Statement from Councillor Ronald Februarie (Ward 2) – On the Ongoing Failure to Issue Contracts to Small Farmers

The matter of providing contracts to small farmers on community land is not new β€” it has been tabled before council and a clear resolution was taken: small farmers must be issued with contracts. Yet, to this day, no action has been implemented.

This prolonged delay reflects not just administrative inefficiency but a failure of leadership at council level, particularly between the Speaker and the Chair of the Cooperative Services Committee. Their inability to see this matter through is directly undermining the agricultural growth and food security efforts of our region.

Let it be clear: council, as the executive, holds the responsibility for the current disarray. Constantly shifting this burden to administration is unacceptable. The very people trusted to lead development are instead stalling it β€” not just in agriculture but across the broader local economy.

As the elected councillor of Ward 2, I reject this culture of unstructured, bland incompetence. Our small farmers deserve legal certainty, dignity, and the support necessary to thrive. The community must not be misled or diverted. We know where the problem lies β€” and we must demand accountability and delivery from those in power.

It’s time to move from empty resolutions to real results. The land belongs to the people, and the people are ready to grow β€” give them their contracts!

The Northern Cape host 70% of green energy plants totaling over R209 billion because we have 30% land and ideal conditions for the sector.

Our community ownership sit at around R15 billion but our people cannot determine how they will benefit or how to invest in their own communities. Of the R3.9 billion that was earmarked for enterprise development and capacity building of rural businesses, a mere 2.1% were spend over the last 12 years.

Communities are being excluded from the social restructuring strategy and has no input on how R14 billion earmarked for social reconstruction will be spend. We are subjected to the likes of foreign investors.

We must give our communities their constitutional right to self-determination back and develop a specialise economic strategy around the sector. One that will give our people direct benefit of their ownership, lower electricty cost, and create alternative markets especially in the Hydro space.

Let us know our province and vote for our province.

Northern Cape is South Africa's green energy hub. Hosting more than 70% of our countries solar, wind, and hydro plants; this benefit should drive our provincial economy.

The abuse of our people's ownership in the sector and the violation of economic develop targets must be met with harsh penalties to ensure communities participate in the sector.

Our land is our benefit. Let's put an end to Land taxation.

The Northern Cape gets only R200 million from a R11 Billion health budget. That is a mere 2% of the national budget for communities living on 30% of the land.

A new administration must ensure that the NHI implementation starts with addressing the discrimination in the budget. Our communities need basic health infrustructure with a solid plan to capacitate and attract health proffessionals.

We cannot allow the ANC to come close to the implementation of the NHI program now that it is law.

Northern Cape Communities and South Africans in general, We must vote in a new administration on the 29 May 2024 and create the healthcare system that will work.
