๐‚๐€๐“๐๐€๐‹๐Ž๐†๐€๐ ๐‚๐ˆ๐“๐˜, ๐’๐€๐Œ๐€๐‘ โ€“ The Department of Labor and Employment โ€“ Samar Field Office (DOLE-SFO) conducted a High-Impact, High-Visibility (HIHV) Inspection at the Port of Catbalogan, Pier II on March 24, 2026, aimed at intensifying the enforcement of labor standards and occupational safety and health (OSH) regulations.

The joint inspection activity was carried out in coordination with the Philippine Ports Authority (PPA) and the Philippine Coast Guard (PCG) to assess compliance within the transport industry. The initiative was spearheaded by DOLE-SFO led by Chief Labor and Employment Officer Engr. Aleksei Ceasar Abellar, alongside Senior LEO Demmie Jose Uyvico and LEO III Karen Joan Libres.

The HIHV inspection aimed to strengthen compliance with labor standards, including the proper payment of minimum wages, overtime, holiday pay, and other monetary and statutory benefits for boat crew members and port personnel. To help prevent fatigue-related accidents or illnesses, the team also reviewed working hours and rest periods.

Simultaneously, personnel from the Philippine Coast Guard, namely, PO2 John Rey Gipit, PO3 April Andal, and ASN Red Palmiano, conducted inspections on the safety of passenger vessels, ensuring that maritime safety standards are strictly observed to protect both passengers and crew.

The HIHVI sought to safeguard the welfare of workers and passengers while strengthening public trust through visible and proactive inspection activities. Through this collaborative effort, DOLE and its partner agencies continue to reinforce compliance across the key public transport sector to promote decent work and passenger safety.

๐‚๐€๐“๐๐€๐‹๐Ž๐†๐€๐ ๐‚๐ˆ๐“๐˜, ๐’๐š๐ฆ๐š๐ซ โ€“ The Department of Labor and Employment (DOLE) Samar Field Office, in coordination with the Land Transportation Office (LTO), Philippine National Police Highway Patrol Group (PNP-HPG), and the Catbalogan Law Enforcement Auxiliary Office, conducted a High Impact High Visibility Inspection (HIHVI) on March 26, 2026, at the Catbalogan Land Transport Terminal.

The inspection was carried out in anticipation of the Semana Santa travel surge, when passenger traffic is expected to increase as people return to their home provinces. The activity was aligned with the LTOโ€™s โ€œOplan Biyaheng Ayos!: Semana Santa and Summer Vacation 2026.โ€

The inspection was led by DOLE-Samar Field Office Chief Labor and Employment Officer Engr. Aleksei Ceasar Abellar, together with Senior Labor and Employment Officer Demmie Jose Uyvico and Labor and Employment Officer III Karen Joan Libres.

Central to the inspection was the verification of bus operatorsโ€™ compliance with approved compensation schemes, which are required during franchise renewal with the Land Transportation Franchising and Regulatory Board (LTFRB).

The team also assessed compliance with other labor standards, including the provision of statutory and monetary benefits. Working hours and rest periods were likewise reviewed to help mitigate fatigue-related risks, especially with the anticipated increase in trips during the Lenten season.

Meanwhile, partner agencies from the LTO, PNP-HPG, and the Catbalogan Law Enforcement Auxiliary Office inspected regulatory compliance, including valid permits and licenses. They also evaluated vehicle maintenance, road-worthiness, and overall safety conditions to ensure the protection of both passengers and transport workers.

The inter-agency inspection underscores the governmentโ€™s continuing commitment to safeguarding workersโ€™ welfare while ensuring safe, reliable, and efficient public transportation during peak travel periods.

This training consists of a 10-hour OSH orientation and a 2-hour Training of Trainers, designed to impart essential knowledge and skills on the basic concepts and principles of occupational safety and health. It aims to equip potential safety officers (SO1 certification) with the competence to effectively implement their respective companyโ€™s safety and health program.

A total of 142,825 disadvantaged and displaced workers in Eastern Visayas have availed of the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program of the Department of Labor and Employment Regional Office No. VIII (DOLE-RO8) in 2025, with the amount of assistance reaching more than โ‚ฑ690 million.

Of the total beneficiaries, 12,778 workers benefited from the implementation of TUPAD through convergence initiatives with other government agencies, including the Department of Social Welfare and Development (DSWD), Department of Environment and Natural Resources (DENR), Department of the Interior and Local Government (DILG), Department of Justiceโ€“Parole and Probation Administration (DOJ-PPA), and the Bureau of Jail Management and Penology (BJMP).

Through the TUPAD program, DOLE-RO8 helped provide immediate income support to workers while promoting community resilience and recovery. The wages earned by beneficiaries enabled them to meet basic household needs and cushion the impact of temporary loss of livelihood.

DOLE-RO8 Regional Director Atty. Dax B. Villaruel emphasized the importance of the program in protecting the most vulnerable workers in the region.

โ€œTUPAD remains a big help for our disadvantaged and displaced workers. Beyond providing temporary employment, it provides hope, and the ability of workers to support their families during difficult times,โ€ Atty. Villaruel said.

The successful implementation of the program was made possible through strong coordination with local government units, partner agencies, and community stakeholders, ensuring that assistance reached qualified beneficiaries across provinces, cities, and municipalities in Eastern Visayas.

The TUPAD Program is a flagship intervention of DOLE that offers short-term employment to workers affected by economic disruptions, disasters, and other crises. Beneficiaries were engaged in community-based projects such as cleanup and rehabilitation, repair and maintenance of public facilities, and other activities that directly benefit local communities.

The Department of Labor and Employment Regional Office No. 8 (DOLE-RO8) has significantly helped the lives of workers in Eastern Visayas through the implementation of the DOLE Integrated Livelihood Program (DILP), with livelihood assistance amounting to more than โ‚ฑ200 million, benefiting seven thousand one hundred seventy-six (7,176) workers across the region in the year 2025.

The DILP, one of DOLEโ€™s flagship programs, aims to provide sustainable livelihood opportunities to disadvantaged workers, including informal sector workers, displaced employees, low-income earners, and vulnerable groups, by supporting the establishment or enhancement of their livelihood ventures.

Through the program, DOLE-RO8 funded various livelihood projects such as community-based enterprises, production and service projects, and individual livelihood undertakings. These projects enabled beneficiaries to generate income, strengthen self-employment, and improve their economic resilience amid rising costs of living and employment challenges.

DOLE-RO8 Regional Director Atty. Dax B. Villaruel emphasized that the program reflects the governmentโ€™s commitment to inclusive growth and worker empowerment.

โ€œBy investing in livelihood projects, we are not only providing immediate assistance but also enable workers and their families to become more resilient and self-reliant in the long term,โ€ Atty. Villaruel said.

The livelihood assistance was provided to workersโ€™ groups, cooperatives, associations, and individual beneficiaries across the provinces of Leyte, Southern Leyte, Biliran, Samar, Eastern Samar, and Northern Samar, ensuring inclusive and equitable access to government support.

The program also complements the national governmentโ€™s employment generation and poverty reduction initiatives by promoting entrepreneurship, community development, and decent work, particularly in geographically isolated and disadvantaged areas.
