Looks like two heads, and two tails. Caterpillars? Plus orange louse? The 'nest' is suspended by a thread, but is moved up and down actively. At times it is also moved along and clinging to a surface (freshly painted roof gutter here) whilst still attached to the thread. The nest is about five mm in diameter. There is a funnel of sorts attached to the nest' which points down when the 'nest' is suspended in the air, and uppish when moving along a surface.
