EXECUTIVE MAYOR HANDS OVER WATER TANKER FLEET TO STRENGTHEN SERVICE DELIVERY

The Executive Mayor of Rustenburg Local Municipality, Cllr Shiela Mabale-Huma, earlier today officially handed over a fleet of water tankers aimed at enhancing water distribution and strengthening service delivery interventions across communities within the municipality.

The handover ceremony, held at the open space next to the Waste Department, was attended by Members of the Mayoral Committee, the Accounting Officer, Senior Managers, municipal officials, and colleagues from various municipal departments.

The introduction of the water tanker fleet marks another important milestone in the municipality’s ongoing efforts to improve access to water and ensure quicker response times in areas experiencing water supply challenges, infrastructure maintenance, or emergency interruptions.

Speaking during the handover, Executive Mayor Cllr Shiela Mabale-Huma highlighted the importance of investing in resources that directly respond to the needs of communities and improve the municipality’s ability to deliver essential services effectively and efficiently.

The Executive Mayor further emphasised that the municipality remains committed to strengthening service delivery through practical interventions that support residents and improve the quality of life of all communities.

The fleet will play a critical role in supporting water provision programmes and assisting communities affected by water shortages while long-term infrastructure solutions continue to be implemented.

The municipality expressed appreciation to all departments and officials involved in ensuring the successful procurement and commissioning of the fleet, noting that collaboration across different units remains essential in driving the municipality’s developmental agenda forward.

Rustenburg Local Municipality continues to prioritise responsive governance, infrastructure development, and sustainable service delivery in pursuit of building an environmentally friendly city where all communities enjoy a high quality of life and diversity.

Work conducted included road maintenance, grass cutting, storm water cleaning, waste removal, water and electricity infrastructure maintenance, and general beautification of public spaces to ensure safer and cleaner communities for residents.

EXECUTIVE MAYOR PARTICIPATES IN IMPALA PLATINUM STAKEHOLDER ENGAGEMENT DINNER TO ADVANCE PARTNERSHIPS AND DEVELOPMENT

The Executive Mayor of Rustenburg Local Municipality, Cllr Shiela Mabale-Huma, accompanied by the Member of the Mayoral Committee Cllr Thabang Rampou, attended a high-level stakeholder engagement dinner hosted by Impala Platinum (Implats), reaffirming the importance of collaboration between government, the mining sector, traditional leadership, and community stakeholders in driving sustainable development within Rustenburg.

The engagement brought together key role players committed to shaping a shared vision for the future of the municipality, providing a strategic platform for dialogue on critical issues including infrastructure development, economic growth, and social cohesion.

Strengthening Partnerships for Sustainable Development

In her address, the Executive Mayor emphasised that meaningful and coordinated partnerships are central to addressing the complex challenges facing municipalities and ensuring that development initiatives yield tangible benefits for communities.

“Rustenburg’s growth and sustainability are dependent on strong, functional partnerships. As government, we recognise that we cannot achieve our developmental objectives in isolation. It is through collaboration with stakeholders such as Impala Platinum, traditional leadership, and community structures that we can unlock opportunities and drive impactful change,” said Cllr Mabale-Huma.

She further highlighted the need for strengthened collaboration frameworks that promote transparency, accountability, and shared responsibility, ensuring that all stakeholders remain aligned in their efforts to improve the lives of residents.

Driving Infrastructure Development and Service Delivery

The Executive Mayor underscored the urgent need to accelerate infrastructure development across Rustenburg, particularly in the areas of water, sanitation, electricity, and road networks. She noted that ageing infrastructure, increasing demand, and resource constraints continue to place pressure on the Municipality’s ability to deliver services effectively.

Cllr Mabale-Huma called on the mining sector to play a more active role in supporting infrastructure development through strategic partnerships and investment initiatives.

“We must work together to strengthen bulk infrastructure and expand access to essential services. Public-private partnerships remain a critical mechanism through which we can accelerate delivery and ensure long-term sustainability,” she stated.

The Mayor also highlighted the importance of aligning infrastructure investments with spatial planning priorities, particularly in developing areas such as Platinum Village and surrounding communities, to ensure inclusive and well-coordinated growth.

Promoting Social Cohesion and Community Stability

The engagement further placed strong emphasis on the importance of social cohesion as a foundation for sustainable development. The Executive Mayor welcomed ongoing initiatives by Impala Platinum aimed at strengthening community relations, supporting local economic participation, and fostering inclusive development.

She commended the establishment of platforms that promote dialogue between communities and industry, noting that such engagements are essential in building trust, reducing conflict, and ensuring that development is responsive to the needs of residents.

“Social cohesion is critical to the stability and progress of our municipality. We must continue to create platforms for open dialogue and engagement, ensuring that communities are active participants in development processes and that their voices are heard,” said the Executive Mayor.

