LUANSHYA MAYOR,TC ATTEND 14TH NATIONAL ASSEMBLY OFFICIAL OPENING CEREMONY.

LUANSHYA Mayor Dr Charles Mulenga and Town Clerk (TC) Collins Ndilema will today join Guest of Honour President Hakainde Hichilema and other dignitaries during the of
Official Opening Ceremony for the 14th National Assembly in Lusaka.

The 280 member Parliament,which is the biggest ever in the history of Zambia will see the 167 elected members with additional members from the newly introduced Mixed Members Proportional Representation (MMPR) and some nominated members by the President.

During the official opening of Parliament , President Hichilema is expected to outline national directives for the 2026 to 2027 period

The Luanshya Mayor and Town Clerk have been nominated by the Government to be part of the ten local authorities drawn from different parts of the country to be part of the Mayoral Procession, which is part of special features of traditional opening ceremony of the National Assembly.

Lusaka Mayor Chitambala Mwewa and Lusaka Town Clerk Oliver Muuka, will lead a team of ten Mayors and Town Clerks dressed on their official ceremonial regalia march into Parliament as part of the colourful ceremony opening Ceremony which will be led by the head of State.

The Councils nominated by authorities to constitute the Mayoral Procession, which represents all the 116 local authorities in Zambia are; Luanshya, Livingstone, Kabwe, Mongu,Chadiza,Kalumbila,Mpulungu,Isoka and Mwansabombwe, plus the host Lusaka.

The latest feature, which comes with the 14 National Assembly is the 40 new lawmakers under the MMPR drawn from the political parties with the highest presidential elections votes United Party for National Development (UPND) and the National Reconciliation Party for Unity and Progress ( NRPUP) have joined the House.

The Constitution also gives powers to the president to nominate an additional 11 Members of Parliament.

This is as a result of the effecting of the Constitution of Zambia Amendment Act No.13 of 2025, which prescribe provision for M.M.P.R.

All the elective seats in Parliament are currently filled except for Mandevu and Lumezi North Constituencies which are scheduled to hold by-elections next month.

The people of Luanshya are represented by Honourables Joel Chibuye and Golden Mulenga the Roan and Luanshya Members of Parliament(MPs) respectively.

LUANSHYA COUNCIL MONITORS CLEANLINESS IN C*D

The Luanshya Municipal Council Public Health Department today conducted a cleanliness monitoring exercise in the Central Business District (C*D) as part of the Keep Zambia Clean, Green and Healthy Campaign.

The exercise involved monitoring shops and business premises to ensure compliance with the campaign, which is guided by a Presidential directive aimed at promoting a clean and healthy environment.

Most shop owners had already cleaned their operating spaces by 08:00 hours, demonstrating commitment to maintaining cleanliness in their business surroundings.

MAYORS, WARN COUNCIL WORKERS

MINISTRY of Local Government and Rural Development Permanent Secretary (PS) Nicholas Phiri has called on Mayors to help in giving policy direction and discipline in Councils throughout the country.

And the PS has called on all the 116 local authorities in the country to support the implementation of the Government's development agenda and warned Council workers frustrating Government efforts that they risk being retired in national interest.

Mr Phiri, who was Guest of Honour, during the Installation Ceremony of the Luanshya Mayor elect Dr Charles Mulenga, at the Luanshya Civic Centre, said Government was eagerly waiting for technocracts to help by taking up leading roles in finding lasting solutions to various developmental causes.

The PS said Government was aware of the fact that some technocrats were harbouring intentions to make Government fail in its quest to deliver development to the people..

Mr Phiri said:" It is unfair for anybody receiving a monthly salary from the Government while at the same time fighting the same Government which is responsible for paying him or pay."

He said the Government was determined to see to that local authorities play a vital role in making the Grow Zambia Agenda into an ambitious national development framework.

" Council are drivers of national development and we expect Luanshya Municipal Council and other local to turn to play their parts to help Government by turning various development programs into solutions translating in to tangible implementation of the Grow Zambia Agenda 2926 to 2031.

The Grow Zambia Agenda is a brain child of President Hichilema,which is aimed at moving the the Zambian economy from stabilisation to accelerated growth through a multi sectoral use of resources and comodities to increase economic production using the 10-10-5-3-3-1-1 -1 ambition.

The Initiative translates into million metric tonness of comodities production targets and billions of U$ dollars sectoral growth as key development pillers targets over a period of five years.

Meanwhile , speaking during the Mayoral Acceptance Speech presentation, Luanshya Mayor Charles Mulenga said it was only through sanity , concerted efforts, unity of purpose and consistency in the implementation of development which will change the face of Luanshya Town.

