*EFF Youth Command (EFFYC) – Enoch Mgijima Sub-Region Statement*

The EFFYC condemns in the strongest terms the continued abuse of the courts by the Enoch Mgijima Local Municipality to silence residents and suppress legitimate expressions of frustration over service delivery failures.

We fully understand that rules exist to protect both parties, but the municipality repeatedly fails to respond to protests that are conducted within the bounds of the law. The clearest example is the EFFYC-led march to municipal offices on 3 June 2025, which was peaceful, properly notified where required, and submitted clear demands on youth unemployment, education, skills development, and service delivery. That march was met with no meaningful response, only silence and arrogance from leadership.

Instead of dialogue, accountability, or action, the municipality chooses the courtroom as its weapon. Today’s order (Case No. 2026-027015) is yet another example of this pattern: rush to an interdict, misrepresent grievances, delay service, and use legal threats to intimidate communities rather than fix dirty water, expensive electricity, flooded roads, and years of neglect.

This is not governance. This is intimidation. This is an administration that would rather hide behind judges than face its people.

To the youth of Komani and Enoch Mgijima: the time for silence is over.

*Mobilise. Organise. Prepare.*

We call on every young person to get ready for a *peaceful march* to the municipality to demand:
- The immediate removal of Madoda Papiyana as Executive Mayor.
- A full and urgent response to our demands from last year and beyond, no more empty promises.

We will ensure every step is followed lawfully: proper notice where required, peaceful conduct, discipline, and unity. The Constitution protects our right to assemble, demonstrate, and petition (section 17). We will exercise that right responsibly, but we will exercise it.

The EFFYC will lead this process with clarity and determination. Watch this space for details on date, route, and mobilisation.

No more courts. No more excuses.

Revolutionary greetings, fighters, and progressive youth of Enoch Mgijima,

We are in the critical building phase of the EFF Youth Command (EFFYC) in our sub-region. The youth of Enoch Mgijima are hungry for the Youth Command ,let us be the ones to go and feed them the gospel of the EFFYC. The breakdown of structures is as follows:

SRYILC (Sub-Regional Youth Interim Leadership Core) 18 full members
- Convener (1)
- Coordinator (1)
- Financial Liaison (1)
- 15 Additional Members

Ex-officio members: Any EFFYC member deployed or serving in any public office will be ex-officio member. They will support and represent but will not lead core decisions.

Ward Youth Command Teams (WYCT): Every ward mirrors the same 18-member structure (convener, coordinator, financial liaison, + 15 members).

Age & membership:
- Recruitment & membership: 14–30 years.
- 14–17: Full participation in activities and education.
- 18–30: Full rights (voting, positions) — must be registered voters in Enoch Mgijima.

The SRYILC's main task is to establish WYCTs in every ward, so we have organised youth on the ground.

Why we must move fast: It is imperative that we have leaders in place now so we can convene a Sub-Regional Youth People's Assembly (SRYPA) before or by June 2026 ,the assembly will formalise structures, adopt programmes, elect leadership, and prepare us for district and provincial integration.

We need leaders and fighters urgently ,people who are ready to serve in their ward (WYCT) or at sub-region level (SRYILC).

EFF YOUTH COMMAND (EFFYC) – ENOCH MGIJIMA Sub Region

STATEMENT ON THE CONTINUING ARROGANCE AND NEGLECT BY MAYOR MADODA PAPIYANA

24 January 2026

The EFF Youth Command in Enoch Mgijima expresses deep pain and outrage at the repeated displays of arrogance and disrespect by Executive Mayor Madoda Papiyana toward the suffering residents of our municipality. Last week, vulnerable residents including the elderly protested peacefully over blocked electricity meters and long-delayed housing lists. Instead of addressing the crisis with humility, Mayor Papiyana dismissed them contemptuously: directing individuals to the finance department as if this were not a municipal-wide failure, while mocking their solidarity singing in a dancing, derisive manner. While non-payment contributes to arrears, the municipality has the power and duty to grant amnesty, blanket relief, or expanded indigent support for the poor as allowed under national policies. Punitive blockages that leave grannies in the dark are not solutions; humane intervention is. The mayor's refusal to act collectively shows leadership failure.

