SUBJECT: ANC STATEMENT ON THE ALLEGATIONS OF ASSAULT AGAINST ANC LEADER

The ANC in Frances Baard Region notes the media reports on the allegations of assault against a “senior leader” in the Frances Baard Region during an occasion of the community meeting in Magareng, Warrenton.

The region has no record of any details and or charges of assault which are preferred against any leader nor any information regarding the alleged assault against any member whatsoever.

We also want to put it on record that we have also learned of these allegations through the media and that the region was not consulted to issue a comment on the said publication in the media.

As such, we will follow up on the matter and issue a statement once all the facts have been gathered.

SUBJECT: ANC SENDS CONDOLENCES TO THE ALFONSO FAMILY

The ANC in the Frances Baard Region would like to send its condolences to the Alfonso family in Barkley West, following an accident which involves our fellow REC member.

We are deeply saddened by the tragic death of Mr Thabang Alfonso who lost his life over the weekend at Pike Street in Mataleng.

We call upon the community to calm and have confidence in the law enforcement agencies to deal with the matter; we also wish to assure the family that no one would be given special treatment as the matter is currently under investigation and that the law will take its course.

We are calling upon the law enforcement agencies within the area to increase visibility and maintain regular roadside inspections to help monitor motorists and reduce accidents.

We further call upon the authorities to deal decisively with those who flout the rules of the road endangering the lives of themselves and other road users.

We offer our condolences to the family of the loved one and we pray the God gives them strength and courage during this difficult time.
The REC will visit the family to pay its respect during the course of the week.

Revolutionary Greetings
INTRODUCTION
The ANC in the Frances Baard Region convened its ordinary Regional Executive Committee meeting on the 26 July 2017 which took place at the Frances Baard District Municipality.
This meeting comes at a time when the province and our region prepare to host the National Women’s Day event which will be held on the 07 August 2017 at Galeshewe Stadium.
This meeting also comes after the ANC Provincial Conference which was held in Colesburg during the month of May 2017.
The REC took stock of the variety of issues leading towards conference, it is our view that if left unresolved, these issues have a potential to plunge the organization into a permanent state of paralysis.
The REC fully appreciates the need to rally all our structures behind the call made by the Colesburg Conference to work towards the unity and cohesion of the ANC in the province, reposition the ANC as an agent of change and the ANC to assume its role as a leader of society.
It is our view that as we approach our Regional Conference, we need to thoroughly conduct an honest assessment of the state of our organization and provide solutions to such, in doing so, we are inspired by the great lessons from Che Guevera that “the revolution is not an apple that falls when it is ripe, you have to make it fall”.
This statement resonates with a clarion call made by the National Policy Conference to prevent the organization from falling into a state of deterioration, the statement also inspire us to be true activists who are neither “mourners nor victors”, but members and leaders who are the embodiment are the true character of one of the greatest revolutionary of our time and the longest serving president of the ANC, the late OR Tambo.
STATE OF THE ORGANISATION
The process leading towards the Colesberg Conference has adversely affected the functionality of our branches across the region. During this period, parallel BEC were elected due to slate politics and preference of leadership. This effectively rendered the leadership of many branches dysfunctional and or non-existent.
As part of building the organization and organizational renewal, the REC resolves collapse the affected Branch Executive Committees to Branch Task Teams. This process will allow all the members who were excluded during the “election” of these BEC’s to participate in the elections of the new BEC in properly constituted branch general meetings.
The REC wish to express its gratitude and congratulate 4 (four) former REC members who were elected into the PEC during the provincial conference, the ANC constitution directs all members who get elected to higher structures to immediately resign from lower structures so as to avoid double packing and duplication of functions.
It is our expectation that the PEC, which is the custodian of the ANC constitution in the province, will henceforth apply the ANC constitution to the latter and clarify any confusion that might arise around the status of such comrades in the REC. We wish the elected comrades well with their new responsibilities at level of the PEC.
The REC welcomes the appointment of the ANC Youth League Regional Task Team (RTT) in the region; this appointment comes at a time when ANC needed a voice of young people in our movement.
Starting from the basic foundation, the ANC 1948 Policy Document, concisely presents why the ANC YL was formed and said:
“The ANC Youth League shall mobilize and rally the youth behind the ANC and to champion the interest of the youth in society”
Besides advancing the twin tasks, the ANC YL is regarded as the political school that prepares the leadership for the ANC in particular and the movement in general.

