CEC Kargil holds meeting with cultural activists/scholars to discuss theme for tableaux to be showcased on Jan 26, 2025
Kargil, August 19, 2025: Chairman/Chief Executive Councilor, LAHDC, Kargil, Dr Mohd Jaffer Akhoon today held a meeting with cultural activists/scholars of Kargil to discuss theme for the tableaux to be showcased on January 26, 2025, on Republic Day parade.
The meeting was attended by poets, cultural activists and scholars including Bashir Ahmed Wafa; Raza Amjad Budgami; Kacho Ahmed Khan; Mohd Shafi Sagar; Mohd Issa Sabri; Taqi Khan Nayab representing various tribal identities of Kargil including Balti, Sheena and Purgi.
The representatives/scholars discussed with CEC Kargil the importance of culture identity representation of Kargil in the tableaux of Ladakh to be represented on the Republic Day (2025) parade in New Delhi.
The CEC Kargil said representing diverse cultures of Kargil and providing space for their representation at a national platform is important in terms of imprinting the identity mark in the national consciousness of the country.
He said Kargil being such a diverse district in culture and identity becomes imperative and deserves to get space to represent the cultural identity at a national platform.
CEC Kargil asked scholars/poets and writers to hold a brainstorming session and come up with an inclusive theme representing the diverse culture of Kargil.
Meanwhile, Dr Jaffer Akhoon appreciated the efforts of cultural activities from different tribal identities for persistently working in different fields of culture and identity to keep alive the diverse cultural identities in the form of language, culture and literature.

CEC Kargil holds meeting with members of Phande Lekjin Welfare Society to discuss arrangements to organize eye camp in Kargil
Kargil, August 19, 2024: Chairman/Chief Executive Councilor, LAHDC, Kargil, Dr Mohd Jaffer Akhoon today held a meeting with members of Phande Lekjin Welfare Society to discuss the arrangements to organize eye camp in Kargil.
The meeting was attended by Deputy CMO Kargil; Medical Superintend District Hospital Kargil; Director Khanpo Kochock Dorjay; Eye Camp Coordinator Er. Kunzes Dolma; President Chemet Dorjay, besides other representatives of the organization.
The meeting held a detailed discussed on the objective of eye camp to be organized in Kargil, scheduled on the tentative dates during the month of September/October 2024.
The members of the organization requested logistic and manpower support from the CEC Kargil to ensure the smooth organization of the eye camp.
The CEC commended the efforts of the Phande Lekjin Welfare Society members for their noble work on a humanitarian basis. CEC Kargil assured that LAHDC Kargil will provide full support and make all necessary arrangements for the successful conduct of the eye camp in the coming months.
CEC Dr Jaffer Akhoon emphasized that the camp should particularly benefit the marginalized sections of society who cannot afford medical expenses at private hospitals outside Kargil.
He directed deputy CMO Kargil and MS District Hospital Kargil to chart out a compressive list of villages and club them accordingly keeping in view the distance where the camp will be held.
CEC Kargil also directed CMO Kargil to inform all the BMOs and Medical Officers about the final date of screening of eye camp so that they can be prepared in advanced and facilitate the team accordingly.

Three-day horse riding training program for selected students commences at Drass
Kargil, August 18, 2024: On the direction of Chairman/CEC LAHDC Kargil, Department of Youth Services & Sports Kargil, Education Department Kargil and Polo Promotion Committee Drass launched a three-day horse riding training program for selected female students at Polo Ground Drass.
The selection trials were held on August 12, 2024, at Sultan Cho Sports Stadium Kargil, in the presence of the Chairman/CEC, LAHDC, Kargil, Dr. Mohd Jaffer Akhoon.
During the three-day training camp, the students will learn essential horse riding skills, including horse control, team coordination, polo control with a stick, and attacking techniques (Dafog).
Upon completing the training, the trainees will be sent to the Hon'ble President House in New Delhi. This program provides a unique opportunity for young female horse riders to receive professional training and excel in this prestigious sport.

