Thabo Mofutsanyana District Municipality - TMDM It is named after Edwin Thabo Mofutsanyana, a stalwart of the communist party.

Description: Thabo Mofutsanyana District Municipality is a Category C municipality located in the eastern Free State province, and borders on Lesotho and KwaZulu-Natal. It comprises six local municipalities: Setsoto, Dihlabeng, Nketoana, Maluti-A-Phofung, Phumelela and Mantsopa. The N3 and N5 National Roads pass through the district, and the famous Golden Gate is found in the area on the slopes of

the Drakensberg Mountains. Despite all the socio-economic challenges facing this district, the area has huge potential for tourism development because of its scenic beauty and its rich cultural heritage. The Thabo Mofutsanyana District Municipality has successfully presented and secured the adoption of its 2026/2027 Budget, Budget-related Policies and Integrated Development Plan (IDP) following a Council sitting attended by councillors, stakeholders and members of the community across the district.

The budget and policy framework received support from the Economic Freedom Fighters (EFF), SSDF, Dikwankwetla and the African National Congress (ANC), demonstrating a collective commitment towards ensuring continued service delivery and sustainable development for the people of the district.

Presenting what marks the administration’s final budget statement before the upcoming November local government elections, the Municipality reaffirmed its commitment to protecting and strengthening the institution’s core functions.

The adopted budget prioritises critical areas of municipal responsibility, including infrastructure maintenance, disaster management, environmental health services, local economic development and institutional stability aimed at improving the quality of life for communities across the district.

The Municipality further highlighted with pride the progress made in supporting employees and investing in the future of young people through academic support initiatives.

Over the term of the current administration, staff development programmes and youth academic support interventions have remained central to the Municipality’s developmental agenda.

These initiatives have enabled many young people from disadvantaged communities to access higher education opportunities and skills development programmes, while also strengthening the capacity and professionalism of municipal employees.

Speaking during the Council sitting, the Executive Mayor, Cllr Conny Msibi noted that despite prevailing economic challenges facing municipalities nationally, Thabo Mofutsanyana District Municipality continues to place the needs of communities at the centre of governance and financial planning.

The Municipality expressed appreciation to political parties represented in Council, organised stakeholders, traditional leaders, community members and officials who participated in the consultative budget and IDP processes.

The adoption of the budget and related policies reflects a shared vision of accountable governance, service delivery and inclusive development.
As the current administration concludes its term, the Municipality remains committed to ensuring continuity, stability and responsible governance in the interest of all residents of the district.

🚒Thabo Mofutsanyana District Municipality Executive Mayor, Cllr.Conny Msibi, accompanied by Ward 3 Cllr. Mokoena and Thabo Mofutsanya District Disaster Management Centre, handed over social relief items to the affected families who suffered the challenge of fires.
Two shacks were burned to ashes after the one caught fire and it escalated to the second shack. The social relief items are in the form of hygiene packs, kettles, cooking pots, two plates stoves, blankets and mattresses.
The items are donation from South African African African African Red Cross Society under the leadership of FS Manager, Mrs. Claudia Mini.

The Speaker of Thabo Mofutsanyana District Municipality Cllr T.J Mokoena convened a scheduled council sitting today at Marti Lotz hall in Clarens.

The council focused on the following items:
- Draft IDP 26/27
- Draft Budget 26/27
- Budget related policies
- Draft staff establishment

Council deliberated extensively on the above matters and resolved to adopt these reports unanimously. The budget is funded, credible and sustainable.
