(Ministry Extends Best Wishes to EMT Involved in Motor Vehicle Accident)

The Ministry of Health, Wellness, Environment, and Civil Service Affairs extends its heartfelt best wishes to the Emergency Medical Technician (EMT) who was involved in a motor vehicle accident earlier today while carrying out her duties.

Minister of Health, Wellness, Environment, and Civil Service Affairs, Michael Joseph, expressed concern for the EMT and wished her a full and speedy recovery.

"Our EMTs and other frontline healthcare workers play a critical role in serving and protecting our communities, often under challenging circumstances. We are grateful for their dedication and commitment, and our thoughts are with our colleague and her family at this time," Minister Joseph stated.

The Ministry also takes this opportunity to remind all motorists to exercise caution and responsibility while using the nation's roads. Drivers are urged to remain vigilant, obey traffic laws, avoid distractions, and be mindful of emergency and service vehicles operating in the public interest.

Road safety is a shared responsibility, and every effort must be made to protect not only ourselves but also those who work tirelessly to provide essential services to the public.

The Ministry remains hopeful for the EMT's swift and full recovery and thanks members of the public for keeping her in their thoughts and prayers.

(“We Need a Seat”: Antigua and Barbuda Calls for Greater Voice for Climate-Vulnerable Nations)

Antigua and Barbuda is pleased to be participating in the Berlin Climate Mobility Forum 2026, where global leaders, policymakers, communities, and partners are coming together to advance solutions to one of the most pressing consequences of the climate crisis: climate mobility.

As part of the Forum, the Honourable Michael Joseph, Minister of Health, Wellness, the Environment and Civil Service Affairs, participated in an interview highlighting the unique vulnerabilities of Caribbean Small Island Developing States and the urgent need for climate justice, equitable access to finance, and greater representation in global decision-making.

Minister Joseph emphasized that climate mobility is ultimately about people. Successful relocation and adaptation efforts must be community-led, protect cultural identity and heritage, and ensure that those most affected have a meaningful voice in decisions about their future. Drawing on Antigua and Barbuda’s experience following the devastation of Barbuda by Hurricane Irma, he noted the importance of planning, community engagement, and protecting the rights and dignity of affected populations.

The Minister also underscored that for Small Island Developing States, the preferred option is not relocation but resilience. The newly endorsed Global Principles for Addressing Climate Mobility recognize the importance of protecting the “right to stay,” while also supporting safe and dignified mobility pathways where necessary.

A central message from Antigua and Barbuda was that climate-vulnerable countries must have a meaningful seat at the table. While our contribution to global emissions is negligible, we remain among those most affected by rising sea levels, stronger storms, and increasing climate impacts.

As Minister Joseph stated, “We’re not asking because we’d like to have a seat. We’re asking because we need a seat.”

(Minister Michael Joseph Receives Youth Consultation Findings to Inform Mental Health Reform)

Minister of Health, Wellness, Environment and Civil Service Affairs, the Honourable Michael Joseph, on Monday 15 June 2026 received the findings of a national consultation process on mental health care and proposed mental health legislation involving children and adolescents in Antigua and Barbuda.

The findings are documented in two companion reports, National Youth Consultation on the Mental Health Care Bill 2026: Findings and Recommendations Report and Youth Voices: A Mental Health Care Bill Survey Report, which were formally handed over by Mr. Jameel Lee of the Zenith Centre. The documents represent the culmination of a collaborative initiative involving the Ministry of Health, Wellness, Environment and Civil Service Affairs, the Ministry of Education, Science and Technology, the Zenith Centre, UNICEF and the Pan American Health Organization (PAHO).

The initiative formed part of the Government’s ongoing efforts to develop modern, rights-based mental health legislation and reflected a commitment to ensuring that the voices of children and adolescents are meaningfully incorporated into mental health reform.

Through age-appropriate and supportive approaches, children and adolescents were provided with opportunities to share their experiences, concerns, expectations and recommendations regarding mental health and mental health services.

