ZINARA has prioritised the enhancement of a good road network system throughout the country. ZINARA’S core business is guided by the Roads Act and its functions are In consultation with the Minister and the responsible Minister of Finance, to fix road user charges and to collect such charges or any other revenue of the Road Fund. To assist the Minister in setting maintenance, design, construction and technical standard and to monitor adherence to such standards by Road Authorities. To allocate and disburse to road authorities funds from the Road Fund in accordance with rules prescribed b the Road Administration. To audit the use of funds from the Road Fund by the Authorities and to ensure that disbursed funds are utilised for the purpose for which they are intended and in accordance with rules prescribed by the Road Administration. To monitor implementation of road maintenance works by Road Authorities. To assist Road Authorities in making annual or multi-year road maintenance rolling plans.

The Zimbabwe National Road Administration (ZINARA) would like to advise the motoring public that following the announcement by the President of Zimbabwe, His Excellency, Cde E.D. Mnangagwa of a 21 day national lock down starting Monday, the 30th of March 2020, all ZINARA offices countrywide shall be closed except for tolling operations which are an essential service in the Transport Sector.

To continue with compliance, you now can license your vehicle but utilizing the Online licensing and self-service platforms as follows:

• FBC Yako by dialing *220# on their Mobile Moola banking platform
• Automated Licensing Machines (ALMs) at the following selected Bon Marche & OK Branches in Harare only

VID will be clamping non-compliant vehicles.

Zimbabwe needs a total of $5 billion to rehabilitate the entire road network over the next 5 years. This staggering amount is the reason why ZINARA is not jut relying on government for funding, but is coming up with innovative ways of raising funds as well.


The Zimbabwe National Road Administration (ZINARA) and the City of Harare have engaged local contractors for the rehabilitation of city roads at an estimated cost of $4 MILLION.


The Zimbabwe National Roads Administration has disbursed $1,3 MILLION to the Harare City Council for road maintenance.

Repair work at the damaged Chivake Bridge is almost complete following the injection of close to US$600 000 by the Zimbabwe National Road Administration (ZINARA) and is set for reopening by the end of this month.

Transport and Infrastructural Development Minister Obert Mpofu, who toured the bridge yesterday together with senior ZINARA officials, expressed satisfaction with the repair work and stressed government’s commitment to completing all the ongoing national infrastructural projects.

“As government, we are delighted by the progress made in the refurbishment of the damaged bridge. We are also working on a number of infrastructural projects aimed at revamping the country’s infrastructure,” said Dr Mpofu.

The Zimbabwe National Road Administration (ZINARA) is a body corporate established in terms of the Roads Act (Chapter 13:18).

We have a duty under the Zimbabwe Agenda for Sustainable Socio-Economic Transformation (ZimAsset) to contribute towards the accelerated economic growth of our country and to rehabilitate our national road network to international standards.

Not only have we met some of our targets already, we have surpassed them, with the result that we have been able to demonstrate that ZimAsset really works.

For instance, ZimAsset enjoins us to rehabilitate 4000km of Zimbabwe's rural road network by 2018, yet hardly 12 months into the new government, ZINARA has been able to rehabilitate 20 000km of the rural road network.

We are working on a series of other projects and are determined to use this platform to share with you some of our major milestones- so stay logged on.

Why is that your website is not updated
Good morning ZINARA. I would like to appreciate your Icecash prepaid toll fee services. However, I do not understand the current situation where your system reads my card as "not funded" when it's still holding $50, may you please clarify?
Why does Zinara have an express cash lane on tollgates in predominantly cashless economy like ours. People should be attended on first come first served basis. Having cash doesn’t make you more important than others. How can you honestly have long queue of card payments yet the next attendant is busy sitting waiting for a cash payer🤷🏽‍♂️.
Dear zinara, Why do I even pay for vehicle licence when I don't see where the money is going to, why charge road access when we have useless tollgates to add on, why pay tollgates when you can't even fit potholes on the highways, why pay to cross beitbridge in forex when it's government who said no forex use. Zinara why were you even formed when ministry of roads did a better job without tollgates why?? How many of our loved ones must die on yours roads whilst you cash in on these dath trap roads.
