PUBLIC NOTICE DISPOSAL OF 2 UNCLAIMED BODIES

The Luanshya Municipal Council is appealing to residents and members of the general public, who are missing a male and female family member, friend or relatives to check at the Thompson District Hospital mortuary.

The two unclaimed bodies are for a male adult who was found floating on Luanshya River and a female person, who was picked along the Kitwe-Ndola dual carriageway after being involved in a fatal road traffic accident.

On 7th March,2026 Luanshya Central Police station picked up unidentified and unknown body of a male person which was found floating on Luanshya River in New Town residential area.

In a related development on 8th December 2025, Baluba Police Station picked up unidentified body of a female person, who was involved in a road traffic accident along the Kitwe-Ndola dual carriage high way.

The Zambia Police Service (ZPS), Ndola District Criminal Investigations Department has officially written to Luanshya Municipal Council through the office of the Town Clerk (TC), requesting the Local Authority to “offer assistance in form of disposing the two bodies as they have over stayed and become a danger to the public.”

The unclaimed bodies have been at Thompson District Hospital where they were deposited for months now and efforts to trace their relatives are all in vain.

According to the Public Health Act Cap 295 of the Laws of Zambia, the Local Authority is required to publish a Public Notice, announcing its intention to bury the unclaimed bodies , giving members of the general public at least 14 working-days to come forward and identify the unclaimed bodies before burial can proceed.

This process is intended to ensure public health standards are maintained, prevent mortuary congestion and provide proper burial for unclaimed bodies.

The graves for the unclaimed bodies will be marked clearly to allow for potential future claims by members of their immediate families.

DC MALELE CALLS FOR INTENSIFIED FIGHT AGANIST HIV/AIDS AS LUANSHYA COMMEMORATES HTCT DAY

LUANSHYA District Commissioner (DC) Paul Malele has called for intensified fight against HIV/AIDS in the mining town.

Mr Malele says there is urgent need to intensify the fight against the spread of HIV/AIDS with emphasis to end stigma and discrimination .

He also called for an an immediate end to the current status of HIV/AIDS as a public health threat through concerted efforts.

Officiating as Guest of Honour during the rescheduled Copperbelt Province official commemoration of the 2026 HIV Testing, Counselling Treatment (HTCT) Day, yesterday at Morning Market in Kamuchanga Ward, Mr Malele, said in a speech read on his behalf by Luanshya District Education Board Secretary (DEBS) Miyoba Munyumbwe Hameno, that the fight against HIV/AIDS should not be left to the Government alone.

The DC called on stakeholders and health practitioners not to relent in their quest to encourage members of the public to participate in voluntary HIV/AIDS testing enmasse as a way of creating opportunities to change the approach in the fight against the disease on the local front.

" Knowing your HIV status by testing is a springboard to access treatment and address stigma and discrimination.HIV is just a disease and no one should be mocked, isolated and discriminated against because of his or her HIV status.’’ he said.

Mr Malele appealed to parents and guardiansto decide the appropriate age at which to discuss with their children about sexuality related issues and the importance of seeking medicationith the virus as a way of promoting prevention of the spread of HIV/ÀIDS.

The theme for this year’s HTCT Day is “One Door, Many Services: Integrated Health for a Sustainable Future.”

Speaking during the same occasion, Provincial Health Director Dr Charles Mwinuna said in a speech read for him by Roan Antelope General Hospital Medical Superintendent Dr Chuma Mwinga, said that Copperbelt has expanded access to HIV prevention services.

Dr Mwinuna disclosed that between January and June 2026, a total of 87,411 individuals were initiated on oral prep, 1,191 Cab-la and 1,600 on injectable Lenacapavir for HIV prevention.

Dr Mwinuna called on health practitioners and stakeholder on the Copperbelt to sustain the gains, close the remaining gaps and continue strengthening HIV prevention, early testing, linkage to treatment, retention in care, and viral suppression as some of the measures aimed at attaining Epidemic Control by 2030.

Centre for Infectious Disease Research in Zambia (CIDRZ) regional Team Leader Dr Albert Kaonga called on the public to tak advantage of other free primary healthcare services such as male circumcision which is being being done among those who are between the ages of eight weeks up to as far as 90 years old, cervical cancer testing among females, and mental health checks which are now being given priorities.

During the event Luanshya Town Clerk (TC) Collins Ndilema, was represented by District Health Director Dr Blessings Singogo ,who urged the gathering to visit health facilities which apart from offering HIV/AIDS testing now offer comprehensive health responding to growing health challenges.

