The Central Government of Antigua and Barbuda again has chosen to bury the interest of the Barbuda Council Administration and the people of Barbuda. The FIDUCIARY of DUTY and responsibility to the people of Barbuda through the Central Government headed by Gaston Brown in Antigua and Barbuda; again, since September 6th 2017 after the devastating hurricane Irma has caused on the island of Barbuda is proving the Central Government of Antigua and Barbuda has absolutely no concerns for the Barbuda Council and it's people.. BARBUDANS are to date 24th June 2018 housed in shelters in Antigua with no real effort being made to have basic temporary housing available in Barbuda.. Prime Minister Gaston Brown GOVERNMENT travelled to Barbuda and insulted the international donors and NGO's so as not to have any temporary housing available in Barbuda.. The Barbuda Local Council Administration is still seeking acknowledgement and accountability with fiscal policy responsibility as to the local, regional and international monetary contributions made to aid in the Barbuda relief programme.. However; it was ascertained from the Prime Minister of Antigua and Barbuda Gaston Browne that the monies contributed were used to repair Antigua State College and roads being damage in Antigua. It was even noted that monies were being used to repair Vivian Richards Stadium and National Training Technical Centre and Barrymore Hotel and Nurses Hostel. The BARBUDANS are now being told they will have to evacuate the shelters in Antigua and return to Barbuda so as to have space for Carnival revellers and the inmates at Fines Institute. REMEMBER the monies used to repair these shelters are funds from the hurricane Irma relief international donation. The Central Government of Antigua and Barbuda to date 24th June has done absolutely nothing substantial or substantive to benefit Barbuda or it's people. Barbudans are expected to return to Barbuda on the 1st July 2018 and again they will be faced with more consequences and deprived of a basic lifestyle and conditions as set out in the World Health Organisation (WHO)..

CHRIS CODRINGTON THOUGHTS ON BARBUDA VERSUS ANTIGUA


I had heard much about the manoeuvres between Byrd and the Barbudans for various items including the sand mining operation
But the account does somewhat clarify the origins of the Government of A+B’s notion that they have final authority on the title deed issues.
I don’t agree with them but think UK really scampered away avoiding the issue. In essence Queen had sovereignty now you are independent so you have sovereignty so work it out!
VC Byrd and associates certainly had their eyes on the prize there and all I can think is that if they did not pull it off then
There must be some compelling legal difficulty that does not favor their sim,ple and full assumption of sovereignty and so they keep trying to enter sideways.

However it is also clear this is the time for those who favor the Antiguan argument to push it through because the “Barbudans”
if in fact such a unified entity exists, are at their least united right now.
I have no doubt that the movement on the new airport is more than a desire to aid recovery efforts!
A couple of shuttling barges would do the job well enough. The progression or lack of it suggests someone is trying to keep a promise or two made in
in reference to what might be most helpful to those favoring De Niro’s interest. But either way if the Barbudans do not organize themselves much more formally (and inclusively) and become proactive in establishing sovereignty and a land ruling based on the island’s traditional “commons” they really cannot help but be out maneuvered. It was naïve to continue so for so long honestly.
Anyway I am not a Crown lawyer! And this is even worse a question of sovereignty going back to the Cod lease (though on reading Kelly’s account I rather doubt its importance because the Crown did in fact receive “possession” from Codringtons. So at that point, the debate is what is the legal status of the resident Barbudans? Were they freemen with no claim under law to land possessed in all but title as of 1870?

Did her majesty in fact dispossess them en mass? Were they left as essentially stateless people or were they immediately citizens of the new State of Antigua and Barbuda with the rights and privileges thereof and no other? I think that is how the Government of A+B sees it. It is possible that is how the crown lawyers have usually viewed it as well.
The question is what was the case law as it exists and is there a problem with that case law? The other question would be was the transference of the Barbudans’ citizenship without any input from them at all legal?
In other words was it legal to free the slaves and then allow them possession of their homes and lands on Barbuda with out clarification of their status until “Independence” for nearly then basically assign them a citizenship without the right of commons associated with the island since before Cods turned in the lease?
You’ve probably heard this a couple thousand times! Another way to say this is did the British Crown liberate the Barbudans and let them live under the government of the Codringtons until the lease ended only to(effectively) evict them approx. 80 years after emancipation as people with no interest in the land they occupied all that time?
I don’t think that argument would pass anymore! And there is of course a tradition of Antiguans wanted to get their hands on bits and pieces of Barbuda going back to Codrington’s colonial lease. When they had no such right to claim but were just plain envious of the Cods who had spent some serious money developing and protecting the island. Doo Daa