Chief Agriculture Officer Kargil visits Aspirational Block Karsha
Kargil, August 18, 2024: Under the directive of Deputy Commissioner pertaining to ABP's Sampoornata Abhiyan, Chief Agriculture Officer Kargil on Saturday visited Aspirational Block Karsha, Abran Panchayat.
The event took place at Community Hall of Abran village, marking a significant step towards agricultural development and empowerment in the region.
The program commenced with an informative session on ABP and its agricultural indicators, aiming to enhance the villagers' understanding of the project's scope and benefits.
This was followed by the saturation of PM-KISAN beneficiaries within Abran village, ensuring that the scheme's advantages reached every eligible farmer.
Additionally, a concise training session was conducted to equip the villagers with necessary skills and knowledge for optimized agricultural practices.

Handicraft Department launches 10-day Woolenization of Jute Project in collaboration with National Jute Board, M/S IRM Handicraft Kargil
Kargil, August 18, 2024: Handicraft Department Kargil in collaboration with National Jute Board, Ministry of Textiles, Government of India and M/S IRM Handicraft and handloom Kargil today started a 10-day trial project focused on woolenization of jute.
The initiative seeks to soften jute to a wool-like texture while also exploring the blending of jute with wool to create innovative, sustainable craft products.
At the program’s inauguration, Assistant Director, Handicrafts Kargil, Raziya Khatoon (JKAS) welcomed the distinguished guests, including the trainer from the National Jute Board, Swapan Dutta; Nahida Shah CEO M/S IRM Handloom and Handicraft Kargil; participating artisans, officers and officials of Handicraft Department Kargil.
She expressed gratitude to the National Jute Board for accepting their proposal to conduct this unique trial project in Kargil. Raziya Khatoon also appreciated the dedication of Nahida Shah in facilitating and making this project possible in the region.
In her remarks, the AD, Handicrafts underscored the significance of the project, noting that woolenization of jute presents new opportunities for the local handicraft sector by making jute softer and more versatile.
Additionally, she emphasized that blending jute with wool could lead to creation of unique, high-quality products. She praised the enthusiasm shown by artisans and hoped that this experience would pave way for new possibilities in their craft.
The 10-day training program will now continue, offering hands-on learning and skill development sessions for the participating artisans. As the project progresses, it is expected that these techniques will be refined, setting the stage for broader adoption in the future.
In conclusion, Raziya Khatoon requested that the National Jute Board consider organizing further specialized training sessions to deepen the artisans’ expertise and expand the scope of their skills.
The event marked the beginning of an exciting journey for the artisans, with more in-depth training sessions scheduled over the next several days, promising to open up new creative possibilities for local crafts.

Administrative Secretary, Vikram Singh Malik inaugurates week long certificate program on Yige writing, reading
Kargil, August 17, 2024: Administrative Secretary, Tourism and Culture, Vikram Singh Malik today inaugurated a week long certificate program on Yige writing and reading, organized by Ladakh Academy of Art Culture and Languages (LAACL) Kargil at Academy Hall in Collaboration with HCHF.
The Administrative Secretary expressed happiness for the conduct of the training program. He said the roots of cultural traditions and values must be upheld firmly and congratulated all participants for learning Yige script which is a key to unveil the magnanimous Ladakhi knowledge and wisdom.
The Secretary expressed satisfaction over the fact that Yige experts are in our society to forward this to the next generation and the vibrant crowd of the participants reflects how much Kargil society is interested in learning the script.
The Secretary directed the concerned officers to take the matter of construction of an auditorium with LAHDC for land requirements.
Addressing the occasion, author and former bureaucrat, Kacho Asfandyar Khan Faridoon shared his personal experiences of learning the Yige script and suggested that in order to learn the script it is easy for the people of Kargil as they can speak the language.
Former Director CIBS Leh, Geshes Kuncjok Wangdan said mother tongue needs to be prioritized in the education system and efforts need to be done for its implementation. He added that people should take interest in learning their mother language.
Deputy Secretary, LAACL, Kargil, Nazir Hussain presented welcome address. He said the training program has been organized for those interested in learning Yige and in this regard the basic/intermediate level program has been organized by LAACL Kargil.
Later, Director HCHF Sonam Wangchok presented vote of thanks and after that the training session resumed. On the occasion, literary enthusiasts, writers, poets and participants were present during the inaugural session. Sajjad Ali Shujat conducted the program proceedings.