Health facilities have now prioritised offering: TB screening, screening for Non Communicable Diseases (NCDs), and mental health conditions.

During the tour of HTCT Day exhibition stands Luanshya Mine Hospital acting administrator Sipo Kalale announced that his institution under a partnership with the Churches Health Association of (CHAZ) ,has embarked on the distribution of over 30,000 condoms pieces and 500 Self Help HIV Testing Kits to Luanshya residents.

International AIDS Health Organisation –AHF Zambia, Roan Antelope General Hospital and Thompson District Hospital among other, also conducted various community engagement and provision of various of various services.

The exhibitors also distributed various HIV/AIDS prevention materials to the public.

In a vote of thanks District HIV/ AIDS Committee (DHAC) Representative Peter Mufwaya commended the District Commissioner, Town Clerk and stakeholders for adopting a new shift towards the promotion of collective efforts in the fight against HIV/AIDS in Luanshya.

Luanshya District Administrative Officer(DAO) Kasemuka Mwalo,scores of health practitionals and residents from all walks of life also attended the HTCT Day commemoration activities.

COUNCIL TAKES ACTION: MAPATAMATU’S REPUBLIC BAR, RESTAURANT’S CHILDREN RECREATION FACILITY CLOSED.

The Luanshya Municipal Council has acted swiftly and closed the children’s recreation section at The Republic, a Mapatamatu based bar and restaurant to prevent a situation where children were being exposed to anti-social behavior.

Luanshya Town Clerk (TC) Collins, Ndilema, recently received a complaint from a member of the public, who raised the red flag over the happenings at the Mpatamatu based joint, directed the Council’s Departments of Public Health and Development Planning to follow up the matter and take appropriate action.

Anti-social behavior is a threat to the development of good moral conduct among children compromising the future society's moral fibre.

Mr Ndilema, confirmed to this author that the complaint was found to be substantially founded. .

He said children’s recreational area at The Republic Bar and Restaurant is inadequately separated from the bar and lacks dedicated sanitary facilities, raising concerns regarding the health, safety and welfare of the children.

“Therefore, the children’s play area is hereby temporarily suspended pending implementation of the recommended corrective measures .
The suspension applies only to the children recreational area and does not affect the wider bar and restaurant operations.” Mr Ndilema said.

He added: “Failure to comply with this directive may result in the Council taking legal action, including closure of the entire premises and or revocation of the relevant license(s), in accordance with applicable legislation. A follow-up inspection will be conducted to assess compliance before the play area may resume operation.”

Mr Ndilema said a report submitted to his office by a joint team of public health inspectors and town planners confirms that the premises has a designated area for children but it is has harrowing deficiencies .

He emphasized that the deficiencies needs to be addressed to serve both the best interest of children and necessary legal requirements.

Mr Ndilema stated that the Council findings shows that the children’s area is not adequately separated from main bar, allowing uncontrolled access between the two areas and exposing children to adults consuming alcohol.

The children’s area has no dedicated toilet facilities and relies on the general bar and restaurant and further evidence documented in a video shows that children use the play area at night, raising concerns regarding their safety and supervision in a bar environment.

The deficiencies also includes the fact that it has not been established whether the introduction and continued operation of a children’s recreational is compatable with the approved use of the property under applicable planning requirements.

The TC said the Children’s Play Area would remain closed until the owners of The Republic Bar and Restaurant implement corrective measures prescribed by some technocrats from the local authority.

Physically separate the children’s area from the bar and control access between the two areas.

Providing suitable toilet facilities specifically for children using the play area.

Prohibit children from using the play area at night and ensure appropriate supervision during the permitted hours.

The proprietor of the Republic should engage the Council's Development Planning Department to establish whether the children’s recreation facility is compatable with the approved use of the property, and should obtain any required approvals before the activity resumes.

The Town Clerk has commended the member of the public, who reported the matter to the Council. The report among others suggested that some parents or guardians were seen consuming alcohol while the children played on the premises,during the day and night.

Mr Ndilema made an assurance that Luanshya Municipal Council is committed to address all issues being brought to the attention of management by stakeholders.

PRESIDENT Hakainde Hichilema has pledged to continue being president for all Zambians.

Speaking during the Inauguration Ceremony for the President Elect and Vice-President at the National Heroes Stadium in Lusaka,the President,who has started his second term of office, following the winning of the August 13,General Election, said he is committed to serve all Zambia's regardless of their political affiliations.