Barbuda People are being deprived of their Liberty to vote freely in Barbuda (Election March 2018)
Taking away a people freedom in this way amount to ‘deprivation of liberty’. A deprivation of liberty occurs when:
‘The people is under continuous supervision and control and is not free to vote in the designated constituency, and the people lacks capacity to consent to these arrangements.’
Continuous supervision and control takes away freedom and liberty
The kind of support and manipulation that Barbuda people receive in shelters and on Barbuda by police and military supervision signals control. Police and Military will monitor and watch residents and Non Government Organisations, they will decide activities, and they will control things such as meals, distribution, travel, public gathering, leisure time and bedtimes. This supervision often leads to removal of a people liberty, and will deprive people of their freedom, if they have not consented to it. Usually this will be called special circumstances.
A people may be deprived of their liberty if they are being supervised and controlled on a continuous basis. This does not mean that someone needs to be watched and controlled 24 hours a day. If there are significant periods where they are being watched and controlled, this could count as a deprivation of liberty.
Not free to leave, vote or consult
Barbuda people have been denied freedom to vote in the constituency or jurisdiction where they are being legally obligated and constitutionally ordained, they are deprived of their liberty. It is important to note that this can be hypothetical. The people may not be physically able to leave by themselves, but the question is still the same – if they tried to leave, would they be supported? If the answer is yes – ie they did not consent to this control and are not free to consent – then they are being deprived of their liberty.
The people lacks capacity to consent
The forceful control Barbuda people receives can only deprive them of their liberty if they have not consented to it. If the people has freely chosen and consented to their situation, then they have not given up any of their freedom. Deprivation of liberty can only occur in cases where people lacks the ability to decide for themselves, known as ‘mental capacity’, where they will live and what care they will receive.
For the Barbuda people to have capacity to make decision, the people must be able to:
• understand the information about the decision – in this case, the options for voting, travelling and living arrangements
• retain that information long enough to be able to make a decision
• weigh up the information available and understand the consequences of the decision
• communicate the decision – this could be by any possible means, such as talking, using sign language or even simple muscle movements like blinking an eye or squeezing a hand.

Our Moral Obligation To Confront Human Suffering in BARBUDA by Gaston Browne Administration Antigua and Barbuda Labour Party

