At the closing of the 'Champions for Change: Celebrating Progress and Potential in Global Climate Action' event, Razan Al Mubarak expressed her thanks to partners at the Marrakech Partnership, the Climate Champions Team, and the UNFCCC Secretariat for their collaboration throughout her tenure as the UN Climate Change High Level Champion for COP28.

She once again urged Parties to meaningfully advance the goals of halting deforestation, scaling up climate-nature finance, and drive inclusive and equitable climate action.

“Together, we’ve pushed boundaries, raised climate ambition, and amplified essential voices from across our communities,” Ms. Al Mubarak said, reflecting on the past two years and the progress made.

“As I pass this torch, I know each of you will carry it forward with unwavering determination. Let us be the generation that turned the tide, that stood united, that chose courage over complacency, stewardship over ideology.”

During COP29’s Global Climate Action High Level Closing Event, COP28 CEO Adnan Amin re-emphasized the role of the Action Agenda as a critical lever to boost inclusivity and attract a diverse set of stakeholders to deliver solutions, and described it as a key element of the COP process going forward.

The COP28 CEO commended the efforts of the Marrakech Partnership and the leadership of the High-Level Champions, Razan Al Mubarak and Nigar Arpadarai, in raising all-of-society ambition in Baku. He stressed the importance of leveraging this opportunity to renew the mandate of the Champions at COP29, to ensure continuity and maintaining a focus on inclusion and support for the implementation of the Paris Agreement goals.

At the ‘Aligning Climate Action and Biodiversity Conservation for Achieving a Nature-Positive Future and the Paris Agreement Goals’ event hosted by COP29 and IUCN, COP28 High Level Champion and IUCN President Razan Al Mubarak convened government leaders for a discussion focused on addressing the twin crises of climate change and biodiversity loss.

Al Mubarak stressed the need for countries to include nature in their new NDCs and align them with their NBSAPs, highlighting the importance of whole-of-society action across sectors and constituencies to raise ambition and support implementation.

The Mangrove Alliance for Climate, the Global Mangrove Alliance, Ambition Loop, and the Climate Champions Team today hosted an event – Achieving the Mangrove Breakthrough: Global Action on Mangrove Restoration and Protection – at the UAE Pavilion in Baku.

The Mangrove Breakthrough announced at COP27, with the goal of securing 15 million hectares of mangrove forests by 2030, has gained significant momentum and brought much-needed attention to mangroves, Razan Al Mubarak, UN Climate Change High-Level Champion, said at the event. She outlined progress made since COP28, emphasizing that the breakthrough will continue to work to accelerate the flow of capital and facilitate the creation of innovative finance instruments, while putting communities depending on these ecosystems at the center.

Now is the time to leverage mangroves as a Nature-Based Solution, as countries submit new and revised NDCs, and accelerate collaboration to drive progress, she said. "The progress being made is a true testament to what we can achieve collectively."

At the COP29's Gender Day High-Level Event on Gender in Transparency, Razan Al Mubarak highlighted the "lack of gender-responsive climate finance and climate policies, which continue to exacerbate gender inequalities".

The COP28 High Level Champion shared more about the progress made through the COP28 Gender Responsive Just Transitions and Climate Action Partnership - already endorsed by 83 national governments - and called on more countries to sign up and strengthen implementation efforts.

"The health of our oceans and marine ecosystems are critical for the delivery of the Paris Agreement, and ocean-based solutions also have a crucial role to meeting the goals of the Kunming-Montreal Global Biodiversity Framework," said Razan Al Mubarak, COP28 High Level Champion today at the Ocean Breakthroughs: Towards Resilience Economies and Societies' event.

She urged countries and non-state actors to continue accelerating investments and action to implement ocean-based climate solutions on the road to COP30 and beyond, for the benefit of "nature, climate and people".

"The climate crisis threatens the sustainability and resilience of our human settlements, and the scale of the challenge is growing," said COP28 High Level Champion Razan Al Mubarak at the Marrakech Partnership 'Investible NDCs for Subnational Action: Towards low-carbon, resilient cities and a just future' event at COP29.

