Public Notice – Input on By-Law and Community Safety Initiatives ‼️⚠️

HIBBERDENE RESIDENTS AND RATEPAYERS ASSOCIATION (HRRA)
PUBLIC NOTICE

RE: Invitation for Community Input on By-Laws and Community Safety

An initiative that started through the Hibberdene CBD CPF and now driven through the Hibberdene Residents and Ratepayers Association (HRRA), wishes to inform residents and ratepayers that we have been engaging with the RNM Protection Services HOD since 2023, regarding matters requiring specific attention in Hibberdene.

Key matters raised included:

* Car guard by-laws and the need for appropriate management, training and enforcement.

* Staggered service hours for officials, to improve coverage during early mornings and late afternoons.

* Closer collaboration between Protection Services, SAPS and the local community.

* Improved attention to other by-law-related matters affecting residents, businesses and visitors in Hibberdene.

The recent renewed focus on the Community Safety Forum (CSF) has brought additional attention to these issues. We are pleased that several initiatives are now being pursued to address these and other community safety and by-law matters.

Your Input Is Important 👇🏻

Residents and ratepayers are encouraged to familiarise themselves with the applicable municipal by-laws and to consider whether amendments, improvements or additional measures could strenghten their effectiveness in Hibberdene.

We particularly welcome practical, constructive proposals that could improve enforcement, community safety, service delivery and cooperation between the relevant authorities and our community.

Please submit your suggestions and proposed amendments to our HRRA email address ([email protected]) for consideration and possible submission through the appropriate channels.

Your participation is important in helping us advocate for a safer, better-managed and more responsive Hibberdene.

Inkosi Mhlabunzima Maphumulo House: As announced a week ago, during our unannounced visit and inspection of the repairs of Umzimkhulu River Bridge, we are accelerating our work to ensure the bridge re-opening in September 2026.

The acceleration measures include extending working hours incorporating weekend work.

For instance, the weekend before the snowfall, the team worked extra hours in anticipation of any delays caused by a severe weather pattern.

At this stage, we wish to announce the closure and jacking of the bridge from 5am on 19 August to 5pm on Saturday, 22 August.

The jacking will enable engineers to continue with structural repairs that will reinstate the bridge’s durability to 25 years and more.

We are encouraged by co-operation from key stakeholders such as the Mayor of Ray Nkonyeni Municipality, Cllr Zodwa Mzindle, the whole council, Deputy Chair of Ugu District Community Policing Forum Selvan Chetty, members of the forum, SA National Taxi Council, ratepayers associations, local businesses, residents and many more other stakeholders to many to mention.

Last year on 17 March 2025, we announced the official closure of the bridge.

This marked the beginning of the emergency repairs and rehabilitation of Umzimkhulu River Bridge, which was built in 1958.

The bridge was built using the old caisson construction system.

Critically, every three years (instead of five years), our team of engineers continuously uses specialized bridge management software and visual technical evaluations to monitor infrastructure integrity in more than 3 822 bridges and more than 2,000 culverts.
