, voter registration will continue as usual after this date.

Today, the Acting Governor was pleased to receive a visit from Mr. Mark Xiao, an economist from the UK's Foreign, Commonwealth & Development Office (FCDO).

Mr. Xiao's visit forms part of the UK's regular engagement with the Territory on economic and fiscal matters, working closely with the Ministry of Finance to ensure prudent fiscal management.
