This afternoon, I joined my fellow Ministers, Hon. Minister Matuke, Hon. Minister Masuka, Hon. Minister Haritatos and Hon. Minister Ndhlovu, at the launch of the Zimbabwe Sugarcane Industry Development Plan 2026 - 2035 at Hippo Valley Country Club in Chiredzi District.The launch marks an important milestone in the transformation and modernisation of Zimbabwe’s sugarcane industry. The 10-year roadmap provides a comprehensive framework for building a more competitive, resilient and inclusive sugar sector through climate-smart agriculture, advanced irrigation systems, value addition, industrial development, research and innovation.Crucially, the Plan places strong emphasis on broadening participation in the sugar value chain, particularly by smallholder farmers, women and young people, ensuring that the benefits of this strategic sector reach communities across the country. Under the Visionary leadership of His Excellency the President of the Republic of Zimbabwe, Cde Dr E.D. Mnangagwa, the Second Republic continues to promote investment and industrialisation that unlocks the full value of our natural and agricultural resources.The future of Zimbabwe’s sugar industry goes far beyond traditional sugar production. There are significant opportunities in ethanol, bio-plastics, speciality chemicals, renewable energy and other sugarcane-based products. By expanding value addition and beneficiation, we can create more employment opportunities, increase exports, strengthen local industries and contribute significantly to the attainment of Vision 2030. The Zimbabwe Sugarcane Industry Development Plan therefore represents not only a roadmap for the sugar sector, but also an important instrument for economic transformation, rural development, youth empowerment and sustainable industrial growth. As we move forward, Government remains committed to fostering strong public-private partnerships, supporting innovation and creating an enabling environment for investment that will ensure Zimbabwe derives maximum economic value from every hectare of sugarcane produced.Towards a modern, resilient, inclusive and value-driven sugar industry for a prosperous Zimbabwe.

This morning, I had the privilege of participating in the First Friday of the Month National Clean-Up Campaign held in Triangle, Chiredzi District.I was greatly encouraged by the overwhelming participation of stakeholders from across the community, including the business sector, Chiredzi Rural District Council, Government departments, non-governmental organisations and residents, who came together in a spirit of collective responsibility to clean our town and promote a safe, healthy and sustainable environment.This strong participation demonstrates that the success of the National Clean-Up Campaign depends on all of us. The Presidential proclamation designating the first Friday of every month as National Clean-Up Day continues to play a critical role in cultivating a culture of cleanliness, environmental responsibility and sustainable development across Zimbabwe. This month's campaign is being held under the theme:“Green Travelling and Eco-Friendly Gatherings: Honouring Our Heroes in a Clean Environment.” The theme is particularly timely as our nation prepares to commemorate Heroes Day and Defence Forces Day. These important National Commemorations provide an opportunity for Zimbabweans to honour the sacrifices of our liberation heroes while ensuring that the places where we gather, travel and commemorate remain clean, dignified and environmentally friendly.I therefore urged travellers, transport operators, institutions and communities to embrace responsible travel practices, keep transport corridors litter-free and ensure that public gathering places, roadsides, communities and national shrines are maintained to the highest standards of cleanliness.We must also move beyond viewing waste merely as a problem and begin to see waste as an economic resource. Through recycling, re-use, waste recovery and innovative waste-management enterprises, we can transform waste into wealth, create employment opportunities, empower young people and women, support entrepreneurship and contribute to the growth of local economies. Indeed, environmental sustainability and economic development must go hand in hand. Turning waste into productive economic activity can contribute meaningfully towards the attainment of Vision 2030 , as Zimbabwe works towards becoming an Upper-Middle-Income Economy while creating opportunities for our people and addressing pressing social challenges, including drug and substance abuse. Our communities must therefore become centres of cleanliness, enterprise and opportunity. A clean environment is not only about aesthetics; it is about public health, human dignity, tourism, investment, productivity and sustainable economic development. As we honour our heroes, let us also honour their legacy by taking responsibility for the Zimbabwe we want to leave for future generations.A clean Zimbabwe is everyone's responsibility. Let us keep our communities clean, turn waste into wealth and leave No One and No Place behind.

