Today, Chief Directors from Ministries, Departments and Agencies (MDAs) converged at Cresta Lodge, Msasa for an Occupational Safety and Health (OSH) Sensitisation Workshop organised by the Public Service Commission (PSC) in collaboration with the National Social Security Authority (NSSA). The training sought to deepen understanding of OSH as a strategic governance priority and inspire a culture of “zero harm” across the Public Service.

Addressing the gathering, Secretary to Service Commissions Mrs Sibusisiwe Zembe underscored that the workshop marked a pivotal step towards the forthcoming OSH Policy for the Public Service, set for launch later this year. She emphasised that protection of Government workers’ safety, health and dignity is a fundamental element of decent work and national development, adding that the OSH Bill before Parliament will extend full legislative protection to public sector workplaces.

The technical sessions led by NSSA experts such as Dr Betty Nyereyegona, Dr Benjamin Mutetwa and Eng. Shingi Marunza, unpacked key components of OSH legal compliance, management systems and the OSH Bill’s implications for Government institutions. Presentations highlighted ISO 45001 principles, the “hierarchy of controls” and historical case studies such as the Wankie Colliery disaster to illustrate the human cost of weak safety oversight.

Participants also explored international models such as the Vision Zero Strategy, championed by Dr Shingie Mugaviri, which promotes proactive accident prevention and leadership-driven safety cultures. The workshop concluded with a unified call for MDAs to integrate safety performance indicators into management systems, reinforcing that safeguarding workers is not only a compliance obligation but a strategic enabler of quality public service delivery.

The Public Service Commission Work Culture Transformation Sensitisation Programme for the Ministry of National Housing and Social Amenities officially commenced today at Harare Polytechnical College in Harare. The three-day training has brought together 30 officers who are being capacitated to drive positive change in the public service.

The keynote address was delivered, on behalf of the Secretary to Service Commissions, by the Acting General Manager Training Development and Management, Mrs E. Mbozi. Her remarks set the tone for a programme designed to inspire reflection, meaningful engagement, and lasting transformation. She said public officers must cultivate a culture of digital responsibility and digital hygiene, by ensuring that systems are used effectively, securely and responsibly.

Day one focused on building a shared understanding of work culture while reinforcing the importance of values, ethics and integrity. In the afternoon, discussions shifted to championing change and fostering psychological safety in the workplace, key pillars in creating a productive, inclusive and high-performing environment.

The Public Service Commission, in collaboration with the Zimbabwe Foreign Service Institute (ZFSI), is conducting a 5-day workshop on Diplomacy, Protocol, Etiquette, Grooming and Deportment for 30 Protocol Officers from various Ministries, Departments and Agencies in Harare.

In her welcome remarks, Acting General Manager Training and Development, Mrs E. Mbozi, said the workshop marks a milestone in strengthening professionalism, enhancing international engagement capacity and raising the standard of public service delivery.

Acting Director General of ZFSI Dr. K.T Zengeni, led sessions on the principles of diplomacy and statecraft, specialised forms of diplomacy, as well as Zimbabwe’s foreign policy doctrine and policy.

DAY 2 HIGHLIGHTS OF ICT DIRECTORS’ WORKSHOP IN KARIBA

Yesterday was Day 2 of the ICT Directors’ Workshop in Kariba which was marked the Official Opening, setting a strong strategic tone for the ongoing engagements. The Public Service Commission delegation, led by Commissioners, Rosemary Mukogo and Prof Carroll Khombe, alongside Head Charles Ncube, Mr Chester Ruka (standing in for the Head of Pay and Benefits), and General Managers, M. Chikonye, Oswell Kawonde, Nyasha Manzini and Amos Wutawunashe, continued to actively contribute to shaping a coherent and future-fit ICT agenda for Government.

The workshop was officially opened by the Honourable Minister of ICT, Tatenda Mavetera, whose keynote address highlighted the significant strides being made by Government in expanding internet reach and improving access across the country. The Minister underscored the importance of harmonised ICT systems as a foundation for efficient, citizen-centric service delivery and called for strengthened coordination across Ministries to accelerate the modernisation drive.

The Ministry of Finance, Economic Planning and Investment Promotion reinforced this position through a focused presentation advocating for consolidation in ICT investments. Emphasis was placed on the need for harmonised systems to enable meaningful funding models, ensuring that budget allocations are both timeous and impactful. The Ministry further stressed that disciplined prioritisation and coordinated planning are essential to maximise value from public resources and to sustain the momentum of digital transformation.

Deliberations on Day 2 reaffirmed a shared commitment across Government to move from fragmented approaches toward an integrated, agile and results-driven ICT ecosystem that directly enhances service delivery for citizens.

DRIVING A COHERENT DIGITAL TRANSFORMATION AGENDA FOR A FUTURE-FIT PUBLIC SERVICE

The Public Service Commissioner responsible for the ICT Modernization, Digital Transformation and Infrastructure Development Workstream, Commissioner Rosemary Mukogo, accompanied by Commissioner Carroll Khombe and Head ICT, Modernisation and Digitalisation, Mr. Charles Ncube, today addressed Government Directors of ICT and private sector partners at a high-level workshop themed “Charting a Coherent Roadmap for Government Digitisation.” The two-day engagement, convened by the Office of the President and Cabinet (OPC) through the E-Government Technology Unit, is being held in Kariba at the Caribbea Bay Resort and focuses on the Specifications Standards Review Framework for whole-of-government digital transformation.

