Revolutionary Greetings
INTRODUCTION
The ANC in the Frances Baard Region convened its ordinary Regional Executive Committee meeting on the 26 July 2017 which took place at the Frances Baard District Municipality.
This meeting comes at a time when the province and our region prepare to host the National Women’s Day event which will be held on the 07 August 2017 at Galeshewe Stadium.
This meeting also comes after the ANC Provincial Conference which was held in Colesburg during the month of May 2017.
The REC took stock of the variety of issues leading towards conference, it is our view that if left unresolved, these issues have a potential to plunge the organization into a permanent state of paralysis.
The REC fully appreciates the need to rally all our structures behind the call made by the Colesburg Conference to work towards the unity and cohesion of the ANC in the province, reposition the ANC as an agent of change and the ANC to assume its role as a leader of society.
It is our view that as we approach our Regional Conference, we need to thoroughly conduct an honest assessment of the state of our organization and provide solutions to such, in doing so, we are inspired by the great lessons from Che Guevera that “the revolution is not an apple that falls when it is ripe, you have to make it fall”.
This statement resonates with a clarion call made by the National Policy Conference to prevent the organization from falling into a state of deterioration, the statement also inspire us to be true activists who are neither “mourners nor victors”, but members and leaders who are the embodiment are the true character of one of the greatest revolutionary of our time and the longest serving president of the ANC, the late OR Tambo.
STATE OF THE ORGANISATION
The process leading towards the Colesberg Conference has adversely affected the functionality of our branches across the region. During this period, parallel BEC were elected due to slate politics and preference of leadership. This effectively rendered the leadership of many branches dysfunctional and or non-existent.
As part of building the organization and organizational renewal, the REC resolves collapse the affected Branch Executive Committees to Branch Task Teams. This process will allow all the members who were excluded during the “election” of these BEC’s to participate in the elections of the new BEC in properly constituted branch general meetings.
The REC wish to express its gratitude and congratulate 4 (four) former REC members who were elected into the PEC during the provincial conference, the ANC constitution directs all members who get elected to higher structures to immediately resign from lower structures so as to avoid double packing and duplication of functions.
It is our expectation that the PEC, which is the custodian of the ANC constitution in the province, will henceforth apply the ANC constitution to the latter and clarify any confusion that might arise around the status of such comrades in the REC. We wish the elected comrades well with their new responsibilities at level of the PEC.
The REC welcomes the appointment of the ANC Youth League Regional Task Team (RTT) in the region; this appointment comes at a time when ANC needed a voice of young people in our movement.
Starting from the basic foundation, the ANC 1948 Policy Document, concisely presents why the ANC YL was formed and said:
“The ANC Youth League shall mobilize and rally the youth behind the ANC and to champion the interest of the youth in society”
Besides advancing the twin tasks, the ANC YL is regarded as the political school that prepares the leadership for the ANC in particular and the movement in general.
The current RTT must do everything to be open, transparent and not to allow itself to be influenced from behind, if this is not addressed, factionalism will prevail.
The ANC Women’s League remain a critical voice to spearhead the emancipation of women within the ANC and its structures at all levels of government and society, to promote the all-round development of women and help in building their own confidence and interpret their needs nationally.
The REC enjoins all ANC members and society in general in celebrating the national women’s day which will be held in Kimberly on the 8 August 2017. The REC will be part of these celebrations which will be addressed by the President of the ANC and the country comrade Jacob Zuma and we wish them a successful event.
PROGRAMME OF ACTION
The REC mourns the passing away of a ward councilor at Magareng Municipality (WARD 1) comrade Mando Landry, this has created a vacancy and we will be participating in the By- Election which will take place on the 6 September 2017.
This is an important election as the vacancy has virtually thrown council into a hung municipality. We are calling upon all our members to work side by side with the branch to ensure a decisive victory and prevent the municipality from falling into the hands of the opposition parties.
ROADMAP TOWARDS THE ANC REGIONAL CONFERENCE
The REC received a report from the RWC which primarily maps out the roadmap towards the ANC Regional Conference. This is a conference of the branches of the ANC in good standing.
We need to emphasize that before the date and the venue of the conference is confirmed, membership audits needs to be conducted and finalized by the audit committee which will be announced soon. The REC further resolves to appoint the conference management committees which will oversee and manage a credible and dignified ANC Regional Conference.
The REC will therefore do everything in its power to prevent foreign tendencies such as manipulation of membership and exclusion of members in good standing from participating in the nomination of candidates.
It is for this reason that we will be rolling out an inter-branch programme throughout the region from the 1-5 August 2017 to communicate our decisions and prepare our branches for such.
GOVERNANCE
The REC notes with concern a deteriorating state of affairs at our municipalities throughout our region. We are receiving disturbing reports of the conduct of our deployees who are purported to be involved in the allegations of corruption, fraud and maladministration, theft, violence, ineptness and utter defiance of the ANC caucus structures.
Some of these individuals hold senior positions in the organization and are therefore purported to use these municipalities as a fodder to advance their narrow financial interests through rigging of tender processes and issuing ill-conceived mandates to councils and officials.
The ANC cannot keep quite when local government is being looted at the expense of compromising services to our people. We are calling upon all our structures to cleanse itself from all the negative tendencies that are creeping into the party.
The recently held national policy conference call upon all members to work towards restoring and maintaining the character of the movement by doing away with patronage, corruption, abuse of power and membership system anomalies such as manipulation of membership data, gate-keeping and bulk buying of membership.
The REC wish to highlight an unfortunate incident at the Sol Plaatjie Municipality which was reported on the mainstream media last week where the ANC deployee at the City Council, and the bodyguard are ALLEGED to have physically assaulted a staff member at office.
We have received a written complaint from the complainant and have further confirmed that there is a criminal case of assault of a staff member which is currently under investigation.
We view this in serous light at it hits directly to the heart of the integrity of the ANC and society in general. The deployees of the ANC and those who hold senior positions in government and society are expected to conduct themselves in a manner befitting the character of the ANC in society.
Given the gravity of the allegations and potential quantum of the damage, the REC resolves to engage the PEC with the matter and find closure.
This process will allow the comrade to deal with this matter while the credibility of the ANC is being preserved.
We are confident that the ANC PEC will seriously look into the matter as a priority matter provides leadership.
The REC further wish to raise its concern around the alleged theft of municipal road equipment in Phokwane Municipality, which also received extensive coverage in the mainstream media. We wish to register our discomfort in a manner in which the matter has been dragged without reaching finality.
We are calling upon our deployees to deal with the matter expeditiously as it continues to haunt the social standing of the ANC in the Sub Region.
The REC also wishes to register its concern at the negative media reports which involves one of our senior leaders who is ALLEGED to be involved in the tender manipulation process as reported in the mainstream media in Dikgatlhong Municipality in the recent past. We wish to put it on record that the ANC REC is not involved in tender processes or and awarding of tenders in the municipalities. Leaders are therefore called upon not to abuse the name of the ANC when dealing with such issues.
The REC is of the view that the state is over tenderized and we need to work towards building the capacity of the state to render services without relying on tenderpreneurs. The over-tenderization of the state creates a fertile ground for maladministration, corruption and fraud which creates a negative image of the ANC across society.
In conclusion, the REC wish to take collective responsibility on the current state of affairs of the organization, although some within the structure has arrogated themselves the ‘powers” to impose their views and preferences in terms of deployment to councils, we remain steadfast that in time the organization shall self-correct. That the process of re-cultivation and re-configuration of the ANC in Frances Baard Region shall ensue and the organization shall retain its rightful place as a democratic, non-racial agent of change in society.
