Hello, fellow Lingkod-Bayans!

It's been quite a while since we convened for the opening of the second iteration of the National Public Administration Convention! 🏛️ With so many developments recently, both in the weather and in government ⚖️🧑‍⚖️, we think it's high time that we revisit the events that occurred on Day 1.

Now that the weather has cleared up 🌤️, let's look back at our plenary talks with Prof. Julio Teehankee, Ph.D. of the De La Salle University and Erika de la Cruz of Akbayan Youth that focused on the Philippine partylist system and electoral process, their flaws and challenges, and what reforms we can make to address them. 🖋️

Rise and shine, delegates! Here is our DAY 2 speaker reveal 🗣️

For Day 2, we will be having Atty. Gerald John "GJ" Guillermo to give a discussion and provide insights on how to navigate the Philippine policy landscape through writing policy briefs. Atty. GJ is a lawyer and policy associate at ImagineLaw Inc. He is also the founder of Keep the Change: Youth Policy Lab, an organization of young Filipinos aiming to spark transformative change through engaging in policy advocacy work.

🚨 SPEAKER REVEAL NO. 2 🗣️

For our second plenary talk, we will be having Erika de la Cruz, the Deputy Secretary-general for Mindanao of Akbayan Youth, to help us examine the structural gaps in the Philippine electoral system, and how it affects the integrity, transparency, and equitable participation that are normally expected from it in every election cycle. At the same time, she will discuss existing legal, administrative, and civic mechanisms currently in place to address these issues and to outline actionable reform pathways that delegates may use to inform their policy pitch outputs.

For our first plenary talk, we will be having Prof. Julio C. Teehankee, a Full Professor of Political Science and International Studies at the De La Salle University (DLSU), to help us examine the ins and outs of the Philippine partylist system, whether it continues to fulfill its constitutional purpose of advancing equitable sectoral representation, and to what extent institutional dynamics have influenced its outcomes.