The exercise engaged approximately 1,000 young people through surveys and a further 300 participants through ten focus groups. Participants represented a broad cross-section of children and adolescents from primary and secondary schools and the Antigua and Barbuda College of Advanced Studies (ABCAS). The resulting findings and recommendations are intended to strengthen mental health awareness, improve access to services, reduce stigma and ensure that the legislative framework adequately reflects the needs and priorities of children and adolescents.

In accepting the findings, Minister Joseph welcomed the contribution of the nation’s youth to the development of the Mental Health Care Bill and underscored the importance of inclusive and evidence-informed policymaking.

“The perspectives of our children and young people matter. Meaningful reform requires that those who will live with the outcomes of our decisions have an opportunity to contribute to them. The findings contained in these documents will help ensure that the Mental Health Care Bill and the broader mental health system are responsive to the needs and realities of young people in Antigua and Barbuda” Minister Joseph stated.

Minister Joseph also commended the Ministry of Education, Science and Technology, the Zenith Centre, UNICEF, PAHO and all those involved in facilitating the initiative, noting that meaningful mental health reform requires collaboration across sectors and sustained engagement with communities.

The Government of Antigua and Barbuda remains committed to strengthening mental health services and advancing legislation that promotes dignity, protects human rights and reflects the needs and aspirations of the people it is intended to serve.

Minister of Health, Wellness, Environment, and Civil Service Affairs, Michael Joseph, held discussions with Ibrahima Cheikh Diong, Executive Director of the Fund for Responding to Loss and Damage, on the margins of the Berlin Climate Mobility Forum 2026.

The meeting provided an opportunity to discuss the unique vulnerabilities facing Small Island Developing States (SIDS), including the increasing impacts of climate change on infrastructure, housing, public health, livelihoods, and national development.

Minister Joseph emphasized Antigua and Barbuda’s continued advocacy for equitable access to climate finance and underscored the importance of ensuring that countries most vulnerable to climate impacts are able to access timely and adequate support to address loss and damage resulting from climate-related events.

Discussions also focused on strengthening collaboration between Antigua and Barbuda and the Fund, as well as opportunities to support resilience-building initiatives and recovery efforts in vulnerable communities. The Minister highlighted the realities faced by small island states, where increasingly severe weather events can have significant social and economic consequences that extend well beyond immediate disaster response.

The Executive Director and Minister exchanged views on the importance of operationalizing financing mechanisms that can effectively respond to the needs of countries experiencing climate-related loss and damage and ensuring that vulnerable populations receive the support necessary to recover and rebuild.

Minister Joseph reaffirmed Antigua and Barbuda’s commitment to international cooperation on climate action and welcomed ongoing efforts to strengthen global support systems for countries on the frontlines of climate change.

The Minister was accompanied by Antigua and Barbuda’s Climate Ambassador, Ruleta Camacho- Thomas, who continues to support the country’s climate advocacy and engagement efforts at the international level.

(Minister Michael Joseph Calls for Greater Support for Communities on the Frontlines of Climate Change at Berlin Climate Mobility Forum 2026)

Minister of Health, Wellness, Environment, and Civil Service Affairs, Michael Joseph, today called for greater investment in communities on the frontlines of climate change as he addressed the Berlin Climate Mobility Forum 2026 in Germany.

Speaking during discussions on the Global Principles for Addressing Climate Mobility, Minister Joseph welcomed the Principles and emphasized the importance of ensuring that adaptation efforts are both locally driven and adequately financed.

Addressing representatives of governments, international organizations, development institutions, and climate experts, the Minister noted that communities are often best placed to identify their vulnerabilities and priorities but frequently lack the resources needed to respond effectively to the growing impacts of climate change.

“Communities know what they need. They know which homes flood first, which roads fail, which coastlines are retreating, which families need support, and which ecosystems once protected them. But knowing what is needed is not the same as having the resources to act,” the Minister stated.