“Barbuda People suffers a lot. Not because of the violence of bad people, but because of the silence of good people.”
“In the end we will remember not the words of our enemies but the silence of our friends.”
In September 2017 the small Caribbean island of Barbuda was devastated by a category five (5) hurricane; pictures are available of the devastation that went viral. Gaston Browne the Prime Minister of Antigua and Barbuda was apparently one of the first to visit the devastation by helicopter, his report confirmed my beloved Barbuda was “UNINHABITABLE and all properties was reduced to wrecks and rubble.” I couldn’t hold back the tears as he reported his view after the hurricane. My heart sunk as I thought of the loss of life, family, friends and my fellow citizens. If you are shocked by pictures that has gone viral, it means you are not following the conflict between the Barbuda people and the Antiguan Government because there are far more shocking and devastating images that are easily accessible on social media, followed by harsh and soul destroying language. Unfortunately; Barbuda is just one of many islands devastated in the regions that are suffering unimaginable horrors the human mind can’t even begin to comprehend.
Maybe it’s because I’m of Barbudan descent and have a personal connection to the devastation that has been inflicted on innocent children and civilians on Barbuda. For many weeks a silent depression consumed me. How can Central Government go about its business and ignore the most horrific human suffering that is existing in the present moment? The depression was a mix of hopelessness and fear that maybe there really is nothing that can be done if you are an average person.
As far as I know, where we are born is purely luck and if we are born where we can observe these catastrophes from the comfort of an air conditioned home with Internet access, we have a moral obligation to bear witness to the human suffering of our fellow citizens. Yes, it may be inconvenient, uncomfortable or deeply depressing to look at human suffering but imagine how inconvenient, uncomfortable or deeply depressing it is for those who are actually living under the most deplorable, traumatic situations every day of their lives since September 2017? Imagine how it might feel to be ignored by your own guardian the Council, the Representative and the Central Government , no one coming to help you, defenseless, trapped, jobless and homeless?
However, we shouldn’t close out disturbing things entirely and we should make a concerted effort to not completely shut ourselves off from human suffering, even if it is uncomfortable or inconvenient for us to do so. All over the world, people need to know what our governments and leaders are doing and what they are supporting. Part of this responsibility lies with the media but we also live in the world of social media where all information is accessible to us if we know how to look for it and parse it out. Knowledge informs all of our voting decisions and how we might hold our leaders accountable, such as peaceful protesting, donating money to humanitarian efforts, writing and calling political representatives and helping to make important social media petitions viral just to name a few. As Paul Nedd says, “what matters most is not who is sitting in the Parliament , but who is sitting in - and who is marching outside the Parliament, pushing for change.” Major movements in history were almost always started by the people who organized and pushed the lawmakers to change.
More importantly, even if the small gestures we make don’t seem to make a meaningful difference, the act of bearing witness to those who are suffering has more power than one might think. As I listened to stories from the victims of hurricane Irma who have testified to the suffering in shelters and on Barbuda, it is clear that people feel like they are screaming and no one is listening. Samaritan Purse, a Humanitarian Support Group has spent time in Barbuda speaking to the Barbudan people and has observed the Barbudans feel dismissed by the Central Government, the Barbuda Council and the Barbuda Representative: “Wherever the Samaritan Purse went, Barbuda People thanked them for visiting- they said that the very presence of foreigners made them feel safer and less forgotten by a Government of Antigua that has largely turned its back.”
I thought of how awful that feels- that the government has turned its back on us in BARBUDA, and how the only possible comfort in the absence of action would be knowing that people hear us and care about what we are going through. The government of Antigua and Barbuda have to think about how they would feel if they were in someone else’s shoes and do what they can, even if it is small. The small gestures are what ripple out into the community that eventually, collectively make change. As Martin Luther King Jr. has rightly said, “our lives begin to end the day we become silent about things that matter.”
Finally, there is something to be said about how helping others makes us feel better. I started to come out of my depression, ironically, by bearing witness to the suffering people of Barbuda which sometimes meant watching videos or looking at pictures that I won’t even write about because they are too disturbing. I haven’t become desensitized but I feel better because I am not ignoring these people or turning my back on them. I am listening to their stories, hearing and feeling their pain, I am giving a voice to the voices of the erased.
The confirmed support by the Central Government of Antigua and Barbuda to date January 22nd 2018 is to abuse the Barbuda People privileges and refer to us as SQUATTERS, DERACINATE, EXTIRPATE AND IMBECILES... (I encourage barbudans to research the words meanings it will give you an ideal concept as to the Central Government opinion of Barbudan).. More to follow.........

