Congratulations to Fairfield Suisun Rotary Club for another successful Good Character Youth Awards Ceremony! This annual tradition never ceases to amaze us. This was another great night to remember for these amazing students who have demonstrated courage, compassion, kindness, and integrity daily not only at their high schools but also out in the community. Although every student being recognized had a different story, the one thing that bound them together was character. Every story shared was inspirational and made us proud of the future leaders we have here in Solano County. What a positive difference these students are making every day. The sky is the limit!

It was great to see so many proud parents, teachers, principals, counselors, elected officials, and community leaders on hand to witness the ceremony.

Thanks again to the Fairfield Suisun Rotary Club and to all the Rotarians around the world for the great work that you do!

Today, the Board of Supervisors recognized the week of November 9th through the 15th as Law Enforcement Records and Support Personnel Appreciation Week.

At the District Attorneyโ€™s Office, our mission is to seek and do justice every day, and when we think of our mission, we often think of the prosecutors who are obtaining justice for victims, being a voice for those who canโ€™t speak up for themselves and holding offenders accountable. But in reality, it takes a village. And our support personnel are instrumental in helping us achieve justice every day.

They are truly the backbone of our office and we could not fulfill our mission without all of their hard work and dedication.

We want to thank the Board of Supervisors for publicly recognizing their great work today and giving them the credit that they so deserve.

Fairfield, California - Solano County District Attorney Krishna A. Abrams announced today that the Solano County District Attorneyโ€™s Office, together with the Solano County Superior Court and Orchard Avenue Baptist Church hosted a community event where participants with outstanding warrants for minor offenses were invited to come โ€œMake it Right.โ€ The โ€œMake It Rightโ€ Clear Your Warrant Program was held on Saturday, November 1, 2025, at the Orchard Avenue Baptist Church in Vacaville. The event was designed to help members of the community clear up old eligible warrants and have low level misdemeanor offenses dismissed with no financial cost and no risk of arrest.

The Solano County District Attorneyโ€™s Office first launched the โ€œMake It Rightโ€ Clear Your Warrant Campaign in November 2021, partnering with St. Stephen CME Church in Fairfield. At that time, our office reviewed thousands of old outstanding misdemeanor/infraction warrants dating back to 1980 and notified all those eligible for relief. The charges ranged from traffic infractions, failure to appear, petty theft, to minor drug possession.

We had a great turnout for the event in 2021 and Saturdayโ€™s event was no different. People came from near and far to clear up old warrants and take advantage of this valuable โ€œsecond chanceโ€ opportunity.

One of the attendees, Meredith Hursh, made the long drive from Burlingame after questioning family members if the event was legitimate. Despite questioning whether these events actually exist, she trusted her family members and decided to attend. After her bench warrant was recalled and her case dismissed, she expressed great relief that she could finally put this matter behind her.

Deputy District Attorney Matt Olsen, who served as the prosecutor in the make-shift courtroom, described seeing a wide range of emotions amongst attendees, specifically stating, โ€œThis was an uplifting and powerful experience seeing so many people overcome with tears of joy, smiles, and countless words of gratitude.โ€

We wish to thank all the volunteers from the community who came out to make this event a success, specifically, Gail and Skip Thompson who work tirelessly with the unhoused population in Vacaville, Orchard Avenue Baptist Church and all their volunteers, Women of Unity Church, Change And New Beginnings, SPCA, Solano County Collaborative Courts, and Solano County Workforce Development Board. We also want to thank Vacaville Police Chief Chris Polen for supporting our efforts in giving second chances at this event.

โ€œThe โ€œMake it Rightโ€ event was much more than simply clearing old cases off the docket. It was a community coming together, putting their past behind them, and being able to make a difference in so many peopleโ€™s lives. We are thankful that this event was once again a great success,โ€ said District Attorney Krishna Abrams.

LONG AWAITED JUSTICE FOR DE ANNA LYNN JOHNSON

Today, after four decades of awaiting justice for the murder of De Anna Lynn Johnson, Defendant Markle was sentenced to 26 years to life in state prison, consecutive to the life sentence he is currently serving.