Minister Joseph stressed that, for Small Island Developing States such as Antigua and Barbuda, climate change is placing increasing pressure on housing, healthcare, food security, public infrastructure, and community well-being. He underscored the need for financing mechanisms that strengthen national institutions and enable governments to deliver support directly to vulnerable populations.

The Minister highlighted Antigua and Barbuda’s Home Assistance Programme for the Indigent (HAPI) as an example of a practical initiative that helps vulnerable citizens, including the elderly, unemployed persons, displaced individuals, and disaster victims, remain safe and secure within their communities through housing construction and rehabilitation support.

In his remarks, Minister Joseph also drew attention to the often-overlooked mental health impacts of climate change, noting that repeated exposure to storms, displacement, livelihood disruption, and uncertainty can have lasting psychological effects on affected populations.

He further emphasized the importance of protecting ecosystems such as beaches, wetlands, reefs, mangroves, and fisheries, which provide essential services that support food security, livelihoods, cultural heritage, and protection from extreme weather events.

The Minister warned that rising global temperatures continue to pose a significant threat to Small Island Developing States and reiterated Antigua and Barbuda’s support for efforts to limit global warming to 1.5 degrees Celsius.

“For Antigua and Barbuda, 1.5 degrees is the difference between manageable risk and permanent damage,” he said.

Minister Joseph also highlighted the growing challenge of loss and damage, noting that adaptation measures have limits when communities face repeated climate shocks, land loss, damaged infrastructure, failing water systems, and disappearing livelihoods.

Referencing the experience of Caribbean countries, he pointed to the substantial economic and social costs associated with recent hurricanes and emphasized the need for a more responsive and equitable international financial architecture to support vulnerable nations.

The Minister reaffirmed Antigua and Barbuda’s support for the Multidimensional Vulnerability Index and the Antigua and Barbuda Agenda for Small Island Developing States as important frameworks for improving access to climate finance and ensuring that vulnerability is appropriately recognized within international development and financing systems.

(Minister Michael Joseph Joins Global Leaders at Berlin Climate Mobility Forum 2026)

Minister of Health, Wellness, Environment, and Civil Service Affairs, Michael Joseph is among a distinguished group of high-level representatives from governments, international organizations, and development institutions participating in the Berlin Climate Mobility Forum 2026, which opens today in Berlin, Germany.

The two-day forum brings together global leaders, policymakers, and development partners to strengthen cooperation on climate mobility and advance practical, scalable solutions that support adaptation, resilience, and sustainable development. As climate change continues to impact communities around the world, climate mobility is increasingly recognized as a critical issue that intersects with environmental protection, governance, public health, and socioeconomic development.

Among the senior officials participating in the forum are Nilda Borges da Mata, Minister of Environment, Youth and Sustainable Tourism of the Democratic Republic of São Tomé and Príncipe; Diaz Faisal Malik Hendropriyono, Vice-Minister of Environment of the Indonesia; Noelia Souque, Ambassador for Cross-Border Cooperation of the Andorra; M.T. Oshurbayev, Vice Minister of Ecology and Natural Resources of the Kazakhstan; Emmanuel King Urey Yarkpawolo, Executive Director of the Environmental Protection Agency of Liberia; and Daniel M. Best, President of the Caribbean Development Bank.

Minister Joseph is being supported at the forum by Antigua and Barbuda’s Climate Ambassador, Ruleta Camacho-Thomas whose work continues to advance the country's climate advocacy efforts on the regional and international stage.

The forum provides an important platform for dialogue and collaboration as countries seek to address the growing impacts of climate change on communities and livelihoods. Discussions are expected to focus on strengthening policy responses, enhancing resilience, and fostering partnerships that support vulnerable populations affected by climate-related displacement and migration.

Minister Joseph’s participation underscores Antigua and Barbuda’s commitment to addressing the impacts of climate change and contributing to international efforts aimed at building resilience, promoting sustainable environmental stewardship, and supporting communities facing climate-related challenges.
