We operate 100% of our County Government on 90% of our property tax revenues. In essence, Coryell County citizens subsidize a State program. Disabled Veteran tax exemptions were voted on and approved by the entire State. They are very well deserved. But the State does not equitably share the cost of these property tax exemptions; it is a burden that is borne by a few disproportionately affected counties and cities This is one of the pieces of the property tax reform puzzle.
HB 1613 - HELPING DV MILITARY COMMUNITIES
Among the many important issues we’re working on this session is HB1613 by Rep Hugh Shine, which will help our local governments with the unintended consequences of the state’s very worthy 100% disabled veteran property tax exemption.
First and foremost: We FULLY support the 100% DV tax exemption! This bill does not at all change the exemptions for our veterans.
In HD59, as we neighbor our esteemed Fort Hood, we have many, many property owners who receive this benefit for their honorable, sacrificial service to our country.
In fact, roughly 10% of the property tax base in Coryell County receives a full DV tax exemption—more than any other county in the entire state. By comparison, the statewide county average is under 0.75% of the base.
HB1613 will help local governments like Coryell recover from other funding streams some of the property tax revenue we lose thru the DV exemption — so that we are better positioned to meet the demands of infrastructure and public service needs of our military communities.
Coryell County Judge Roger Miller and Copperas Cove City Manager Ryan Haverlah attended the hearing for HB1613 this week and gave exceptional testimony about why this legislation is needed. THANK YOU to both for coming to advocate for all our folks back home!!