This is not an isolated incident. On 3 June 2025, EFFYC-led youth and residents marched to the municipality demanding urgent action on job creation, free quality education, and skills development/training. These demands, born from crippling unemployment, exclusion from education, and lack of opportuniti, s were submitted in good faith.To date, no response has come from the municipality: no acknowledgment, no engagement, no progress. The silence speaks volumes, and it is a deliberate neglect of the people's voice.

We can not and will not be led by a mayor who treats constituents with such disdain, mockery, and indifference. A leader who dances while the people suffer, ignores youth demands for months, and refuses collective solutions has lost all legitimacy.

We intensify our call:

The people of Enoch Mgijima deserve a mayor who serves with dignity, listens without arrogance, and delivers on basic services ,not one who mocks pain and ignores legitimate cries for jobs, education, housing, and electricity.We urgently call on:
○All residents, community forums, religious leaders, traditional leaders, and civil society stakeholders to unite and amplify this demand.
○ANC provincial and Regional structures to hold their mayor accountable for this pattern of failure.
○Progressive forces in Chris Hani District and beyond to support the intensification of until real accountability and change are achieved.

The EFFYC will continue mobilising youth and communities to fight for the respect and services we deserve. No more mockery. No more silence. The revolution demands better leadership.

20 September 2025Komani, Enoch Mgijima Sub Region, Eastern CapeThe EFFYC in Enoch Mgijima condemns the Komani Police Station’s egregious mishandling of an attempted r**e report by a Walter Sisulu University (WSU) student. Officers dismissed the survivor’s case as an "inquiry," mocked her trauma, and violated her privacy by searching her phone without consent. Their action were driven by bias and cruelty and they drove her to two su***de attempts, met with further police neglect.Today, accompanied by EFFYC WSU SRC leaders—representing the survivor’s student community—and EFF CCT member Commissar Ncedo Kolanisi, SRYILC visited her in hospital. We salute Commissar Kolanisi for his swift intervention, securing a meeting with Major General Rudolph Adolph by 22 September, where we, alongside our EFFYC companions, will demand accountability.This violates SAPS Victim Empowerment protocols and the S*xual Offences Act, which guarantee dignified treatment and timely support. The EFFYC Enoch Mgijima Sub Region is holding the ANC-led municipality accountable under the failing leadership of Mayor Madoda Papiyana! After our march on June 3rd, we demanded meaningful job creation initiatives, skills development programs, and economic opportunities. Yet, a month later, there's been NO RESPONSE.

Today, June 16th, Youth Day, the EFFYC Enoch Mgijima Sub-Region, led by the SRYILC, came together to rally behind the Mthatha community by donating clothes to those in need, as part of our initial Flood Relief Donation Drive initiative.

Furthermore, we visited the family of a 4-year-old child who was recently r**ed to offer support and gather information on the ongoing investigation. Upon arrival, we found police detectives collecting DNA samples from a male resident of the home where the creche is located. The police also intended to collect DNA samples from the child's grandfather. We are encouraged that the police are actively investigating this heinous crime and hope that the perpetrator will be brought to justice.

This donation drive and visit demonstrate our commitment to supporting our community in need, whether it's providing essential items after a disaster or standing in solidarity with families affected by traumatic events.

We are grateful for the community's response to our call for donations and will continue to work towards making a positive impact in the lives of those we serve.💚🖤❤️

Flood Relief Donation Drive

The EFFYC Enoch Mgijima Sub-Region is organizing a donation drive to support the victims of the recent floods in King Sabata Dalindyebo Sub-region, in Mthatha. We are collecting essential items, including:

- Food (non-perishable)
- Clothing (gently used or new)
- Lamps
- Blankets
- Brooms
- Gas stoves
- Gas heaters
- Cereals and noodles for kids
- Mops
- Male and female underwear
- Baby essentials (6 months old):
- Diapers
- Baby food
- Clothing

We will be collecting donations from around Komani and delivering them to the affected areas on Monday, June 16. The cut-off time for donations is Monday at noon, as we aim to deliver the goods at 1 pm.
