Core functions and responsibilities

Traditionally, government treasury management has been defined as a set of rules, practices, and procedures for making financial resources of the government more productive and borrowing of funds less expensive. The Provincial Planning and Treasury therefore is the institution responsible for the financial management of all government operations in the Eastern

Cape. This involves amongst others, the preparation and planning of the provincial budget, monitoring the implementation of the budget to ensure that the budget intent and outcome are congruent, controlling expenditure, and generally ensuring sound financial governance in the province. It is the primary responsibility of the Treasury to ensure effective and efficient cash management. This involves:
(i) the need to ensure that cash is available for payment of expenditures in order to allow an orderly implementation of the government budget, and
(ii) managing revenue (cash collection) and expenditure payment processes in such a manner that cash becomes available for short term investment purposes. It is also the responsibility of the Treasury to implement effective and transparent financial management systems in the province, maintain and control associated systems in use by line departments, manage transversal supply chain management policies and systems, manage transversal financial information systems and assist in building financial management capacity in the provincial administration. The Treasury is responsible for the sound financial management of 39 municipalities in the province. Monitoring the planning and preparation of budgets;
2. Monitoring the in-year implementation of the budgets;
3. Ensuring timely submission of Annual Financial Statements and Audit Reports;
4. Instituting financial interventions, whenever necessary;
5. Ensuring the implementation of a Supply Chain Management Framework;
6. Assisting in the establishment of such structures as internal audit and budget offices;
7. Assisting in building financial management capacity;
8. Offering training in financial management; and
9. Ensuring harmonization of Provincial Ordinances (if any) with the MFMA.

The province-wide engagements are aimed at strengthening governance, improving service delivery, and enhancing coordinated infrastructure planning across municipalities to support sustainable development across the Eastern Cape.

The Eastern Cape Provincial Treasury today launched a two-day Strategic Commercialization of Agriculture session in KuGompo City.

The engagement aims to build a shared provincial understanding of agricultural commercialization in the Eastern Cape and strengthen collaboration among key stakeholders, including ECRDA, Department of Agriculture, National Treasury the Office of the Premier, and ECSECC.

Together, we are shaping a more inclusive, sustainable, and economically vibrant agricultural sector for the province.

With the theme “More Good Days, Together” colleagues showed up for each other, checking in, laughing mid-route, pushing through the exercises side by side.

The initiative reinforced the department’s message that wellness is not separate from work but rather part of how we sustain ourselves for the long run.

The day was another reminder that when people move together, support each other and share moments like these, it creates space for more balance and more good days, together.

As part of international Mental Health Awareness Month observed in May, the ECPT is encouraging employees to place greater focus on mental wellbeing under this year’s theme: “More Good Days, Together.”

On Tuesday, ECPT employees were not just at work, they were outside in motion taking part in the Physical Wellness Fun Run and Aerobics Day with energy that filled the space.

Braving the chilly weather , colleagues walked, jogged, stretched and joined aerobics sessions, turning an ordinary day into something meaningful and shared.

The Eastern Cape Provincial Treasury bursary fund is more than financial assistance, it is the department’s commitment towards building future professionals and investing in the development of skills that will strengthen the province’s economy and service delivery.

This week, we joined the truBreakfast team on trufm, alongside Boyz Mpunzi and Sinazo Yolwa, to shed some light on how the bursary fund supports the province’s development priorities, while also opening opportunities for young people to access higher education and contribute meaningfully to future growth.
