The national consultation on Vanuatu's proposed Disability Bill has officially commenced in TAFEA Province, with the consultation team currently in Tanna this week engaging with communities and stakeholders.

The consultation aims to gather valuable insights, lived experiences, and practical recommendations from people with disabilities, caregivers, community leaders, government representatives, civil society organisations, and other key stakeholders to help shape inclusive and effective disability legislation for Vanuatu.

Similarly consultations will also be conducted in other provinces across the country as part of the nationwide effort.

Meanwhile, the Vanuatu Law Reform Commission (VLRC) is proud to be part of the national delegation supporting this important process.

The Vanuatu Law Reform Commission (VLRC) is pleased to welcome Ms. Juliana Tangis from Fanafo-Santo who joins us as an intern for the next three months.

Juliana holds a Bachelor Degree with a Double Major in Law and Politics & International Affairs. She shared that her passion for law and her desire to learn more about legal reform motivated her to undertake her internship with VLRC.

During her placement period, Juliana looks forward to gaining firsthand experience and a deeper understanding of the Commission's work. She will be assisting the three units of Research, Policy and Drafting Instruction.

VLRC is delighted to have Juliana on board and is looking forward to a reward and enriching internship experience.

This week ended with a successfully hosted Panel discussion on the theme: “Protecting Dignity, Strengthening Systems: The Future of Mental Health Legislation in Vanuatu” that took place today at the National University of Vanuatu (NUV) as part of the Mental Health Mini Conference.

Representing the Vanuatu Law Reform Commission (VLRC), Ms. Gracelyn Tasso participated in the panel discussion and shared insights on the current work being undertaken on the Mind Care Bill. Ms Tasso was joined with fellow panelists-Mr. Obed Jimmy, Mr. John Wingy, and Chief Mariwota Mantuanasu in discussing the future of mental health legislation and support systems in Vanuatu.

Here’s an update from our Drafting unit!

Work is in progress for the Mind Care Bill and plans are already mapped out!

VLRC’s drafting unit have confirmed that draft COM paper was written and Appointment letters for the Working Committee members were also prepared for the Minister of Heath-Honorable John Still Tari Qetu to sign.

The unit also assisted the Research Team with the Comprehensive Policy Paper, focusing on three parts: the review mechanism, management of estates and affairs of people with mental incapacity, and miscellaneous matters.

This draft was compiled and reviewed by the Working Committee last week. The Research Team is now finalizing it after feedback. Both the COM paper and the Comprehensive Policy Paper are expected to be sent to DCO and COM by the end of May 2026.

Drafting Instructions are being worked on . Once the Comprehensive Policy Paper is finalized, the Working Committee will review the instructions. These should be ready and sent to the State Law Office by the end of July 2026. Overall, the process is moving step by step and is on track for the Bill to reach Parliament in November-later this year.

We also want to acknowledge all the important stakeholders; government agencies, community representatives, and partners for their continued commitment and support throughout this process. Their contributions, feedback, and collaboration are vital to ensuring that the Mind Care Bill is well‑researched, inclusive, and effective in meeting the needs of the people of Vanuatu.

The Mind Care Bill Working Group has reached another important milestone, as it successfully convened its second meeting yesterday at the Law Reform Commission’s conference room in Port Vila.

This meeting formed part of the ongoing process to develop the Mind Care Bill, with discussions focusing on the surrounding policy considerations that will guide the drafting of this significant bill.

In addition, the Working Group brings together key representatives from the Mind Care Unit, Corporate Services of the Ministry of Youth, Justice and Community Services, service users of the Mind Care Unit, Nurses, the Human Rights and Disability Desk, the Vanuatu Women’s Centre, Vanuatu Police Force, the National Mental Health Coordinator, the Ministry of Health, and the Vanuatu Law Reform Commission.