My beloved Barbuda how I feel your suffering, the pain endures my heart as your guardian’s the people elected to safeguard your heritage have become TRAITORS and ENEMIES of Barbuda People. Arthur Nibbs, Knakcinta Nedd, Mackeisha Desouza, Emerick John, Adrian Lee and Gaston Browne Administration sharpened their swords and aim to cut your life line and destroy the Barbuda heritage and it’s people.. The Barbuda Labour Council, Barbuda Representative and the Gaston Brown GOVERNMENT are asking BARBUDANS to give up 62 square miles in exchange for a measly 10000 square feet, quarter ¼ acre for every Barbudan, understand the comparison.. “DOG WITH A BONE” versus “LAND FOR A DOLLAR” who would give up 62 square miles in exchange for 10000 square fee equivalent to 1/4 acre – I dare keep my opinion to myself... As a matter of fact the Prime Minister of Antigua and Barbuda said “2000 people living on Barbuda represent 2% of the Antigua and Barbuda Population and we Barbudans cannot own 62 square miles of land, not while he is prime minister”
The Labour Party and Gaston Browne GOVERNMENT in Antigua has done nothing to help the small and robust private sector in Barbuda to re-established itself so as to put BARBUDANS back to work.. The Gaston Browne administration has done nothing to assist BARBUDANS or Barbuda re-build their lives... Today 23rd January 2018 BARBUDANS are still sleeping in the dark with occasional running water five months after hurricane Irma.. The Gaston Browne administration has received millions and millions of international aid to include monies, materials and human support; Barbuda People are yet to see any support.. BARBUDANS have given up waiting on promises from the Gaston Browne Administration of Antigua and Barbuda; the government, nor the Labour Council or Barbuda Representative is to be rewarded or praised for the little progress in Barbuda.. I must make recognition to beautificationbarbuda, Samaritan Purse, Shelter Box and Red Cross and United Nation Development Programme...
Barbuda People were boomerang and poppy showed by Gaston Browne Administration at the American university of Antigua immediately following hurricane Irma, we were forced off of Barbuda by Military gun point, we were denied entry back into Barbuda, we were denied access to our homes and in return we were promised bread crumbs and will get the whole bread if we comply, we were promised the pie in the sky but five months later we are now realising it was merely a ploy to Pocket and banked as much donated monies as possible in the Government treasury...
We have not had a comprehensive or a basic report as to where we stand since September 2017 after hurricane Irma from the Labour Council Barbuda or Barbuda Representative or Central Government Antigua Labour Party.. Instead the Barbuda People are referred to as SQUATTERS, IDLE ADOLESCENT, INSOLENCE, DERACINATE, EXTIRPATE, IMBECILES and the foolish people..

Indigenous Barbuda People having their rights and lands violated by Gaston Browne Labour Party

Indigenous Barbuda peoples are inheritors and practitioners of a unique culture and way of relating to people and the environment. We have retained social, cultural, economic and political characteristics that are distinct from those of the dominant society Antigua. Despite our cultural differences, indigenous Barbuda people share common problems related to the protection of their rights as distinct people.
Indigenous Barbuda people have sought recognition of their identities, way of life and their right to traditional lands, territories and natural resources for years, yet throughout history, their rights have always been violated. Indigenous Barbuda people today, are arguably among the most disadvantaged and vulnerable groups of people in the world. The international community now recognizes that special measures are required to protect our rights and maintain our distinct culture and way of life.
Today 21st day of December I'm a Barbudan and the inhabitants of Barbuda are know as The People of Barbuda.
If this myopic view of our Barbuda Land Act 2007 as pursuant by the Gaston Brown GOVERNMENT with a single piece of carnage water mark so named Barbuda Land Management Act 2017 the Indigenous Barbuda People no longer exist..
When I as a Barbudan travel to America I’m called an Alien, when I travel to United Kingdom I’m called Tolerant (being tolerated). Let’s s not do France, Russia and Europe not even Australia or China... Figure it out for yourself..
For a moment think about the Africaners in South Africa let’s go further the Aborigines of Australia and even the Kiwis of New Zealand must I go on..
What’s worst is when I return to my own country in principle Antigua and Barbuda and I’m ask my nationality I’m no longer a Barbudan or Antiguan and Barbudan in fact this measly Barbuda Land Management Act 2017 identify me a BORN and raised bred Barbudan to identify myself as a RESIDENT OF BARBUDA.. Support from DFID is winding down and the representatives are to start returning home.

WFP are moving on to work more out of Dominica.

Samaritans Purse now has 50 transitional shelters ready for Barbuda. These are shelters that can be used by people who are not able to move back into their homes but want to be close enough to their home that they can keep working on it. This organisation has also hired more carpenters to help make certain buildings and safe and habitable , until the actual reconstruction begins. Cleaning kits have been given out. More supplies have been delivered on a DC8 , a big aircraft ,this includes generators. Samaritans Purse are working with NODS to distribute the generators but from what was said it sounded as though people will have to go home to be able to access the generators. There are also mobile units that produce water significant amounts for people to use in their homes. And Samaritans Purse are expecting the delivery of another unit that will further increase the amount of water available for returning Barbudans.