"Responding to the challenge, non-state actors are leading the charge. They are proving that ambitious and decisive climate action is possible, profitable, and popular," she said, pointing to examples such as the Coalition for High Ambition Multi-Level Partnership for Climate Action (CHAMP) and the new Intergovernmental council for Buildings and Climate.

During the COP29 Urban and Climate Ministerial: Nature, Health & Agriculture high-level Roundtable, the High Level Champion for COP28, Razan Al Mubarak, stressed that nature is a critical lever to deliver on our climate goals, including in urban settings.

“We started the discussion on Nature-Positive Cities at COP28, calling for cities and regions to include nature in their Climate Action Plans.” stated Ms. Al Mubarak, emphasizing that the launch of the Urban Nature Program in Cali demonstrates that “as a global community we have moved from an idea to a concrete work plan.”

Ms. Al Mubarak underscored the importance of leveraging the power of our cities and nature to deliver against our climate and nature goals, noting the alignment with the three Rio conventions taking place this year, and re-emphasizing the critical role of nonstate actor leaders such as Mayors, Governors, Premiers, and Subnational Leaders in working together to deliver on our joint climate and biodiversity goals.

Convening National Gender and Climate Change Focal Points, IGOs, philanthropies and civil society leaders, Razan Al Mubarak today hosted the COP29 'Alliance for Gender-Responsive Climate Finance' roundtable, where she stressed that "gender equality and women's rights are central to the movement for just climate action."

The UN Climate Change High Level Champion for COP28 called for greater access to improved finance flows, access to decent work and better data to strengthen the implementation of the enhanced Lima Work Programme on Gender and its Gender Action Plan.

She also shared more on the progress made through the COP28 Gender-Responsive Just Transitions & Climate Action Partnership which is working to enhance funding access for women and girls in climate-impacted regions to promote gender-responsive, inclusive, locally-led climate action.

On COP29’s Food, Agriculture and Water Day, the UAE hosted a session titled “The UN 2026 Water Conference: A Look Ahead,” where H.E. Abdulla Balalaa, UAE Assistant Foreign Minister for Energy and Sustainability Affairs, spoke about the priorities ahead of the UN Water Conference 2026, set to be co-hosted by the UAE and Senegal. 

“Together with our colleagues from Senegal, we are excited to be embarking on a new journey to elevate water within the international agenda...and focus on accelerating the implementation of SDG 6: ensuring availability and sustainable management of water and sanitation for all,” said H.E. Joining the official launch of the COP29 Declaration on Reducing Methane from Organic Waste, HE Abdulla Balalaa, UAE Assistant Minister of Foreign Affairs for Energy and Sustainability, commended the COP29 Presidency for prioritizing waste reduction on the climate agenda, stating that the declaration represents “a vital continuation of our global efforts, following the universal adoption of the UAE Consensus at COP28."

Reflecting on COP28 during the event, HE Balalaa highlighted that last year's climate gathering in Dubai addressed methane from all angles, including food systems, resulting in the Declaration on Sustainable Agriculture, Resilient Food Systems, and Climate Action. Endorsed by 160 heads of state and governments, the declaration includes commitments on food waste and sectoral emissions.

Speaking at the MP Land Use Action Event: Transforming Land and Ecosystems for a Nature-Positive 2030, Razan Al Mubarak, COP28 High Level Champion, underscored the importance of accelerating collective action to meet our 2030 goals. This includes restoring at least 350 million hectares of degraded land, ensuring systemic transformation of land use systems, and transforming the food, energy, and industry systems to protect terrestrial ecosystems.

“We are at a particularly important moment to act on all the levers of change as we have the three Rio Conventions on biodiversity, climate, and desertification holding their COPs this year,” Al Mubarak stated, stressing the importance of aligning efforts with the 2030 Climate Breakthroughs, which provides a vital pathway for advancing land-based climate solutions aligned with the Global Biodiversity Framework 30x30 targets.