CEC Kargil inaugurates opening ceremony of Inter-Zonal District Level School Tournament
Kargil, August 17, 2024: Chairman/CEC, LAHDC, Kargil, Dr Mohd Jaffer Akhoon today inaugurated the opening ceremony of Inter-Zonal District Level School Tournament organized by Youth Services and Sports Department at Khree Sultan Chow Sports Stadium Biamathang, Kargil.
The CEC also presided over the closing and prize distribution of the Zonal Level Inter-School Kargil Zone Sports was managed by Zonal Physical Education Officers Kargil.
In his address, Dr Jaffer Akhoon encouraged students to participate in the tournament with dedication and perform to the best of their abilities saying it will help them to take part in national and international competitions.
He emphasized the significance of the event, noting that Ladakh's future participation in National Games underscores the importance of local talent.
Dr Jaffer Akhoon expressed satisfaction with Kargil athletes' representation at national sports events, highlighting the improvements in sports infrastructure and facilities. He assured that the LAHDC would provide all possible support.
He also stressed that athletes should utilize all available facilities and extended his best wishes for their success in the tournament.
Earlier, District Youth Services and Sports Officer (DYSSO) Kargil, Abid Ali outlined that Zonal Level tournaments had been held with selected teams now competing at district level.
The tournament aims to identify talented athletes for the UT team and ultimately for national competitions. He urged athletes to display exceptional skills throughout the tournament.

CEC Dr Jaffer Akhoon visits flash-flood hit areas at Purtikchey
Kargil, August 16, 2024: Chairman/CEC, LAHDC, Kargil, Dr Mohd Jaffer Akhoon along with Councillor Panikhar today conducted an on spot assessment of flash flood-affected areas in Purtikchey.
During the visit, the local residents apprised the CEC about the severe damage caused by the flash floods, which has disrupted primary water source supply in the village.
The damage as locals pointed out has led to water scarcity in the area and affected daily life and agricultural activities. The villagers informed that the floodwaters have blocked the main road leading to Purtikchey.
The villagers, while briefing the CEC about the current situation, urged for the early restoration of the damaged water supply system and the clearing of the blocked road.
Dr Jaffer Akhoon assured the villagers that their concerns are being taken up seriously and immediate steps will be taken to restore the water supply and clear the road.
He said LAHDC Kargil is committed to ensure timely restoration of affected areas and assured to direct the concerned departments to expedite the restoration work.
Further, he said that the administration is closely monitoring the situation and will continue to provide all necessary assistance to the people of Purtikchey.

Poster making competition on HIV/AIDS awareness held at GDC Drass
Kargil, August 16, 2024: On the direction of J&K Aids Control Society UT Jammu and Kashmir, a poster making competition was organized by Red Cross and red ribbon committee of GDC Drass.
The poster making competition was conducted as an initiative to create awareness about HIV/ AIDS and to foster creativity and healthy competition among students.
Student from all the Semesters showed their keen interest and an impressive number of students participated in the competition.
The college provided all the necessary material required for poster making. Upon completion, the posters were displayed in the college corridor, creating an informative and visually appealing exhibition for everyone to see.

Independence Day celebrated at Tehsil HQ Taisuru
Kargil, August 15, 2024: The 78 Independence Day was celebrated at Tehsil Headquarter Taisuru. Incharge Tehsildar Taisuru, Mohammad Hussain hoisted the national flag at Govt. Higher Secondary School Panikhar at 10 a.m in presence of a huge public gathering.
The National Anthem was presented by students of Govt. Evergreen Public School Kargee. The contingents of various schools of Taisuru Zone participated in the march past parade.

