Introduction
The City of Tempe is currently collecting input into a proposed amendment to the Tempe City Charter for the March 8, 2015 Special Election. The City of Tempe does not support or oppose the proposed Charter amendment.
The city is also holding a public forum to obtain input on Wednesday, October 7, from 5:45-6:45 p.m., in the Don Cassano Room of the Tempe Transportation Center located at 200 E. 5th Street. The draft language of the proposed amendment will be presented and residents will have the opportunity to ask questions and provide comments. Information about an accompanying ordinance will also be presented. This meeting will be held solely for the purposes of providing information on proposed draft language and obtaining community feedback. Depending on public input, the proposed Charter amendment may be placed on the March Primary Election ballot.

The draft language of the proposed Charter amendment would amendment Article VII of the Tempe City Charter to add Section 7.05 which would provide for a limitation on the campaign contributions accepted by candidates for elected city office in order to prevent quid pro quo corruption and to eliminate the potential for fraud for the conduct of city elections. The city council shall adopt the limitation amounts by ordinance.
An ordinance has been drafted with specifics, including proposed, lowered contribution limits to candidates running for Mayor and Council seats:
$500 limit per person per election cycle for individual contributions (down from the current $6,250 limit)
$1,000 limit per election cycle for political parties
$1,000 limit per election cycle for political committees or partnerships (down from the current $6,250 limit)
$5,000 limit per election cycle for multicandidate political action committees (PACs) (down from the current $12,500 limits)
$10,000 aggregate limit for contributions from political parties and political committees (currently no limit in the amounts that candidates can receive from political committees and a $10,000 limit in the amount that the party nominee candidate can accept from political parties.)
$10,000 aggregate limit for contributions from PACs and multi-candidate PACs (currently no aggregate limit in the amounts that candidates can receive)
Opportunities for input and meeting shall not be construed as an attempt to influence the outcome of an election under Arizona law or otherwise.
