Marine & Family Programs-Resources (MFP-R) serves as a DoD family center for Marines and Sailors stationed on Okinawa. MFP-R centers are staffed with specialists trained to provide information, individual assistance and/or referrals necessary to maintain a high quality of life while stationed abroad. MFP-R offers a variety of FREE workshops to assist with personal finance, transition, cultural ada

ptation and personal readiness. Marine Corps Family Team Building (MCFTB) provides relevant and standardized readiness, Deployment Support, LifeSkills, and Volunteer support trainings to unit commanders, Family Readiness Command Teams, Marines, Sailors, and their families. Marine Corps Exceptional Family Member Program (EFMP) is a mandatory program designed to ensure the continuum of care for eligible family members. The primary function of EFMP is to provide coordination and support throughout the assignment process, ensuring the availability and accessibility of needed services in order to enhance quality of life and meet the mission of the Marine Corps. EFMP also provides family support services including assigned Family Case Worker (FCW), transition assistance, advocacy and networking, free workshops and trainings, resources, referrals and more! Information regarding an EFMP enrollment will appear in the EFM health records and the HQMC EFMP registry. The case file kept by the EFMP staff will be kept strictly confidential. The EFMP registry shall not become an element of the Manpower Management System, individual record books or the parent command records of the sponsor nor be referenced in performance appraisals such as fitness reports. Records may be used as a management tool for statistical analysis, tracking, reporting and evaluating program effectiveness and conducting research. However, if you indicate you may represent a threat to self or others, you will be reported to the appropriate authorities in accordance with DoD/military branch of service and component regulations and established protocols. Routine Use(s): In addition to those disclosures generally permitted under 5 U.S.C. 552a(b) of the Privacy Act, these records may be disclosed outside the DoD as a routine use pursuant to 5 U.S.C. 552a(b)(3) as follows: To authorized DoD military occupational specialty contractors for the purpose of responding to service member or family member needs. To contractors and grantees for the purpose of supporting research studies concerned with the effectiveness of non-medical counseling interventions. To local law enforcement entities for the purpose of intervention to prevent harm to the individual (self) in accordance with DoD/military branch of service and component regulations and established protocols. Any release of information contained in this system of records outside the DoD under a routine use will be compatible with the purpose(s) for which the information is collected and maintained. The DoD Blanket Routine Uses set forth at the beginning of the Office of the Secretary of Defense compilation of systems or records notices may apply to this system. Disclosure: Voluntary; however, if you do not provide information needed to determine your eligibility for non-medical counseling and specialty consultations, you may not be able to receive those services.

The Newcomers' Orientation Welcome Aboard (NOWA) Brief is held every Wednesday and is required for all accompanied USMC/USN Service Members, family members, and civilians. New arrivals must attend within 72 hours of arrival.

📅 Schedule:
0645 – Arrival for SOFA POV license testers
0700–0830 – SOFA POV License Exam
0830–1130 – Mandatory NOWA Brief
1130–1230 – Information Fair

Location: Camp Foster Community Center Auditorium, Bldg. 5908 Attire: Civilian attire or uniform of the day

Youth ages 10–15 can join a guided tour of Camp Foster facilities (limited to 28 spots, pre-register when signing up!). Ages 16+ must attend the brief.

💻 Virtual NOWA Brief available for:
Spouses of AD members, DoD civilians with children under 16

Due to inclement weather, we unfortunately have to cancel the Emergency Preparedness Briefing scheduled for 1 June 2026.