CEC hoists national flag at Khree Sultan Chow Sports Stadium Biamathang, hails sacrifices of national heroes
Kargil, August 15, 2024: Chairman/Chief Executive Councillor, LAHDC, Dr Mohd Jaffer Akhoon hoisted the National Flag at Khree Sultan Chow Sports Stadium Biamathang, Kargil and took the salute at the march past as the country celebrated the 78th Independence Day.
Contingents of Ladakh Police, Police Band Party, and students of various Government and private schools enthusiastically participated in the march past.
Member of Parliament Ladakh, Mohmad Haneefa Jan; Executive Councilor, Kacho Mohammad Feroz; DC/CEO, LAHDC, Kargil, Shrikant Suse; SSP Kargil, Shree Ram R; Brigadier Prateek Parshar Commander 121 Brig.; Director RD&PRD; Director ULB; Director Tourism, Director Education; Joint Director Information, Ladakh; Ex-Minister (J&K) Qamar Ali Akhoon; ADC; ACR; senior officers besides District Officers of various departments, police officers, officials of different departments, representatives of religious organizations, public, students and staff of various government and private schools participated in the rally.
In his address, the CEC Dr Akhoon extended congratulations to the people on Independence Day and recalled the supreme sacrifices of the national heroes who laid down their lives for the country.
“The freedom we enjoy today was the result of the adversities and struggles they endured through the course of the freedom movement spanning several decades. We ought to be highly indebted to the brave heroes who sacrificed their lives to ensure us a prosperous and independent country to live in,” he said.
The CEC said that we all must develop the spirit of self-sacrifice and love for the sake of the country's development and prosperity. He added we must uphold the principles of democracy and equality in our country and society.
Dr Akhoon reiterated to uphold the spirit of patriotism and humanity. He hailed the services of Army, paramilitary forces and police in guarding the frontiers of the country in harsh weather conditions for maintaining peace, order and internal security in the country.
The CEC reflected that LAHDC Kargil is leaving no stone unturned for the welfare of the people and have prioritized the projects that are important for public welfare and visible results are also seen in this direction.
Dr Akhoon said considering the importance of improving health services, hospitals and Health and Wellness Centres have been strengthened with dedicated efforts besides necessary infrastructure has also been created to further strengthen the sector. He said MRI will be installed soon at District Hospital Kargil. The CEC added that the old district hospital has been sanctioned as Urban PHC.
He said Tourism is a major contributor to the economy and LAHDC, Kargil will always place tourism in its priority list. The CEC called for strengthening of infrastructure at important tourist places across the district and for that steps have been taken through various schemes. He said to promote Kargil as a tourist destination necessary measures are being taken in collaboration with the travel trade fraternity of Kargil.
He further said that tourist places like Draupadi Kund, Bhim Rock, Chiktan Khar, LoC Viewpoint, Drass War Memorial and various important spots are being promoted to be located on the tourism map. The CEC further said 565 beneficiaries in the district have benefitted from the Revised Homestay Policy of the Tourism Department Ladakh.
To promote and strengthen the Animal Husbandry Department under various blocks, he said 221 Rarzi Shepherds have been supported besides at various grazing lands seven shelters were constructed and 15 more shelters will be constructed in the coming time.
To prioritize PHE-related works, fourteen thousand households are provided with fresh drinking water. The CEC said that water testing laboratories have been established in Shakar Chiktan, Baroo amd Sankoo through which people will have access to clean and pure water.
Dr Akhoon said work on sewerage network system including Sewage Treatment Plant (STP) will soon begin in Kargil town and on Kurbathang plateau.
He said hundreds of unemployed individuals have also been provided with employment opportunities adding that efforts are being made to fill vacant positions in various departments.
The CEC said with the efforts of LAHDC, Kargil, examination centres for Union Public Service Commission (UPSC) examinations have been established in Kargil district.
He said to improve the electricity supply system in the district, in addition to laying 531 km of cable wire in Kargil town, 297 distribution transformers and 234 circuit km of 11 and 33 KV wires are being installed to ensure a stable power supply. The CEC said reconstruction work on Iqbal Hydel Power Project will begin soon, which will increase electricity production.
