Several discussions during CCPCJ focused on a challenge facing justice systems around the world, especially Sint Maarten.

How do we create pathways away from crime?

Meetings with Dana Humaid Al Marzouqi, Director General of the International Affairs Bureau at the Ministry of Interior of the United Arab Emirates; Anna Giudice of UNODC's Crime Prevention and Criminal Justice Section; and Yasmin Goecke of the International Action Network on Small Arms (IANSA) explored approaches to prevention, rehabilitation, reintegration, education, mental health support, restorative justice, and reducing youth involvement in violence and criminal activity.

Minister Tackling exchanged experiences with partners who have developed programs focused on keeping young people connected to education, identifying mental health needs early, reducing reoffending, creating alternatives to criminal involvement, and supporting successful reintegration into society.

Discussions also explored opportunities for Sint Maarten to participate in future expert discussions on youth prevention, access additional knowledge-sharing opportunities, and learn from approaches being implemented in other jurisdictions. Topics such as youth violence, gang recruitment, restorative justice, digital safety, and community-based prevention featured prominently throughout these conversations.

A recurring theme throughout the week was that creating safer communities requires more than enforcement alone. It requires investing in people before problems escalate, while also supporting those already within the justice system to successfully move forward.

For Sint Maarten, these discussions help inform ongoing efforts to strengthen youth engagement, prevention initiatives, rehabilitation pathways, reintegration efforts, and community-based responses to violence.

Every person who is diverted from crime, supported through rehabilitation, or successfully reintegrated into society contributes to a safer future for our community.

Vienna, Austria โ€“ June 8, 2026

Minister of Justice Nathalie Tackling has concluded a week of engagements in Vienna, Austria, where she represented Sint Maarten at the 35th Session of the United Nations Commission on Crime Prevention and Criminal Justice (CCPCJ), held from June 1โ€“5.

Throughout the week, the Minister attended plenaries, contributed to international side events, and met with United Nations agencies, international experts, and Kingdom partners to advance key justice priorities for Sint Maarten.

A central focus of the visit was the Detention Sector Reform Program (DSRP). During meetings with senior leadership of the United Nations Office on Drugs and Crime (UNODC), the parties reviewed progress under the program and discussed ways to further support rehabilitation, reintegration, staff development, and other non-infrastructure components of the reform.

Beyond detention reform, the Minister engaged with specialists working in border management, cybercrime, fi****ms trafficking, wildlife trafficking, organized crime, corruption prevention, criminal justice reform, youth violence prevention, justice statistics, and institutional capacity building. These discussions provided valuable insight into international approaches being used to address these challenges while helping the Ministry identify areas that warrant further exploration in the future.

The Minister also visited the UNODC narcotics laboratory, where she received a tour and learned about international efforts to identify emerging drug threats, strengthen forensic analysis, and support countries in responding to new substances and evolving trends within the global drug market.

Recognizing the growing impact of youth violence and illegal fi****ms across the region, several engagements focused on prevention strategies that emphasize early intervention, education, mental health, community engagement, and reducing youth involvement in criminal activity.

Sint Maarten also contributed directly to international discussions through two side events. At Advancing Access to Justice for Women Through the Implementation of the Bangkok Rules, the Minister highlighted the importance of gender-responsive justice systems and the need to ensure that rehabilitation, reintegration, mental health support, and family connections form part of justice responses for women and girls.

At Advancing Penal Reform in Island Contexts: Perspectives from the Caribbean and the Pacific, the Minister shared Sint Maarten's experience in reimagining detention reform through the DSRP, emphasizing the importance of locally driven solutions that reflect the realities of small island jurisdictions.

The visit also included discussions with H.E. Ambassador Peter Potman, Permanent Representative of the Kingdom of the Netherlands in Vienna, on opportunities to elevate Caribbean justice priorities within Kingdom and international forums.

Reflecting on the week, Minister Tackling noted that participation in CCPCJ was not simply about attending international meetings, but about ensuring that Sint Maarten remains connected to the expertise, partnerships, and ideas that can strengthen local institutions and support safer communities.

The Ministry of Justice will continue following up on the discussions held during the week and evaluating how relevant experiences, expertise, and best practices may support ongoing reform efforts in Sint Maarten.

On Friday, May 22, the St. Maarten Youth Brigade celebrated more than promotions and new ranks. It celebrated discipline, consistency, perseverance, and the young people choosing growth, accountability, leadership, and service to others.

During the Promotional Ranking Ceremony, Minister Nathalie Tackling reflected on the importance of grit, the ability to keep going even when things become difficult, and highlighted why programs like the Youth Brigade matter so deeply for the future of Sint Maarten.

The Brigade continues to create structure, mentorship, and values rooted in Rules, Honor, Discipline, and Respect, helping shape young people into future leaders capable of handling lifeโ€™s challenges with integrity and resilience. As the Minister shared during her remarks, these young people are in the process of becoming individuals who do not quit, and that matters more than they may realize right now.

The Ministry of Justice congratulates all members who achieved new ranks and commends the board members, project leaders, coaches, mentors, social workers, volunteers, parents, and supporters who continue to invest in our youth every single day.

The Ministry also looks forward to supporting the growth and future direction of the St. Maarten Youth Brigade as part of a broader commitment to youth development, early intervention, and stronger communities.

Minister of Justice Nathalie Tackling held a courtesy meeting on Friday, May 22, with Mr. Chico Negron, Consul General of the U.S. Mission to the Dutch Caribbean and the U.S. Consulate General in Curaรงao. The meeting provided an opportunity to discuss ongoing cooperation between Sint Maarten and the United States in the areas of justice and law enforcement.

During the discussion, Mr. Negron commended the Sint Maarten Police Force (KPSM) and the Public Prosecutorโ€™s Office for their continued collaboration with U.S. agencies, noting the quality and consistency of their work. The Minister and Mr. Negron also explored opportunities to further strengthen cooperation between Sint Maarten and the United States.

The meeting was described as constructive and positive, with the U.S. Consulate expressing appreciation for recent developments in Sint Maarten.

Justice Doeting. Community first. Service always.

One week later, the impact of SXM DOET 2026 continues to be felt across St. Maarten. Justice workers from across the justice chain took part in a series of volunteer projects throughout the island as part of SXM DOET, Sint Maartenโ€™s largest annual volunteer initiative.

Their participation reflected a shared understanding that service extends beyond daily duties and institutional walls. Building a safer and stronger St. Maarten also means showing up for the community, contributing to positive spaces, and working alongside the people we serve.

The Ministry of Justice recognizes and appreciates the continued efforts of everyone involved in making SXM DOET a positive and impactful community initiative year after year.