The current RTT must do everything to be open, transparent and not to allow itself to be influenced from behind, if this is not addressed, factionalism will prevail.
The ANC Women’s League remain a critical voice to spearhead the emancipation of women within the ANC and its structures at all levels of government and society, to promote the all-round development of women and help in building their own confidence and interpret their needs nationally.
The REC enjoins all ANC members and society in general in celebrating the national women’s day which will be held in Kimberly on the 8 August 2017. The REC will be part of these celebrations which will be addressed by the President of the ANC and the country comrade Jacob Zuma and we wish them a successful event.
PROGRAMME OF ACTION
The REC mourns the passing away of a ward councilor at Magareng Municipality (WARD 1) comrade Mando Landry, this has created a vacancy and we will be participating in the By- Election which will take place on the 6 September 2017.
This is an important election as the vacancy has virtually thrown council into a hung municipality. We are calling upon all our members to work side by side with the branch to ensure a decisive victory and prevent the municipality from falling into the hands of the opposition parties.
ROADMAP TOWARDS THE ANC REGIONAL CONFERENCE
The REC received a report from the RWC which primarily maps out the roadmap towards the ANC Regional Conference. This is a conference of the branches of the ANC in good standing.
We need to emphasize that before the date and the venue of the conference is confirmed, membership audits needs to be conducted and finalized by the audit committee which will be announced soon. The REC further resolves to appoint the conference management committees which will oversee and manage a credible and dignified ANC Regional Conference.
The REC will therefore do everything in its power to prevent foreign tendencies such as manipulation of membership and exclusion of members in good standing from participating in the nomination of candidates.
It is for this reason that we will be rolling out an inter-branch programme throughout the region from the 1-5 August 2017 to communicate our decisions and prepare our branches for such.

GOVERNANCE
The REC notes with concern a deteriorating state of affairs at our municipalities throughout our region. We are receiving disturbing reports of the conduct of our deployees who are purported to be involved in the allegations of corruption, fraud and maladministration, theft, violence, ineptness and utter defiance of the ANC caucus structures.
Some of these individuals hold senior positions in the organization and are therefore purported to use these municipalities as a fodder to advance their narrow financial interests through rigging of tender processes and issuing ill-conceived mandates to councils and officials.
The ANC cannot keep quite when local government is being looted at the expense of compromising services to our people. We are calling upon all our structures to cleanse itself from all the negative tendencies that are creeping into the party.
The recently held national policy conference call upon all members to work towards restoring and maintaining the character of the movement by doing away with patronage, corruption, abuse of power and membership system anomalies such as manipulation of membership data, gate-keeping and bulk buying of membership.
The REC wish to highlight an unfortunate incident at the Sol Plaatjie Municipality which was reported on the mainstream media last week where the ANC deployee at the City Council, and the bodyguard are ALLEGED to have physically assaulted a staff member at office.
We have received a written complaint from the complainant and have further confirmed that there is a criminal case of assault of a staff member which is currently under investigation.
We view this in serous light at it hits directly to the heart of the integrity of the ANC and society in general. The deployees of the ANC and those who hold senior positions in government and society are expected to conduct themselves in a manner befitting the character of the ANC in society.
Given the gravity of the allegations and potential quantum of the damage, the REC resolves to engage the PEC with the matter and find closure.
This process will allow the comrade to deal with this matter while the credibility of the ANC is being preserved.
We are confident that the ANC PEC will seriously look into the matter as a priority matter provides leadership.
The REC further wish to raise its concern around the alleged theft of municipal road equipment in Phokwane Municipality, which also received extensive coverage in the mainstream media. We wish to register our discomfort in a manner in which the matter has been dragged without reaching finality.
We are calling upon our deployees to deal with the matter expeditiously as it continues to haunt the social standing of the ANC in the Sub Region.
The REC also wishes to register its concern at the negative media reports which involves one of our senior leaders who is ALLEGED to be involved in the tender manipulation process as reported in the mainstream media in Dikgatlhong Municipality in the recent past. We wish to put it on record that the ANC REC is not involved in tender processes or and awarding of tenders in the municipalities. Leaders are therefore called upon not to abuse the name of the ANC when dealing with such issues.
The REC is of the view that the state is over tenderized and we need to work towards building the capacity of the state to render services without relying on tenderpreneurs. The over-tenderization of the state creates a fertile ground for maladministration, corruption and fraud which creates a negative image of the ANC across society.
In conclusion, the REC wish to take collective responsibility on the current state of affairs of the organization, although some within the structure has arrogated themselves the ‘powers” to impose their views and preferences in terms of deployment to councils, we remain steadfast that in time the organization shall self-correct. That the process of re-cultivation and re-configuration of the ANC in Frances Baard Region shall ensue and the organization shall retain its rightful place as a democratic, non-racial agent of change in society.

REGARDING THE POA BI-ELECTION IN MAGARENG

The Regional Leadership of the ANC in Frances Baard Region will lead a team of activists for a Blitz in Magareng Sub Region this coming Saturday as part of our POA on the BI-Election in Ward 1.