This morning, I had the distinct honour and privilege of officially opening the Fourth Edition of the Phakamani/Simukai Women's Network Conference at Masvingo Teachers' College. Convened under the inspiring theme, "Empowered Women, Prosperous Communities," the conference brought together female officers and spouses of male officers from all ten provinces of Zimbabwe in a shared pursuit of knowledge exchange, professional collaboration, leadership development, and economic empowerment. The gathering stands as a compelling testament to the Zimbabwe Prisons and Correctional Service's unwavering commitment to advancing gender inclusion and creating transformative platforms that unlock the immense potential of women as architects of resilient families, thriving communities, and a prosperous nation. The Phakamani/Simukai Women's Network has evolved beyond a professional forum into a strategic vehicle for socio-economic transformation, reinforcing the national aspirations enshrined in Vision 2030 and the National Development Strategy. I paid tribute to the Commissioner-General of the Zimbabwe Prisons and Correctional Service, Dr Moses Cyril Ngawaite Chihobvu, together with the National Executive of the Phakamani/Simukai Women's Network, the organising committee, and all stakeholders whose vision, dedication, and collective efforts culminated in the successful convening of this important national conference. Their steadfast commitment continues to cultivate entrepreneurship, strengthen leadership capacity, enhance practical skills, and inspire innovation among women across the Service. I encouraged delegates to ensure that the knowledge, experiences, and networks cultivated during the conference transcend the confines of the venue and are translated into sustainable income-generating enterprises, strengthened household livelihoods, and impactful community development initiatives. The true measure of this conference will not merely lie in the richness of its deliberations but in its enduring legacy of empowered women driving inclusive economic growth and contributing meaningfully to Zimbabwe's journey towards becoming an upper-middle-income economy by 2030. As we continue to pursue the aspirations of Vision 2030 under the Visionary leadership of His Excellency, President Dr. E.D. Mnangagwa, women remain indispensable partners in nation-building. Their empowerment is not simply a social imperative but a strategic investment in sustainable development, economic resilience, and national prosperity. Indeed, empowered women cultivate prosperous communities, and prosperous communities ultimately build a stronger and more prosperous Zimbabwe.

Today, I had the honour and privilege of joining the Commander of the Zimbabwe National Army, Lieutenant General Asher Walter Tapfumaneyi, at Dumisa Secondary School in Malipati, Chiredzi District, for the commissioning and official handover of a state-of-the-art classroom block constructed by the Zimbabwe National Army.The successful completion of this modern learning facility is a clear demonstration of the Commander-in-Chief of the Zimbabwe Defence Forces, Cde Dr Emmerson Dambudzo Mnangagwa's enduring philosophy that national security extends beyond military preparedness. It encompasses investing in education, social infrastructure, and the well-being of communities across our nation.This remarkable initiative reflects the Second Republic's unwavering commitment to empowering future generations through improved access to quality education while ensuring inclusive and sustainable development. It is yet another testament to the Government's determination to transform lives and build resilient communities in line with Vision 2030.Indeed, this noble project embodies the guiding principle of the Second Republic: "Leaving No One and No Place Behind."

Today, I assured the people of Masvingo Province that peace, law and order will prevail across the Province on 31 July 2026. I also emphasised that all citizens are free to go about their day-to-day business without fear or intimidation, as the Government has put in place adequate measures to safeguard the security of every resident. I urged the public to remain peaceful, law-abiding and focused on their normal economic and social activities, assuring them that the relevant security services are fully prepared to maintain peace and protect lives and property.The Government of Zimbabwe under the Visionary Leadership of His Excellency the President of the Republic of Zimbabwe Cde Dr E.D. Mnangagwa remains committed to ensuring a safe, secure and conducive environment for all people in line with the National Vision of Peace, Unity and Development.

Today, together with the Minister of Sport, Recreation, Arts and Culture, Lieutenant General (Retired) Anselem Sanyatwe, I had the honour of commissioning the City of Masvingo's state-of-the-art Multipurpose Sports Courts.This landmark facility comprises one dedicated basketball court, one dedicated netball court, one combined basketball and netball court, three courts for tennis and volleyball, and one multipurpose court accommodating basketball, volleyball and tennis. In addition, modern ablution facilities have been constructed to enhance the overall sporting experience for athletes and spectators alike.These multipurpose courts are expected to serve as a premier sporting hub for the people of Masvingo, hosting local, provincial and national sporting competitions. More importantly, the facility will play a critical role in nurturing sporting talent, promoting youth participation in sport, and supporting the national fight against drug and substance abuse by providing young people with positive recreational opportunities.The venue has already proven its capacity to host major national events, including the National Disability Expo, the 2026 Zimbabwe Republic Police Commissioner-General's Games, the 2026 All State Universities Staff Games, the Inter-Municipal School Games, and the National Special Olympics Games.I am confident that this strategic investment will significantly increase participation in sport while positioning Masvingo as a preferred destination for regional and national sporting events. Beyond sport, the facility will generate lasting social and economic benefits for our city and its residents.
This remarkable achievement is a clear testament to the unwavering commitment of His Excellency, the President of the Republic of Zimbabwe, Cde Dr. E.D. Mnangagwa, to the development of sport and recreation as key pillars of national development. It also reflects his enduring philosophy of "Leaving No One and No Place behind", ensuring that every community has access to modern infrastructure and opportunities for growth under Vision 2030.

