DRIVING A COHERENT DIGITAL TRANSFORMATION AGENDA FOR A FUTURE-FIT PUBLIC SERVICE
The Public Service Commissioner responsible for the ICT Modernization, Digital Transformation and Infrastructure Development Workstream, Commissioner Rosemary Mukogo, accompanied by Commissioner Carroll Khombe and Head ICT, Modernisation and Digitalisation, Mr. Charles Ncube, today addressed Government Directors of ICT and private sector partners at a high-level workshop themed “Charting a Coherent Roadmap for Government Digitisation.” The two-day engagement, convened by the Office of the President and Cabinet (OPC) through the E-Government Technology Unit, is being held in Kariba at the Caribbea Bay Resort and focuses on the Specifications Standards Review Framework for whole-of-government digital transformation.
The Public Service Commission (PSC) is participating in the workshop within its broader mandate as a central actor in the Tripartite framework, responsible for aligning human capital, institutional structures, and systems modernisation across the Public Service. In this regard, the Commission’s delegation includes representation from its critical functional domains, with Mr Chester Ruka attending on behalf of the Head of Pay and Benefits, ensuring that remuneration frameworks and incentive systems are coherently integrated into the digital transformation agenda.
In her address, Commissioner Mukogo challenged participants to embrace agility and reflexive practice as defining attributes of a modern Public Service. She underscored that the strength of a nation in the contemporary era is no longer measured by traditional metrics such as military capability, but by its capacity to leverage digital assets, data and technology platforms to deliver value to citizens. She emphasised that digitisation must be anchored on responsive institutions, adaptive leadership and a Public Service that is both market-facing and citizen-centric.
The Commissioner further highlighted the PSC’s role in ensuring that digitisation is not treated as a purely technological exercise, but as a comprehensive transformation programme that integrates business process re-engineering, skills development, performance management and organisational redesign. This approach ensures that ICT investments translate into tangible service delivery outcomes.
Also addressing the workshop, Deputy Chief Secretary in the OPC, Mr. Z. Churu called for strengthened policy coherence, inter-agency coordination, and data-driven decision-making, noting that sustainable digital transformation depends on a unified government approach and the effective use of information as a strategic national asset.
The workshop marks a significant step towards consolidating a coherent, standardised, and results-oriented digital government framework, with the PSC playing a pivotal role in ensuring that the Public Service is structurally aligned, capacitated and incentivised to drive Zimbabwe’s digital transformation agenda towards Vision 2030.
