Republic Of Swaziland on Governance We exist to answer the critical question on our peoples minds, "How will a democratic Swaziland look like".

We are kindly endorsing the second option, Swaziland becomes a fully constitutional democracy as opposed to a parliamentary democracy.
And we shall have only seven parties in parliament as it was recommended by our very own Prophet GR Mtsetfwa. 7 representing "kuphelela kwaSimakadze" like the prophet would put it.

Option 2:

SWAZILAND BECOMES A REPUBLIC

King is forced to abdicate. Remnants of the monarchy will merely serve a cultural role. Swaziland becomes a Constitutional or Parliamentary democracy with a multi-parry electoral system.

Both National government and Local governments, will be compelled through a gazette to allocate a sizable chunk to the ARTS and SPORTS department, both at Local level and National.
We will expand this sector so as to increase the job market and create viable sustainable careers out of Sports and Arts talents.

We do have a viable alternative to what we have currently, and that is a democratically elected government! Not this msangano weTinkhundla, lowati kutsi imisebenti iku force kuphela.

Tibiyo Taka Ngwane will be transferred back to its rightful owners, and will be wholly (100%) owned by the State.
This State Investment Company will go into business with the Private Sector through Public Private Partnerships in strategic sectors of the economy, one being the mining sector.
It will also have a mandate to invest in the rest of the African Continent and beyond, generating financial returns for the same State.

Each and every term, an allocations committee will be established to assist the local Rural Municipal Constituency with land allocations and demarcations..

Tenders are catalysts of corruption!
A toilet paper that costs E6.00 will continue to be sold to government or local government at E6.00.
No comrade will be given a tender to supply the same toilet paper at E36.00 each.
Procuring officers of Municipal Constituencies will purchase over the counter in local shops to uplift local economies.
A policy will be passed to force local authorities to support local economies, exceptions will only be made if the required product is not sold in local shops.

Stolen monies across the globe are estimated to be above $200billion. All that will be recovered. Its ours!
Regional Councils led by Premiers will be allocated a once off grant of not less than $20billion for infrastructure development from the recovered monies.
Part of the money will have to go into investments of the regional councils choosing, and proceeds of these investments will come back to maintain the already developed infrastructure.

Local Governments;

The Municipal Constituencies (Urban/Rural) will not receive a grant that is less than E20miilion annually.
Of that E20million.
15% of the grant will go to the Operations budget: E3million
85% to Infrastructure Development: E17million

A special additional Grant will then be allocated to Urban Municipal Constituencies as per their overnight population framework.

Since we have covered how the Political wing will be structured, These constituencies will also have a Technical wing which will consist of not limited to:
- Constituency Clerk
- Accountant
- Inspector of Works
- Procurement officer
- Internal Auditor
- General works Labourers
- Cleaners
- Security Guards
- Driver
(All of them will be insourced with full benefits In both the Rural Municipalities and Urban Municipalities)

- Their own small scale industrial parks
- Own Recreational facilities eg. Stadiums
- Own Public library which will provide free wifi.
- Good road infrastructure
- Accessible Clean water for every homestead

Government Formation;

The Tinkhundla Centers will be converted to Municipal Constituency Offices(Urban/Rural).
The chiefdoms will then be converted into wards.
We cancel primary elections and secondary elections and synchronize them into one.

During elections;
The electorate will be given 3 ballot papers, to elect;
1. Member of Parliament
2. Regional Council Member
3. Ward Councillor (Bucopho)

1. Member of Parliament
These would be political parties representatives whom will sit to elect the President in the National assembly.
This position will only be reserved for Political parties representatives only. No Independents.

2. Regional Council Members
These structures will also be comprised of political parties representatives only. The regional Council would then sit to elect the Regional Premier.
These regional structures would also get budget allocations for infrastructure development. This will in return ensure that all regions get the much needed attention, especially when it comes to development.

3. Ward Councillors/(Bucopho)
Ward Councillors, urban or rural, would also sit to elect their mayors(Commonly known as Indvuna) whom will be executive. Some of the budget allocations would further be allocated in the various municipal constituencies, both rural and urban. Independents will also be allowed to run for ward Councillor potision.

NB: The positions of members of parliament and regional council members are closed to only represantatives of political parties because it will be important to have us entrust people who would have a political home which has got policies in place and a constitution.

We are in this mess today where a parliament sits to approve a 1.6bn loan for a new parliament, approve hikes in water and electricity, all because we have independents who are driven by their own individual ideologies. We cant then take a gamble. A representative from a political party can always be held accountable by his/her party to ensure that they dont deviate from policies of the party.
It is important to note why King Sobhuza II banned political parties in 1973 for independents, this was because he knew how easy it was to manipulate independents.