The team will converge at the Local Constituency Office in Ikhutseng

The programme will run from 11H00- 13H00

ANC PEC Statement on the preparations for the 8th Provincial Conference.
12 April 2017

On the 11th of April 2017 the PEC convened a Special PEC Meeting to finalize the preparations for the 08th Provincial Conference. The ANC NEC Deployees to the Northern Cape also attended the meeting. The PEC fervently apologizes for the confusion caused with the two postponements of the Provincial Conference. These postponements inconvenienced many people and businesses. We know that some of the comrades who have been nominated as delegates from their branches had to submit leave applications which they had to withdraw; some booked accommodation in Colesburg that had to be cancelled and this severely affected businesses.

The reason for the postponement of the Provincial Conference was due to the outstanding report of the National Audit Team. The National Audit Team was appointed by the Office of the Secretary General to conduct verification of all Branch General Meetings and also to address all disputes in the province. The team was allocated two weeks to do the work, but due to unforeseen circumstances it took three weeks. The team visited all five regions in the province and conducted meetings with all the complainants, affected Branch Executive Committees and the Regional Executive Committees. The team further had engagements with some PEC members who lodged complaints pertaining the audit process and the branch nomination meetings.

During the Special PEC meeting the team presented their final report, signed by the Secretary General. The report, which will be released today to all ANC structures, actually reflects that the ANC in the Northern Cape is ready to convene the Provincial Conference. A brief reflection on the verification outcomes per region is as follows:

• In Pixley ka Seme Region, 41 branch nomination meetings were verified and 39 passed. The 2 branches that failed the verification process will have to re-convene their branch nomination meetings.
• In Frances Baard Region, 48 branch nomination meetings took place and information of only 39 branches was submitted for verification. All 39 branches passed the verification. Information from 9 branch nomination meetings is still outstanding and is held by the Regional Executive Committee members who were deployed to conduct the branch nomination meetings. The NEC deployees and the PEC will do everything possible to retrieve these branch nomination packages and if unsuccessful the 9 affected branches will have to re-convene their nomination meetings.
• In Namakwa Region, 27 branch nomination meetings were verified and 23 passed. The 4 branches that failed the verification process will have to re-convene their branch nomination meetings.
• In John Taolo Gaetsewe, 31 branch nomination meetings took place. Of the 31 branch nomination meetings 18 passed the audit, 10 were disqualified due to irregularities, 2 branches will be re-audited and a decision is pending on the status of one branch. In total 13 branches in the region will re-convene their nomination branch meetings.
• In ZF Mgcawu Region, 35 branches convened nomination meetings and 24 passed. 3 branches will re-convene their branch nomination meetings and 8 branches will be re-audited. The decision to re-audit the 8 branches is due to duplication of membership across these branches. Though, 6 of the 8 branches with duplicated membership tentatively passed the verification, but the final decision on their status is pending the outcomes of the re-audit.

The PEC welcomed the verification report. In terms of the report the province is ready to convene the Provincial Conference as 149 branches passed verification and 31 will re-convene their nomination branch meetings. This amounts to 180 branches that will participate in the 08th Provincial Conference. Participation of 180 branches will make the 08th Provincial Conference the biggest-ever in the Northern Cape.

The PEC resolved that the date for the 08th Provincial Conference be 11th - 14th of May 2017 in Colesburg, Pixley ka Seme Region. it is important to mention that the NEC deployees approved the date.

The PEC resolved that it would be helpful to the process towards the conference to allow the NEC deployees some time to attend to all other outstanding matters emanating from the report. The PEC also resolved that all the 31 nomination branch meetings to be re-convened must be overseen by a team to be constituted by NEC deployees. The re-convening of the nomination branch meetings will commence after the Easter weekend. The same team will also attend to the outstanding disputes in Frances Baard Region and the issue of duplicated members in 8 branches of ZF Mgcawu.

The Special PEC also adopted the 08th Provincial Conference Programme and established nine different Task Teams. A Draft Organizational Report, prepared for the conference was presented at the Special PEC meeting and the PEC members will engage with report before its finalized.

The PEC implores all ANC members to remain focused on the task of building unity in the province and to ensure that we have a vibrant and exciting Provincial Conference characterized by robust exchange of views on both leadership and policy matters.

Finally, to all those that will be making their ways to various holiday destinations during this holy week, please do not to drink and drive and let us all commit to saving lives of road users.

PROVINCIAL EXECUTIVE COMMITTEE STATEMENT
The process of preparing for the 08th Provincial Conference started in November 2016. There are four critical steps that we have to embark on before any conference can convene. The steps are as follows:

• the first step is auditing of branches by Luthuli House,
• the second step is convening of nomination Branch General Meetings (BGMS) by branches that passed the audit,
• the third step is the verification of whether the Branch General Meetings were convened in accordance with the requirement of the ANC constitution.
• the fourth step is dealing with disputes and complaints.

