تابعت وزارة خارجية جمهورية العراق البيان الصادر عن السفارة الأمريكية بشأن المخاوف الأمنية المحتملة، وتؤكد التزامها الواضح والثابت بالحفاظ على بقاء العراق خارج دائرة الصراع الدائر في المنطقة. فالعراق ليس طرفاً في هذا النزاع ولا يرغب في أن يكون جزءاً منه، رغم كونه من أكثر الدول تأثراً بتداعياته الأمنية والاقتصادية والسياسية.
وإدراكاً لخطورة المرحلة، تؤكد الحكومة العراقية أن بعض الجهات أو الأفراد قد يحاولون، خلافاً لتوجهات الدولة، اتخاذ إجراءات أحادية أو استغلال مواقعهم أو صفاتهم الوظيفية للقيام بأعمال لا تمثل السياسة الرسمية. إن مثل هذه التصرفات الفردية أو الصادرة عن مجموعات محدودة تُعد أفعالاً خارجة عن القانون ولا تعكس بأي حال من الأحوال دور حكومة العراق أو مؤسساته. كما أن وقوع حالات إساءة استخدام للسلطة من قبل أفراد في مختلف دول العالم لا يبرر إطلاق أحكام جماعية أو تحميل الحكومات أو أي مؤسسة مسؤولية أفعال فردية، حيث يتضح موقف الحكومة من هذه الأعمال من مواقفها العملية والعلنية الصارمة ضد هذه الأفعال، ومن خلال توصيفها، مما يدعو إلى الاستغراب من هذا الموقف.
كما أن ما يزيد من تعقيد الوضع هو أن هذا الصراع يجري في ظل تراجع واضح في الالتزام بالمعايير القانونية والإنسانية التي تنظم النزاعات المسلحة وفق القانون الدولي والقانون الدولي الإنساني، وبما يجعله حرباً مفتوحة تتسع رقعتها وتتداخل تداعياتها. وقد انعكس ذلك عملياً على دول ليست طرفاً فيه، ومنها العراق، الأمر الذي يفرض تحديات إضافية على الحكومة العراقية في جهودها الرامية إلى احتواء التداعيات ومنع انتقال الصراع إلى الداخل العراقي.
وتؤكد الحكومة العراقية أنها، وفي هذه المرحلة الاستثنائية سياسياً واقتصادياً وعسكرياً، ومع ما تفرضه ظروف حكومة تصريف الأعمال من قيود، تبذل أقصى الجهود لمنع أي تصعيد، وتعزيز الإجراءات الأمنية، وحماية البعثات الدبلوماسية والمصالح الأجنبية والمواطنين، والحفاظ على الاستقرار الداخلي. كما تواصل اتخاذ الخطوات اللازمة لضمان عدم استخدام الأراضي العراقية منطلقاً لأي أعمال عدائية.

Press Statement
The Ministry of Foreign Affairs of the Republic of Iraq has followed the statement issued by the U.S. Embassy regarding potential security concerns and affirms its clear and steadfast commitment to keeping Iraq outside the scope of the ongoing conflict in the region. Iraq is not a party to this conflict and does not wish to become involved in it, despite being among the countries most affected by its security, economic, and political repercussions.
In recognition of the gravity of the current phase, the Iraqi government emphasizes that certain parties or individuals may attempt—contrary to the state’s direction—to take unilateral actions or exploit their positions or official capacities to carry out activities that do not represent official policy. Such individual acts or those carried out by limited groups are considered unlawful and do not, in any way, reflect the role of the Government of Iraq or its institutions. Furthermore, incidents of abuse of authority by individuals in various countries around the world do not justify generalizations or the attribution of responsibility to governments or institutions for individual actions. The government’s position on such acts is clearly demonstrated through its firm and public stances against them and its explicit characterization of these actions, which makes such assumptions surprising.
The situation is further complicated by the fact that this conflict is unfolding amid a clear decline in adherence to the legal and humanitarian standards governing armed conflicts under international law and international humanitarian law, turning it into an open-ended war with expanding scope and overlapping repercussions. This has had practical implications for countries not directly involved, including Iraq, thereby imposing additional challenges on the Iraqi government in its efforts to contain the repercussions and prevent the spillover of conflict into Iraqi territory.
The Iraqi government affirms that, during this exceptional political, economic, and military phase—and within the constraints imposed by its current caretaker status—it is exerting maximum efforts to prevent escalation, enhance security measures, protect diplomatic missions, foreign interests, and citizens, and maintain internal stability. It also continues to take the necessary steps to ensure that Iraqi territory is not used as a launchpad for any hostile acts.