The Public Service Commission (PSC) is participating in the workshop within its broader mandate as a central actor in the Tripartite framework, responsible for aligning human capital, institutional structures, and systems modernisation across the Public Service. In this regard, the Commission’s delegation includes representation from its critical functional domains, with Mr Chester Ruka attending on behalf of the Head of Pay and Benefits, ensuring that remuneration frameworks and incentive systems are coherently integrated into the digital transformation agenda.

In her address, Commissioner Mukogo challenged participants to embrace agility and reflexive practice as defining attributes of a modern Public Service. She underscored that the strength of a nation in the contemporary era is no longer measured by traditional metrics such as military capability, but by its capacity to leverage digital assets, data and technology platforms to deliver value to citizens. She emphasised that digitisation must be anchored on responsive institutions, adaptive leadership and a Public Service that is both market-facing and citizen-centric.

The Commissioner further highlighted the PSC’s role in ensuring that digitisation is not treated as a purely technological exercise, but as a comprehensive transformation programme that integrates business process re-engineering, skills development, performance management and organisational redesign. This approach ensures that ICT investments translate into tangible service delivery outcomes.

Also addressing the workshop, Deputy Chief Secretary in the OPC, Mr. Z. Churu called for strengthened policy coherence, inter-agency coordination, and data-driven decision-making, noting that sustainable digital transformation depends on a unified government approach and the effective use of information as a strategic national asset.

The workshop marks a significant step towards consolidating a coherent, standardised, and results-oriented digital government framework, with the PSC playing a pivotal role in ensuring that the Public Service is structurally aligned, capacitated and incentivised to drive Zimbabwe’s digital transformation agenda towards Vision 2030.

The Public Service Commission is hosting a Records Retention and Disposal Schedule Workshop for the Pensions Department at Domboshava Training Centre, running from 4 to 8 May 2026.

Officially opening the workshop Secretary to Service Commissions, Mrs Sibusisiwe Zembe, represented by General Manager Internal Human Resources, Mrs B. Katanda said the schedule is not just about managing paper, it’s about managing information, ranging from digital, physical or hybrid in a way that enhances operational efficiency, ensures legal compliance and upholds the integrity of the public service.

Facilitated by the National Archives of Zimbabwe (NAZ), the workshop covers records management fundamentals, the records life cycle versus continuum, NAZ versus Pensions vision alignment, profiling Pensions functions and processes, criteria for determining record value and appraising Pensions records.

Attending the workshop are the Ministries of Public Service, Labour & Social Welfare and Veterans of the Liberation Struggle Affairs; as well as the PSC Pensions Department led by the Pensions Master, Mr. K. Makiwa.

A Public Service Commission (PSC) Sensitisation and Training Workshop on the GovPay (IMPPS) Project and E-Payslip Awareness Programme was held today at ZRP Mkushi Police Academy in Harare, with ZRP Commissioners,Assistant Commissioners, Chief Superintendents and Senior Officers in attendance.

Representing Secretary of Service Commissions Mrs. S. Zembe, the PSC Head of Pay & Benefits Development and Management, Mr. N. Machinjike said GovPay is a cornerstone of the national digitalisation agenda under the National Development Strategy 2 (NDS 2), aimed at modernising payroll and pension processes to improve efficiency, accuracy and service delivery for serving civil servants and pensioners.

Participants were taken through E-Payslip overview, Government email access & use, the E-Payslip Helpdesk Client Relations Management System Training, PSC & Ministries, Departments and agencies (MDA) Helpdesk awareness, Cyber Security and Pension Awareness.

The Public Service Commission’s Work Culture Transformation Programme for the Ministry of Health and Child Care commenced today at the Kaguvi Boardroom in Harare.

The three-day training has brought together 40 Deputy Directors and Officers who are being capacitated to drive positive change in the public service.

The keynote address was delivered on behalf of the Secretary to Service Commissions by the Acting General Manager Training Development and Management, Mrs Eniya Mbozi. The Secretary's remarks set the tone for a programme designed to inspire reflection, meaningful engagement and lasting transformation. She said these initiatives are designed to strengthen leadership, governance and institutional performance within public service.

The Chairman to Service Commissions, Dr. Vincent Hungwe, represented by Commissioner Larry Mavima, addressed the joint International Worker's Day Commemorations hosted by the Zimbabwe Confederation of Public Sector Trade Unions and the Zimbabwe Health APEX Council, pointing out that honouring labour means more than speeches, but meant defending dignity, fairness, and social protection for every worker.

The Chairman cited examples from teachers shaping futures to health workers preserving life and public servants keeping government moving and delivered a clear message that fair wages and strong protections were a matter of justice, not charity's and labour as the foundation of national progress.

The Chairman went on to indicate that the world of work was changing and Zimbabwe had to change with it. He explained the Job Evaluation and Organisational Optimisation exercise conducted by Government was not an attack on workers, but a tool for fairness and clarity to ensure jobs would be well-defined, contributions recognized and service delivery improved as Zimbabwe moved toward Vision 2030 in which no worker would be left behind.

The Chairman added that, while International Worker's Day Commemorations was hosted collaboratively, the day belonged to every public servant whose work often went unseen but never without consequence. He urged workers to embrace transformation with confidence, equip themselves with relevance and strengthen the conditions that make work dignified.