Auditing of all ANC branches took place in November, December and early January this year. Of the 183 branches that passed the audit, 179 convened nomination Branch General Meetings. The closing date for convening of nomination Branch General Meetings was the 20th of February 2017. The verification process, which includes attending to disputes, was expected to take place soon after the 20th of February 2017.
The Task Team form the Secretary General's Office, which is responsible for verification and dispute resolutions, only arrived in the province on the 06th of March 2017 and was given two weeks to complete its work. Since their arrival the team visited all five regions in the province meeting with the complainants and the leadership of the affected branches. Despite some delays, the team is still hard at work and progressing quite well.
So we call on all ANC members in the province to be patient and give the Task Team time and space to execute its mandate. We also call on all ANC members to support the work of the Task Team. We implore all the comrades that are called to appear before the Task Team to give their maximum cooperation. As soon as the Task Team is done with its work in the province it will submit a report to the Secretary General's Office on their findings. It will therefore be on the basis of that report that the province can make final announcements on the date of conference.
The delays in the verification process and attending to disputes adversely affected our timelines towards the 08th Provincial Conference. We are very confident that as soon as the team finishes it's work, the date of the 08th Provincial Conference will be communicated. As the ANC in the Northern Cape we have full confidence in the work of the team and we are also impressed with the progress that the team has made.
All these processes we are embarking on towards the 08th Provincial Conference are normal organisational processes and there is nothing extra-ordinary or unusual about them. The last conference that took place in Upington in 2012 was also postponed on several occasions even the PGC in 2015 was postponed twice and both was due to logistical difficulties and disputes.
We want to have a successful, smooth and politically vibrant 08th Provincial Conference in Colesburg. Key to a successful conference is to ensure that we address conference related disputes and ensure verification of all nomination Branch General Meetings.
The negative narrative that there is chaos in the province and that this conference will be accompanied by an apocalypse is wrong. There were some isolated incidences where violence was used to disrupt Branch General Meetings, but overwhelmingly most of the nomination Branch General Meetings in the province went well and members of the ANC are excited about the branch process that unfolded and the leadership choices they have made. This is an open season for engagement in the ANC, and there should be robust exchange of ideas by ANC members on the kind of leadership that the ANC needs at this stage of our revolution. When we go to conference all the positions are rendered vacant by the ANC Constitution and none of us, currently serving in those positions, have a birthright to be elected. ANC structures have a sovereign right to decide who will occupy the contested positions.
On behalf of the PEC we want to thank all the ANC branches that successfully convened their Branch Nomination Meetings and all ANC members for their participation in this process. As soon as the report is completed by the Secretary General's Task Team we will make it available to all ANC structures in the province and the 08th Provincial Conference will sit.

The African National Congress invites members of the media to a discussion forum on the Strategy and Tactics Discussion Document on Sunday, 19 March 2017. The forum follows a successful launch of the ANC's Discussion Documents ahead of the 5th National Policy Conference to be held from the 30th of June to the 5th of July 2017.

RE: STATEMENTON THE POSTPONEMENT OF THE PROVINCIAL CONFERENCE (DRAFT)

The ANC in the Frances Baard Region welcomes the decision of the PEC to postpone the ANC Provincial Conference which was scheduled to take place from the 08-11 March 2017.

This postponement will provide us an opportunity to deal and resolve serious administrative issues that led towards the actual postponement.

The REC has identified the following issues as an impediment towards having an event free and a credible conference of the ANC in the Northern Cape:

1. Parallel Branch General Meetings throughout the region which is a resultant of a faction within the REC which staged a walkout during a constitutionally convened REC meeting who conducted their our parallel Branch General Meetings which are not in line with the programme of the REC

2. Fraudulent and systematic exclusion of more than four thousand members (4000) in good standing from the branch database who have being denied the opportunity to participate in the nomination process

3. The two different audit reports which were signed-off by the Secretary General which were used as a tool to gate-keep members in good standing from participating in the nomination process

4. Disputes resulting from serious allegations of fraudulent Branch General Meetings which amongst others: did not meet the constitutional requirement of a required 50+1 quorum where the attendance registers were signed at homes.

5. We have also received disturbing reports that the above is a deliberate acts by those who are given the responsibility to manage administrative matters of the organization and they have deliberately ignored these important protocols for selfish ends.

It is our view that these are critical issues which requires serious attention and the need to be urgently resolved as such.

The REC subscribes to free and fair contest which is devoid from any manipulation, scandal and gate-keeping and we are looking forward for a session with the ANC PEC officials to engage and resolve the latter.