Yesterday, 25 July 2026, I had the distinct honour and privilege of attending the Official Closing Ceremony of the 14th Edition of the Chancellor of Zimbabwe State Universities Staff Games held at the Great Zimbabwe University, Mashava Campus.This year's theme, "Driving Innovation, Industrialisation and Collaboration Through Sport Towards NDS2 and Vision 2030," aptly reflects the strategic development trajectory being championed under the visionary leadership of His Excellency, the President of the Republic of Zimbabwe and Chancellor of all State Universities, Cde Dr. Emmerson Dambudzo Mnangagwa.I underscored that innovation, industrialisation and collaboration are no longer optional aspirations but indispensable pillars for accelerating inclusive economic growth, creating sustainable employment, enhancing productivity and positioning Zimbabwe as a competitive knowledge-based economy.I further highlighted that our State universities occupy a pivotal role in the country's transformation agenda. They are not merely institutions that produce graduates; they are centres of scientific discovery, technological advancement, entrepreneurship, industrial innovation and evidence-based policy development. Through research, innovation and strategic partnerships, our universities continue to contribute meaningfully towards the realisation of the National Development Strategy 2 (NDS2) and the attainment of Vision 2030, which seeks to transform Zimbabwe into an empowered and prosperous upper-middle-income society.Sport remains a powerful vehicle for fostering unity, teamwork, discipline, wellness and collaboration across institutions. Events such as the Chancellor's Staff Games strengthen relationships within our higher and tertiary education sector while reinforcing the collective commitment to national development.I extend my sincere congratulations to all participating universities, the organising committee, Great Zimbabwe University for successfully hosting this prestigious event, and every athlete who demonstrated excellence, resilience and sportsmanship throughout the competition.Together, through innovation, collaboration and unity of purpose, we will continue building a modern, industrialised and prosperous Zimbabwe, Leaving No One and No Place behind.

Today, I was honoured to join His Excellency, the President of the Republic of Zimbabwe, Cde Dr. E.D. Mnangagwa, at the 2026 Zimbabwe Industrialisation Conference and Expo in Harare.In his keynote address, His Excellency reaffirmed the Second Republic's unwavering commitment to value addition and beneficiation, emphasizing that Zimbabwe will no longer tolerate the exportation of its raw mineral wealth. He made it clear that our nation would rather leave its valuable minerals underground than export them without local processing. The era of "horse and rider" investment relationships is over. Zimbabwe is pursuing equal, mutually beneficial partnerships that create value, jobs, skills, and sustainable economic growth for our people.
I applaud His Excellency for fostering a conducive investment environment that continues to attract visionary industrialists and investors who are embracing modern technologies, including Artificial Intelligence (AI), to enhance productivity, innovation, and global competitiveness. As Zimbabweans, let us embrace patriotism, innovation, and a shared commitment to accelerating industrialisation and economic transformation. Today, I had the profound honour and privilege of attending and addressing thousands of people at the ZANU PF Masvingo Provincial CAB3 Thank You Rally held at Padare Business Centre in Zaka North Constituency, Zaka District.The rally was convened to express our sincere gratitude to the people of Masvingo Province for their unwavering support and contribution towards the successful passage of Constitution of Zimbabwe Amendment (No. 3) Act, which has now become law. I also took the opportunity to extend my heartfelt appreciation to His Excellency, the President of the Republic of Zimbabwe, Cde Dr. E.D. Mnangagwa, for his responsive and listening leadership. Indeed, the voice of the people is the voice of God, and under his leadership, the aspirations of Zimbabweans continue to shape our National Development Agenda.I underscored the importance of unity of purpose across Masvingo Province. Together, through hard work, discipline, innovation, and collective commitment, we can accelerate development and realise our shared vision of building an US$8 billion provincial economy by the year 2030, in line with the national Vision 2030 agenda.Let us remain united, focused, and committed to ensuring that no one and no place is left behind as we continue to build a prosperous Masvingo Province and a better Zimbabwe for all.

It was a double celebration in Chivi North Constituency, Chivi District, as I had the honour of standing in for the Minister of Local Government and Public Works, Hon. Daniel Garwe, during the installation of Chief Madamombe on 16 July 2026 and Chief Rera on 17 July 2026.The restoration of the Madamombe and Rera Chieftainships marks a significant milestone in the preservation of our cultural heritage and traditional governance. These chieftainships were abolished during the colonial era but have now been rightfully reinstated under the leadership of His Excellency, the President of the Republic of Zimbabwe, Cde Dr. Emmerson Dambudzo Mnangagwa. Traditional leaders remain the custodians of our customs, values and heritage, while playing a vital role in promoting peace, unity, social cohesion and community development. The installation of Chief Madamombe and Chief Rera is a clear demonstration of the Second Republic's commitment to restoring the dignity of traditional institutions and empowering local communities, in line with the national development agenda of leaving no one and no place behind. Congratulations to Chief Madamombe and Chief Rera on their installation. I wish them wisdom, strength and success as they lead their communities towards greater peace, unity and sustainable development.
