I had the pleasure of attending the Pleasanton Community of Character Collaborative's Martin Luther King Jr.'s breakfast. Congratulations to this year's honorees!
I am devastated to learn of the passing of my colleague and friend. Richard Valle was a champion for his District, especially his hometown of Union City. During his 10 years of service on the Board of Supervisors, Richard fought for safety-net services, mental health programs and was a tireless supporter of Saint Rose Hospital. He uplifted community volunteers through a highly successful annual volunteer appreciation event, promoted walkable neighborhoods through the Niles Canyon Stroll and Roll and educated the community about STEM programing through Science in the Park. He was an advocate for at-risk youth, job development programs, and was a steadfast champion for organized labor. My condolences to his wife, children, grandchildren, staff and to all those lucky enough to call Richard a friend. Rest in peace Supervisor Valle.

Guidance on applying for FEMA disaster assistance for storm damages
Alameda County was added this week to the major disaster declaration for California’s severe storms and flooding, meaning residents who had damage or losses from the storms that began Dec. 27, 2022, may now apply for FEMA disaster assistance. The declaration allows FEMA to provide direct support to individuals and households in Alameda County and 12 other California counties.
The deadline for homeowners or renters to apply is March 16, 2023. Disaster assistance may include grants to help pay for temporary housing and essential home repairs as well as other serious disaster-related needs such as medical and dental expenses, transportation, childcare, and moving and storage expenses.
Residents who have insurance should first file a claim with their insurance provider. FEMA provides assistance for uninsured or underinsured disaster-caused expenses and serious needs.
Applicants must use the disaster incident number DR-4683-CA when applying. There are several ways to apply for FEMA assistance under the Individual Assistance program:

Call the FEMA Helpline at 800-621-3362. Help is available in many languages and lines are open from 7 a.m. to 11 p.m. daily. Press 2 for Spanish. Press 3 for an interpreter who speaks your language. Alameda County is hosting a Virtual Community Climate Action Plan (CCAP) Kickoff Workshop on Feb. 16 from 6–7:30 p.m. for the unincorporated areas of Ashland, Castro Valley, Cherryland, Fairview, Hayward Acres, San Lorenzo, Sunol, and the unincorporated areas around Livermore, Pleasanton, and Dublin.
The County is updating its CCAP and Safety Element to respond to your concerns about climate change and to support resilient, climate-smart unincorporated communities. This interactive Kickoff Workshop will explore the impacts of extreme heat, wildfires, flooding and other hazards made worse by climate change, and engage participants to address these issues.
For this plan to work well, the County needs your help!
During the meeting, you will learn what a CCAP and Safety Element are, how they will support your community and why your participation is essential to ensuring the successful implementation of the plan.

Meetings occur once a month in the evening on the first Tuesday of each month.