On March 20th, 2025, in Department 2 of the Superior Court before the Honorable Dan J. Healy Presiding, the jury returned a verdict of First-Degree Murder and found the enhancement for Personal Use of a Deadly Weapon to be True. Chief Deputy District Attorney Paul Sequeira, who personally handled the case, was able to overcome many obstacles that are inherent in unsolved murder cases. Fortunately, Retired Vacaville Police Officers Joseph Munoz (88), Don Waller, Dolores Dunnachie, and Jeff Higby, who originally investigated De Anna Lynn Johnsonโ€™s murder in 1982, were still around the area and available to testify at the trial.

On January 24, 2017, after 34 years of tireless efforts by the Vacaville Police Department to solve De Anna Lynn Johnsonโ€™s case and bring justice to her family, Marvin Markle was arrested for her murder. At the time of his arrest at Kern Valley State Prison, Markle was serving a life sentence for the murder of Shirley Ann Pratt of Butte County. โ€œI am so thankful for the dedication of the Vacaville Police Department and members of our office that no matter how much time went by they remained steadfast in their commitment to De Anna Lynn Johnson to solve her horrific case,โ€ said District Attorney Abrams.

On November 15, 1982, De Anna Lynn Johnson, who was a 14-year-old student attending Will C. Wood, was murdered in her hometown of Vacaville, California. Her body was found on railroad tracks just a short distance from her home, where it was apparent she had been strangled and her body badly bludgeoned. At that time, this horrific news travelled quickly and rocked the very fabric of our community. From that moment of finding De Anna Lynn Johnsonโ€™s lifeless body on the railroad tracks and all the years since, Vacaville Police Department never once gave up. Thanks to the continued efforts by Retired Vacaville Police Officers Aaron Dahl and Matt Lydon for continuing to carry the torch. โ€œEvery parentโ€™s worst nightmare is to bury their child. Our hearts go out to De Anna Lynnโ€™s parents, who lived that nightmare, and to the rest of her family and friends as they have waited a lifetime for justice. We are grateful for the juryโ€™s verdict and todayโ€™s sentencing as Defendant Markle is finally being held accountable for De Anna Lynnโ€™s unspeakable death. The defendant deprived De Anna Lynn of a life that he has lived. Although nothing will bring De Anna Lynn back, hopefully this conviction provides some sense of closure and justice for our community.

Please join the Solano County District Attorneyโ€™s Office in partnership with Fairfield Police Department, Vacaville Police Department, Suisun Police Department, and Solano County Sheriffโ€™s Office for a moment of reflection honoring National Crime Victims' Rights Week. The moment of reflection will take place Wednesday, April 9, 2025, at 12:00 p.m. at the steps of the courthouse, 600 Union Avenue, Fairfield, CA 94533.

This yearโ€™s theme, โ€œKINSHIP, CONNECTING & HEALINGโ€ asks all of us to recognize that shared humanity should be at the center of supporting all survivors and victims of crime. KINSHIP is a state of being with survivors that drives vital connections to services, rights, and healing. KINSHIP is where victim advocacy begins.

We often talk about defendantsโ€™ rights in the criminal justice system, and we work to insure these rights are always upheld, however, often lost in these conversations are crime victims - those whose lives have been turned upside down at the hands of another.

As we recognize National Crime Victimsโ€™ Rights Week, we invite you to join us in renewing our commitment to victims by standing up for their rights and ensuring their voice is always heard.

JUSTICE FOR DE ANNA LYNN JOHNSON

Today, after a three-week jury trial, in Department 2 of the Superior Court before the Honorable Dan J. Healy Presiding, the jury found Marvin Ray Markle (59) Guilty of murdering De Anna Lynn Johnson. The jury returned the verdict of First Degree Murder in violation of Penal Code Section 187(a), and they found the enhancement for Personal Use of a Deadly Weapon to be True.