He said through the efforts of the Council for the first time since 2022, a sum of Rs 2 crore and 98 lakh stands released for welfare schemes of labourers and arrears have been given to the workers. Additionally, the arrears of the Old Age Pensions have also been released.
Dr Akhoon said in Kargil town, work on an important project will begin soon to ensure uninterrupted 24x7 supply of drinking water to people for which Rs 400 crore have been approved.
As far as the education system is concerned, he said the Hill Council has provided laptops worth Rs 60 lakh and 18 thousand rupees to 42 meritorious students in seven blocks of the district under the subsidy component.
During the previous winter vacations, free coaching was provided to 2,352 students of 10th and 12th grades at 34 hostels and 25-day boarding centres, which cost Rs 4,5 crore. There are plans to run a free coaching program again this year starting from the last week of August.
He explained that many educated unemployed individuals have been provided with employment by appointing them as teachers of Hindi, Urdu and Bhoti languages. To bring the infrastructure in the Education Department up to CBSE standards, construction work on 9 Higher Secondary Schools and 25 High Schools has been completed.
He said it is planned that this year the construction of the district’s first dedicated residential school and hostel for physically challenged children at district headquarters will be started.
The CEC said with the efforts of LAHDC, Kargil the upper limit for student admissions at Jawahar Navodaya Vidyalaya in Khumbathang has been increased from 40 to 80.
He said the work on several major projects is progressing rapidly, including Zojila Tunnel, Kargil-Zanskar National Highway and the Kargil-Batalik-Khaltsi Road.
Dr Akhoon said to promote agriculture and allied sectors and for other public welfare schemes, farmers have been provided necessary equipment under subsidy component for setting up poultry units, breeding ram and goat units, and especially for constructing greenhouses to boost production of fresh vegetables during winter season in the district.
On behalf of the Hill Council Kargil, the CEC expressed his gratitude to the UT Administration, especially the Hon’ble Lieutenant Governor, Dr. B.D. Mishra for providing assistance and cooperation in the overall development of the district.
He also expressed his gratitude to Executive Councilors, DC/CEO, LAHDC, Kargil, Shrikant, SSP Shree Raam R and other district officers, whose tireless efforts have made the timely completion of developmental activities possible.
The CEC also expressed gratitude to Directors, Chief Engineers and other HODs, whose constant presence has been instrumental in effectively resolving public issues on the spot.
He urged media operating in the district to understand their responsibilities and avoid promoting sensitive and negative news, thereby truly uphold media as the fourth pillar of democracy.
He appealed to the people of Kargil, especially the religious, political, and social organizations, to cooperate with LAHDC, Kargil in making Kargil district prosperous and developed.
After his address, the chief guest and other guests gave awards to some 16 officers and officials of various departments for their extraordinary services in their respective field for the larger public welfare.
Later, students of different schools presented a cultural program cm skit competition that enthralled the audience. The programs included patriotic song, group patriotic song and skit on water conservation and awareness and another skit on the story of freedom fighters.
During the prize distribution ceremony, guests and dignitaries appreciated the students for their performance with certificates and momentos. The students who took part in the parade were awarded with consolation prize and momentos.

Kargil, August 15, 2024: The 78th Independence Day was celebrated in Zanskar Sub-Division with patriotic fervor and zeal.
Sub-Divisional Magistrate Zanskar, Romil Singh Donk hoisted the national flag at Sports Stadium Padum at 10:00 a.m. and took salute on the colorful march past presented by Ladakh Police, NCC Cadets and students of various government and private schools. Padma Shree Awardee, Chultim Chonsjor was present as guest of honor on the occasion.
While addressing the gathering, SDM Zanskar detailed the achievements of developmental works and about the upcoming developmental works in the Sub-Division.
He also congratulated the public for connectivity by NPD road and mobile towers in the region. A colorful cultural program was also presented by various schools and self-help groups. Prizes and certificates were distributed by the chief guest among the outstanding performances.

The app is available on both Android and iOS platforms.
