Open Enrollment is almost here! The Office of the Lieutenant Governor and the Virgin Islands State Health Insurance Assistance Program (VI SHIP) want to help you prepare for your Medicare decisions this year.

🔎 WHAT IS OPEN ENROLLMENT?
Medicare Open Enrollment runs from October 15 to December 7. This is your chance to review, drop, or add Medicare Drug Coverage for 2027.

📍 IMPORTANT FOR VIRGIN ISLANDS RESIDENTS:
• There are NO individual Medicare Advantage (MA) plans available—only GVI Retirees are eligible for MA plans.
• There is ONLY ONE Medicare Part D prescription drug plan available in the Virgin Islands.

Lieutenant Governor Tregenza A. Roach, Esq. joined Governor Albert Bryan, Jr, Dr. Dionne Wells-Hedrington, Virgin Islands Commissioner of Education, members of the Legislature, and other officials at the Ribbon Cutting Ceremony of the new Arthur A. Richards PreK-8 School: A Model for Educational Excellence and Economic Growth.

The campus, located at Estate Mt. Pleasant, St. Croix is a state-of-the-art, six-building multi-faceted facility.

Lieutenant Governor Roach thanked everyone who was involved in the project development, which he regarded as an investment in the future of the Virgin Islands.

Summer travel season is here! The Office of the Lieutenant Governor, Virgin Islands State Health Insurance Assistance Program (VI SHIP) wants to make sure you know how your Medicare works away from home.

🇺🇸 TRAVELING WITHIN THE U.S.?
Original Medicare covers you in all 50 states and U.S. territories. If you have a Medicare Advantage plan, emergency care is covered anywhere in the U.S., but routine care may require you to stay in-network. Check with your plan before you go!

🌍 TRAVELING INTERNATIONALLY?
Original Medicare generally does NOT cover health care outside the U.S. — you could be responsible for 100% of costs. Also, Medicare Part D does not cover prescriptions purchased abroad, so pack enough medication in your carry-on!

🛡️ PROTECT YOURSELF:
✔️ Some Medigap plans offer limited emergency coverage abroad

LIEUTENANT GOVERNOR ROACH MOURNS THE PASSING OF HIS EXECUTIVE SECURITY OFFICER, EUSTACE CHARLES, SR.

I join a deeply saddened Virgin Islands community as we mourn the loss of Officer Eustace Charles, Sr., a devoted and dedicated member of the staff of the Executive Security Unit within the Government of the Virgin Islands. I offer my heartfelt condolences to the family, friends, colleagues, and loved ones of Officer Charles during this difficult time.

On St. Croix Officer Charles served as one of the executive security officers assigned to protect me in my capacity as Lieutenant Governor. For the last several years, I entrusted him with my safety, and during that time, I came to know not only an exceptional officer, but a man of quiet strength, unwavering loyalty, and deep integrity. Over the years, he became a cherished member of the Office of the Lieutenant Governor family. His passing is a tremendous loss to our office, where he carried out his duties with honor, professionalism, and unwavering integrity.

During his tenure, Officer Charles stood by my side, ensuring my safety and security with quiet dedication and steadfast commitment. He consistently went beyond the call of duty, regardless of the time or circumstance, placing service above self. He was a consummate professional whose humility, kindness, and dependability earned the respect and admiration of everyone who had the privilege of working alongside him. As members of my staff continue to grieve this profound loss, I pray that each of us finds strength, comfort, and peace in the days ahead.

I extend my deepest sympathies to Officer Charles’ family as they mourn his sudden passing. My thoughts and prayers are also with his colleagues in the Office of the Governor’s Executive Security Unit and the Virgin Islands Police Department, who have lost not only a fellow officer but a trusted friend and brother in service.

The Office of the Lieutenant Governor has lost a valued member of its family. While Officer Charles’ watch has ended, his legacy of faithful service, quiet strength, and unwavering commitment will live on in the lives he touched and the people he faithfully protected. We are forever grateful for his dedication to protecting others and for the example he set through his life of service. May he rest in eternal peace.

Lieutenant Governor Tregenza A. Roach, Esq. joined Department of Health Commissioner Justa Encarnacion and University of Miami Professor Dr. Sonjia Kenya for the 2026 Cardiovascular Research Empowerment Workforce Symposium Tuesday at Government House on St. Thomas.

The symposium marks the third cohort of CREW scholars, at the culmination of a rigorous summer fellowship that places local scholars on the road to achieving their healthcare dreams.

The CREW program is a collaboration between the VI Department of Health, the University of Miami Miller School of Medicine and the University of the Virgin Islands.

LIEUTENANT GOVERNOR MOURNS THE PASSING OF ATTORNEY MICHAEL JOSEPH

I join a deeply saddened Virgin Islands community in honoring the life and legacy of Michael Joseph, a distinguished attorney, noted author, and steadfast public servant. I pray for peace and comfort for all those who mourn his passing, including his family, his loved ones, his friends, and his colleagues.

Attorney Joseph was unapologetically proud of his Virgin Islands heritage. With almost fifty years of service in the legal field, he was known for his relentless tenacity as a criminal defense lawyer and civil litigator. Attorney Joseph was a lifetime member of the National Association of Criminal Defense Attorneys whose brilliance and prudence required strategic and careful preparation by his opponents. In 2014, Attorney Joseph published the book, Fountain Valley 1972, in which he offered an expansive narrative of racial and social complexities that led to the deaths at Fountain Valley, St. Croix on September 6, 1972.

Always a voice of the people whom he represented and served, Attorney Joseph was also a current member of the Virgin Islands Board of Elections for the St. Croix District, having been elected in 2024. He was a very astute and attentive board member who advocated fiercely to protect and uphold the integrity of the election process in the Virgin Islands, in order to ensure that elections are conducted fairly and in accordance with statutory requirements and applicable rules and regulations.

We are sincerely grateful for Attorney Joseph’s many contributions and lifelong service to the Virgin Islands community, service marked with integrity and distinction. He gave much of himself for the betterment of the Territory which he loved dearly. His life and legacy will remain a constant reminder of the great man that he was and the many lives that were improved by his good work.

May he now rest in peace.

INDEPENDENCE DAY MESSAGE

I offer this Independence Day message to the people of the Virgin Islands as we commemorate the 250th observance of the independence of the United States of America and as we enjoy the annual St. John Celebration. In the spirit of jubilee, we are uniquely positioned to enjoy our rights and privileges as citizens of this nation and to embrace our rich Caribbean heritage.

This historic milestone marks 250 years since the adoption of the Declaration of Independence. The birth of this nation emerged from a collective desire for growth, freedom, and civil liberties. On July 4, 1776, when the founding fathers wrote the Declaration, they envisioned a just government that offered the separation of powers, with freedom from religious persecution and in a nation committed to liberty and justice for all. As Virgin Islanders, we are proud to be a part of this great nation, even as we recognize that there is still work to be done towards the realization of those ideals. We also express our gratitude to those who have made tremendous sacrifices working for the betterment of this Union.

The St. John Celebration provides us the opportunity to observe the 178th anniversary of our Emancipation as well as the 250th year of Independence of our Nation. I welcome all Virgin Islanders and visitors to the spectacular festivities surrounding these auspicious and historic events. I pray for God’s guidance and protection over all who travel from near and afar to celebrate these observances which are etched in the history of our Nation and this Territory.