STATEMENT BY ALAMEDA COUNTY SUPERVISOR NATE MILEY, PRESIDENT OF THE BOARD OF SUPERVISORS REGARDING JANUARY 24, 2023 BOARD OF SUPERVISORS’ MEETING & ITEMS RELATED TO THE EVICTION MORATORIUM AND TENANT PROTECTIONS
Alameda County has an existing eviction moratorium that will conclude 60 days after the end of the County’s local health emergency. Many anticipate that the County will follow the scheduled February 28th conclusion of the State’s health emergency.
On July 19th, the majority of the Board of Supervisors declined to schedule a public discussion of the eviction moratorium. I supported having this public discussion. I remain vocal that we must prepare for the pending wave of evictions. We have had nearly three years to do so.
On December 20, 2022, the Alameda County Board of Supervisors advanced the first reading of three ordinances designed to increase protections for tenants within the Urban Unincorporated Area. These ordinances would establish a registry of rental units, establish just cause protections for evictions and would restrict the use of background checks for those that have been formerly incarcerated as a way to disqualify them from renting. I believe in protecting the rights of tenants, but I also believe in protecting the investments of small mom and pop landlords. These ordinances would have the greatest impact on my District, as they solely apply to the Unincorporated Area.
I supported the ordinance which bans the use of background checks for those that have paid their debt to society. Folks that have served time should not further be punished, as doing so only increases the likelihood of recidivism. This ordinance would not apply to single family homes or properties with three or less units. I am prepared to do further work with both sides of this issue in an attempt to develop a compromise.
I support the creation of a rental registry to help identify and track the number of rental units within the Unincorporated Area of the County. I am concerned that the proposal currently being considered would establish a new and potentially costly program that would fall on property owners.
I abstained from the ordinance regarding Just Cause evictions because I feel that we need additional data on Assembly Bill 1482 -- a 2019 law that provides numerous forms for protections to tenants on a statewide basis. I also believe that this ordinance should not apply to rental properties with three or less units or single family homes.
These items were pulled from the Board’s agenda on January 10th by one of my colleagues.
Yesterday, I had hoped that the Board of Supervisors would discuss these items as scheduled. Translation services were being provided to ensure that all members of the public had an opportunity to participate. I am disheartened that for the second time, one of my fellow colleagues continued this item.
I was hoping that we could reach a compromise with the establishment of both a rental registry and just cause protections for multi-unit residences while exempting small mom and pop landlords.
We cannot reach a compromise nor develop meaningful public policy if we are not willing to have these conversations. If we cannot reach a compromise nor develop meaningful public policy we cannot protect tenants nor small landlords beyond February 28th.

Congratulations to our newly elected Sheriff, Yesenia Sanchez. I am excited to work together, especially in our efforts within Unincorporated Alameda County and through my work on the County's Public Protection Committee.
Shortly after Yesenia's election, I sat down to learn about her vision for the Sheriff's Department, her thoughts on the Unincorporated Area, Santa Rita Jail and her work on various issues like cannabis and innovative ways to engage the community. Congratulations once again!
The latest winter storm system to move through the Bay Area region has resulted in various highway closures in the following locations due to road hazards on the highway. Please note the work being conducted along I-880.
On Monday I had the privilege of swearing in Kevin Jenkins representing Oakland City Council's District 6. I also witnessed the City's new Mayor and Councilmembers take their oath of office.
The challenges facing Oakland are great and I look forward to working with the Mayor and Council.

We have several roadways that remain closed due to failures. Our flood control infrastructures are operating beyond their capacity, and we continue to experience flooding and failures at several locations. Several landslides, mudflows and tree failures are still occurring.
Public Works staff is preparing for the continued storm events and are stock piling materials to assist in our response. Additionally, we have been collaborating with other jurisdictions, cities and districts, in coordinating our storm response.

Sandbags have become a premium commodity. We have delivered about 550 tons or 1.1 Millon pounds of sand, and over 80,000 bags during the past several days.

I had a great time at the Castro Valley/Eden Area Chamber of Commerce Annual Light Parade! As we celebrate the holiday season with our families and loved ones, please take a moment to participate in a local celebration and support a small business for those last-minute gifts.
I've been a longtime supporter of Center of Hope's work to uplift our community. It was great to participate in their annual Community Healing event. Thank you to Pastors Maria and Brondon Reems for all you do to serve Oaklanders.
Today, I joined the family of my late colleague to commemorate the renaming of Highland Hospital. I can't think of a better way to pay respect to Wilma's lasting legacy than with the renaming of the 'Wilma Chan Highland Hospital Campus'. Rest in power my friend.
Last weekend, I attended Palma Ceia Baptist Church in Hayward to discuss a potential tiny home development which could be constructed from former shipping containers. We must continue to support non-traditional housing sources in order to combat our region's housing crisis.
The Club Q shooting is a poignant reminder that hate and homophobia still exist in our world. This Thanksgiving, 5 families will not celebrate with their loved ones. My condolences to their families and to the LGBTQ+ community.
