STATEMENT BY THE ANCYL WINNIE MADIKIZELA-MANDELA SUB-REGION

The ANCYL Winnie Madikizela-Mandela Sub-Region convened a meeting with its branches to reflect on the state of the organization, assess progress, and outline a clear programme of action in preparation for the upcoming Local Government Elections. The meeting was characterised by robust engagement, unity of purpose, and a renewed commitment to advancing the interests of young people.

Organizational Status and Branch Reports

The meeting received comprehensive reports on the status of all branches within the sub-region. These reports provided insight into organisational strengths, challenges, and areas requiring urgent intervention. While progress has been made in rebuilding structures, the meeting emphasised the need for consistent political education, recruitment, and active participation at branch level to ensure a vibrant and functional youth league. It was further noted that the uneven performance of branches necessitates a deliberate and coordinated programme of renewal, aimed at consolidating gains while decisively addressing weaknesses. The meeting underscored the importance of accountability among leadership collectives, regular convening of branch general meetings, and the implementation of impactful community-based programmes.

Voter Registration Campaign

As part of preparations for the upcoming Local Government Elections, the ANCYL Sub-Region resolved to launch an online voter registration campaign. This initiative aims to mobilise young people, increase voter participation, and ensure that the voices of youth are represented in democratic processes. The Sub-Region will launch a coordinated and intensive voter registration programme, which will include digital mobilisation, and community outreach initiatives. This programme will prioritise first-time voters, particularly young people in rural and marginalised communities, ensuring that no young person is left behind in the democratic process. The campaign will further seek to educate young people on the importance of participating in elections and shaping the future of local governance.

Branch Assessment and Organisational Readiness

The ANCYL will undertake a comprehensive assessment of all branches on the ground. This process is aimed at strengthening organisational capacity, identifying gaps, and preparing structures for intensified organisational work and election activism. The assessment will guide targeted interventions to ensure readiness for the electoral programme.

Encouraging Youth Leadership in Governance

The ANCYL reaffirmed its position that young people must occupy strategic positions in government. Branches and members are encouraged to actively contest ward councillor positions to ensure meaningful youth representation in local governance structures. The Sub-Region remains committed to developing capable young leaders who can serve communities effectively. The meeting further emphasised that the participation of young people in governance is not only a matter of representation, but a necessary intervention to inject new energy, innovation, and accountability into local government. In this regard, the Sub-Region will actively support and prepare its members through leadership development, political education, and organisational backing to ensure that those who emerge as candidates are equipped to lead with integrity and competence.

Approach to Immigration Challenges

The meeting deliberated on the issue of undocumented foreign nationals and resolved that it must be addressed through proper and constructive engagement. The ANCYL emphasised that efforts to resolve this matter must focus on addressing root causes and must not target any specific group. The approach should be fair, lawful, and inclusive, addressing all undocumented migrants within the framework of the law.

Conclusion

The ANCYL Winnie Madikizela-Mandela Sub-Region remains committed to building a strong, united, and militant youth organisation that champions the interests of young people. The resolutions taken in this meeting will guide the organisation’s work as it intensifies mobilisation, strengthens structures, and prepares for the upcoming Local Government Elections.