The Luanshya Mayor stressed that keeping the environment clean demands that all those trading in streets should go and operate in markets.

Dr Mulenga said that as Mayor he wants to to see to it that businesses regardless of the sizes should all be done from designated areas.

" I will do everthing possible to make our friends trading from the streets to go and operate inside markets," Dr Mulenga said.

Dr Mulenga thanked the people of Luanshya for re-electing him and President Hakainde Hichilema.

Dr Mulenga who was dressed his officially rob and chain by the PS Phiri with the help of the Luanshya Town Clerk Collins Ndilema, promised to finish roads construction in roan-mpatamatu, Fisenge and farming blocks among others.

He also promise to work closely with the Roan and Luanshya Members of Parliament to address the problems of sewerage pipe lines, drainages and other public infrastracture which was now damaged in some parts of the district.

During the same function Mayoress Fridah Mulenga was also dressed her official chain.

Former Mayor and Ward Council Basil Mulenga said the people of Luanshya were grateful to President Hakainde Hichilema for transforming their town from a once struggling former Ghost town to a district which was now looking forward to attaining city status by the year 2030.

Luanahya MP Golden Mulenga, Copperbelt Provincial Local Government Officer (PLGO) Grant Shaft Musaka, UPND District Chairperson Park Munkombwe,Ward Councillors and some former Councillors and some visiting Town Clerks from Chingola and other neighbouring town's,local Heads of Government Departments also attended the Installation of Dr Mulenga as Luanshya Mayor.

LUANSHYA CELEBRATES WORLD TEACHERS’ DAY AS DC CALLS FOR FINANCIAL DISCIPLINE AMONG TEACHERS

HUNDREDS of Luanshya based teachers, headteachers and education stakeholders gathered at Kafubu Stadium to commemorate World Teachers’ Day under the theme: “Standing with Teachers: 60 Years of Protecting the Profession, Advancing its Status, and Shaping Our Futures.”

Luanshya District Teachers Day Organising Committee Chairperson Emmanuel Kasuba welcomed Guest of Honour District Commissioner ( DC) Paul Malele, Mayor Dr. Charles Mulenga, Roan Member of Parliament Joe Chibuye, Luanshya Member of Parliament Golden Mulenga, Town Clerk Collins Ndilema and other invited guests.

The Guest of Honour , started his Teachers Day address by first congratulating the Mayor and the Roan and Luanshya constituencies MPs on their recent electoral victories.

And speaking during the same function Luanshya District Education Board Secretary ( DEBS) Muyumbwe Hameno urged teachers to desist from participating in partisan politics at expense of serving the nation and concentrating on performing their duties diligently.

The Guest of Honour ,Mr Malele described teachers as key drivers of national development and conveyed greetings from President Hakainde Hichilema.

He highlighted Government achievements in the education sector, including Free Education, the School Feeding Programme and the recruitment of more than 40,000 teachers.

He acknowledged challenges caused by increased school enrolment, particularly overcrowded classrooms.

He stated that Government was addressing the situation through Constituency Development Fund (CDF)-supported classroom construction and the provision of desks.

Mr. Malele urged teachers to uphold professionalism, avoid partisan politics and use social media responsibly.

The DC stressed the importance of leading exemplary lives and observing financial discipline by all teachers.

"As Government, we are concerned the sudden increase of reported case of teacher indebtedness and su***de cases.Colleagues this should come to an immediate end.We can all do better than this as teachers and role models to the learners," Mr Malele said

He encouraged teachers to learn financial discipline, investment in income-generating ventures and seeking support when facing personal challenges.

In his message to the teachers, the Luanshya DEBS warned the teachers who were reported to be allegedly involved in partisan politics during the just ended general elections to " reflect on their wrong doings and immediately repent failure to which they risk getting fired by the authorities for not adhering to work ethics and professional code of conduct."

Meanwhile, the United Teachers Union of Zambia (UNITUZ), represented by vice- president Betty Lyaba, called on Government to urgently clear the 29,000-teacher upgrade backlog .

She also said that UNITUZ was advocating for the allocation of 20 percent of the 2027 National Budget to education in line with the Presidential directive.

The UNITUZ vice-president also congratulated President Hakainde Hichilema on his re-election and appealed for continued post-election tolerance.

Ms. Lyaba also called on the Government to improve teacher welfare and increased investment in the education sector.

In his closing remarks, DC Malele further commended education administrators for their dedication and urged the DEBS office to remain responsive to teachers’ concerns.

The celebrations brought together teachers from across Luanshya District to honour their contribution to education, community development and national progress.