She further reiterated the Municipality’s commitment to working closely with traditional leadership and community structures to ensure that development initiatives are culturally grounded and community-driven.

Building an Inclusive and Resilient Local Economy

Cllr Mabale-Huma highlighted the need to deepen local economic participation by supporting small, medium, and micro enterprises (SMMEs), particularly those owned by youth and women. She encouraged continued investment in enterprise and supplier development programmes that create sustainable economic opportunities for local communities.

The Executive Mayor noted that the mining sector plays a critical role in the local economy and must continue to contribute meaningfully to inclusive growth through job creation, skills development, and local procurement.

A Shared Vision for Rustenburg

The Executive Mayor concluded by reaffirming the Municipality’s commitment to building a capable, responsive, and developmental local government that works in partnership with all stakeholders to deliver on its mandate.

RUSTENBURG LOCAL MUNICIPALITY AND NORTH-WEST UNIVERSITY ADVANCE PLANS FOR A SCHOOL OF MINES AND MINING ENGINEERING

The Rustenburg Local Municipality, under the leadership of Executive Mayor Cllr Sheila Mabale-Huma, today convened a high-level strategic engagement with North-West University (NWU) to advance discussions on the proposed establishment of a School of Mines and Mining Engineering in Rustenburg.

The engagement, attended by Members of the Mayoral Committee, including Cllr Thabang Rampou and Cllr Virginia Mputle, as well as senior municipal leadership led by Municipal Manager Adv. Ashmar Khuduge, marks a significant step towards positioning Rustenburg as a centre of excellence in mining education, research, and innovation.

This initiative is aligned with the Municipality’s long-term developmental agenda, which prioritises strategic partnerships with institutions of higher learning to drive skills development, strengthen the local economy, and respond to the evolving needs of the mining sector—one of the key economic drivers in the region.

During the session, the NWU delegation, led by Vice-Chancellor Prof. Mzubanzi Bismark Tyobeka, delivered a comprehensive presentation outlining the vision for the Faculty of Engineering, with a particular focus on mining engineering. The presentation detailed academic programming, research focus areas, infrastructure requirements, and the phased development approach required to establish a fully-fledged School of Mines in Rustenburg.

The Municipality, in turn, provided inputs on critical enabling factors necessary for the successful implementation of the project. These include land identification and demarcation, the provision of bulk infrastructure services such as water, electricity, and sanitation, as well as governance frameworks and regulatory considerations. Discussions also covered implementation sequencing, intergovernmental coordination, and the role of various stakeholders in ensuring the sustainability and success of the initiative.

A key milestone highlighted during the engagement is the establishment of an NWU satellite office, which became operational on 1 April. The office is currently located on Heystek Street, adjacent to the South African Revenue Service (SARS), and serves as an important foundation for the university’s presence in Rustenburg.

Looking ahead, the university has outlined a long-term plan which envisions full enrolment and operations being conducted from a purpose-built campus on land to be donated by the Municipality by the year 2032. This future campus is expected to significantly enhance access to higher education in the region and contribute to the development of a skilled workforce tailored to the needs of the mining and related industries.

In the interim, NWU will roll out short courses and skills development programmes within the mining engineering field, while also collaborating with Technical and Vocational Education and Training (TVET) colleges across the Rustenburg area. This approach is aimed at ensuring immediate impact through skills transfer, while building towards the long-term vision of a fully operational School of Mines.

The anticipated benefits of this initiative are far-reaching. Beyond expanding access to higher education, the establishment of a School of Mines in Rustenburg is expected to stimulate local economic growth, create employment opportunities, and position the Municipality as a hub for mining-related research and innovation. It will also contribute to the development of critical skills required to support the sustainability and competitiveness of the mining sector both locally and nationally.

The engagement concluded with a mutual commitment between the Municipality and NWU to advance the project with urgency and purpose. Clear next steps and timelines were agreed upon, including the establishment of technical working groups to drive implementation and ensure ongoing coordination between all stakeholders.

Executive Mayor Cllr Sheila Mabale-Huma emphasised the strategic importance of the initiative, stating that it represents a transformative opportunity for the people of Rustenburg.

“This partnership is a critical step towards unlocking opportunities for our communities, particularly our young people. By bringing higher education closer to our residents and aligning it with the needs of our local economy, we are investing in a future that is inclusive, skills-driven, and economically resilient. The Rustenburg Local Municipality remains fully committed to supporting this initiative and ensuring its successful implementation.”

The Rustenburg Local Municipality will continue to pursue and strengthen strategic partnerships that contribute to sustainable development, improved service delivery, and enhanced socio-economic outcomes for all residents of Rustenburg and the broader North West Province.