In his address to thousands of people ,who included visiting foreign heads of State and Governments among other dignitaries, President Hichilema pledged to promote peace,unity and tangible development.

He said politics should never reach a point where it is a matter of life and death.

He thanked all the candidates who participated in the General Elections for excercsing their democratic right

The President, who took the Oath of Office with his running -mate Vice President Mutale Nalumango during the ceremony, which was presided over by Chief Justice Mumba Malila, has pledged to continue the fight against corruption.

During his address, the President also stressed that public servants should always put national interest above self.

Some foreign Presidents and dignitaries were among the speakers, who addressed the crowd, during the colourful ceremony, attended by thousands of Zambians from all walks of life.

During the momentous occasion President Hichilema was accompanied by the First Lady Madam Mutinta Hichilema.

PUBLIC RELATIONS PRACTITIONERS URGED TO EMBRACE DIGITAL TECHNOLOGY, UPHOLD ETHICAL STANDARDS

AN academician has called on Public Relations (PR) practitioners to embrace the use of digital technologyand uphold ethical standards in their day to day work and see to it that they were not left behind because change management is now part of various dynamic career advancement initiatives.

National Institute of Public Administration (NIPA) Principal Lecturer in Public Relations and Marketing Chishimba Chishimba says it is important for PR practitioners and other communications specialists to use digital technology effectively and avoid mishandling it which can lead to negative effects such as backlashes with stakeholders.

Speaking during the Closing Ceremony of the recently held, Zambia Institute of Public Relations and Communication (ZIPRC), two-day Continuous Professional Development Program on Ethics and Professional Conduct, which was held at Sandy's Creation Resort in Lusaka, Mr Chishimba, who was the key resource person, said there was need for all PR practitioners to be well versed in the use of modern tools of communication.

Mr Chishimba also urged PR practitioners drawn from the Local Authorities and other corporate bodies to uphold PR ethics' demand for honesty and integrity when handling crisis management communication on behalf of their organisations.
He pointed out that it is important for PR practitioners to have a broad minded approach to their day to day operations ,which includes sustaining business, general service provisions and corporate communication provision.

The services among others include promoting the interests of one's employers, stakeholders and other players in the community.

He further stressed that it was important for all PR practitioners to have a proactive and dynamic approach towards Government affairs ,which should be always handled well.

Mr Chishimba, further reminded PR practitioners about the importance of being well versed in local and international affairs, which plays a crucial role in effectively servicing their organisations, sectors and the nation at large.

And ZIPRC Acting Registrar Nasilele Mukela commended the two Ministry of Local Government Permanent Secretaries, Town Clerks and Council Secretaries for ensuring that PR and general communication services continue improving through their positive response to calls for mandatory participation in the Continuous Professional Development Programs organized by the national PR body.

Ms Mukela said the Local Authorities have the largest pool of PR professionals working under the Government.

Zambia is made up of 116 local authorities and each of them has its own Public Relations Unit.

PUBLIC NOTICE DISPOSAL OF UNCLAIMED FEMALE BODY

The Luanshya Municipal Council is appealing to residents and members of the general public, who are missing a female family member, friend or relatives to check at the Thompson District Hospital mortuary.

The Zambia Police Service’s Baluba Police Station and Thompson District Hospital are currently jointly holding one unidentified body of an adult female, who according to the Luanshya’s Baluba Police Station, Traffic Section is “ a pedestrian, who died in fatal road traffic accident.”

According to information verified by Luanshya Municipal Council’s Public Health Department, the unknown female person whose age is estimated to be between 30 and 45 years-old, died during the accident which occurred on 8th December,2025 at about 20:30 hours along the Kitwe-Ndola dual-carriage way opposite Copperstone University in Baluba area of Luanshya District.

According to the letter from the Zambia Police Service requesting the Local Authority to bury the unclaimed body: “The body of a female adult, who was a pedestrian has not yet been identified and it is deposited at Thompson District Hospital mortuary as efforts to trace the relatives have proved futile.”

In view of the above, the Zambia Police Service and the Thompson District Hospital management have through the Office of the Town Clerk formally requested Luanshya Municipal Council’s Public Health Department to facilitate for the disposal of the unclaimed body to decongest the already filled mortuary.

According to the Public Health Act Cap 295 of the Laws of Zambia, the Local Authority is required to publish a Public Notice, announcing its intention to bury unclaimed body, giving members of the general public at least 14 working-days to come forward and identify the unclaimed body before burial can proceed.

The process is intended to ensure public health standards are maintained, prevent mortuary congestion and provide proper burial for unclaimed bodies.
