Technical Working Group Convenes to Finalise Zambia Public Service Change Management Framework Rollout.
Government has demonstrated its commitment to a "Smart and Value-Centred Public Service" with the official opening of a critical Technical Working Group meeting in Lusaka today. The event, officiated by the Permanent Secretary for the Management Development Division, Mr. Alfred S. Sakwiya, marks the final stage in developing the comprehensive report for the nationwide rollout of the Zambia Public Service Change Management Framework and Toolkit.
The meeting, held at the Urban Hotel, is convened to shape the final consultancy report on the Framework. Mr. Sakwiya stressed that this is a critical step in the national mission to strengthen governance and enhance the efficiency and effectiveness of public service delivery.
The Permanent Secretary highlighted significant milestones already achieved since the Framework was successfully launched by the Secretary to the Cabinet in February this year. Key progress includes:
1. The training of Master Trainers and Change Agents.
2. The deployment of an online self-paced competency course.
3. Institutions have already begun implementing change projects.
4. A Circular has been issued by the Secretary to the Cabinet to roll out the Framework across the Public and Local Government Services.
“These achievements represent significant milestones toward building a more efficient, citizen-centric Public Service,” Mr. Sakwiya noted.
The Framework is fundamentally anchored on Cultural Transformation, supported by Systems and Lean Thinking Methodologies. These principles are designed to institutionalise reforms, foster accountability, and cultivate a culture of continuous improvement across all public institutions.
Mr. Sakwiya directed the Technical Working Grouprogressed to conduct a thorough review of the process and document lessons that will shape future actions, Identify gaps or areas for refinement based on practical experience and institutional realities and formulate actionable recommendations to guide the large-scale rollout of the Framework and related capacity-building initiatives.
“The final report must reflect technical rigor, strategic foresight, and operational practicality,” Mr. Sakwiya stated, adding that the document will serve as a reference point for Cabinet Office and all stakeholders.
The Permanent Secretary concluded by extending gratitude to partners, including the Good Financial Governance Programme (GFG), for their unwavering support in the development of the Zambia Public Service Change Management Framework.