UNDP has been talking with various government officials about what their organisation can offer in terms of support . They could help with the following if the government allows / agrees to accept their help. ….UNDP could provide help with a general assessment of the volume and type of debris. …..UNDP could provide help in assessing the landfill site …..UNDP could provide training on the management of the landfill site ….UNDP could help with the minimisation and disposal of waste ….UNDP have offered the government the opportunity to use the knowledge and expertise of a “debris expert” but they are waiting for clearance from the government as to whether or not they want that help for Barbuda.

An engineer has begun working on some building damage assessment….BDA …UNDP has offered the help of engineers from the United Nations which has the relevant experience/expertise to support the restoration of Barbuda , they are awaiting the government’s response/approval. There is also the opportunity for UNDP to share some of the methods that they have learned …..they have also worked in places like Haiti…..They are waiting for clearance from the government.

UNDP…..are trying to help improve the co ordination of the agencies that have come to help clean up and restore Barbuda, whilst awaiting the response from the government.

Barbuda is getting more connected, opportunity to use the Internet is improving. The aid agency that deals with ‘connectivity’ could do more but the company ..For instance …Digicel…would need to request that support/help.

Shelter box and Red Cross placed a significant amount of relief items on the barge that is to travel to Barbuda. 300 shelter kits, 300 tool kits, 600 tarps were put on the barge. Remember you need to be in Barbuda to claim them . Red Cross has been doing some additional distribution of relief and they will contact you as necessary. They have also been reworking their strategy around cash transfers to support families with greater financial needs.

WAITT have been working with a minister and a few of the councillors discussing the Educational needs of some of the Barbudan children who are significantly behind their peers in school. Tutoring programs were discussed and The positions are to be advertised. People will be vetted to ensure that the children continue to learn in a safe environment. WAITT are also trying to develop opportunities for Barbudan children to have regular opportunities to meet up with friends who they no longer see on a regular basis , because the Barbuda community is now dispersed across Antigua.

After being absent for the last few meetings , the head of NODS , Mr. Mullins addressed the meeting. He admitted that there have been co ordinating issues but said the following…

The Reverse Osmosis plant is still awaiting parts. A generator has been repaired but now the poles need to be put back up. The fixing of roofs will begin on Monday. The team that had been in Trinidad are returning to help in Barbuda?

A dredging tender had been approved and the contract has been given to ….DEFCON. ……..??

Apparently , 70 generators have been given out in Barbuda.

Mulling then explained that Antigua and Barbuda is a sovereign state and they expect the aid agencies to work with NODS. And IF THE AID AGENCIES ARE NOT PREPARED TO CO ORDINATE WITH NODS THEN THE GOVERNMENT WILL REFUSE TO ACCEPT THEIR HELP , AND THE AID ORGANISATION WILL BE TOLD TO LEAVE !

NODS update 11-10-17

The Red Cross, Shelter box and NODS …….were in Barbuda on Saturday. They visited over 500 homes to assess the AID that each home would require. They are in the process of compiling this information into a report to share with NODS who in turn are expected to share the report with the International Aid organisations and ALL Barbuda Councillors.

Red Cross….. said that they are now seeing increasing numbers of Barbudans travelling back to Barbuda to clean their homes. The Red Cross are aiming to have volunteers on the ground ,these volunteers will be there to offer assistance to those who need help clearing out their homes.

Two Barbuda Councillors, Kendra Beazer and Asha Frank have also organised a large group of people for such a clean up too. They plan to travel to Barbuda on Sunday and working in groups they will clean people’s homes.

The Excellence is now being prepared for the start of the tourist season and is no longer availabe to move Barbudans back and forth between Barbuda and here. I spoke to a governmnet official about this situation , wondering what vessel would be used instead of Excellence. In his response he said that they, the governmment,have other ‘assets‘ (boats) that they can call on to help move people between the islands. However, in a later conversation he said that they were not seeing the increase in numbers of Barbudans travelling back as they thought they would.

The Barbuda Express is now playing a major role in the transportation of people between Barbuda and Antigua. But many of the spaces are taken up by the workforce that is working in Barbuda. Many members of the workforce are Antiguan.

WAITT Organisation. …They reported that MORE able bodied Barbudans are URGENTLY needed in Barbuda to continue the clean up and restoration of Barbuda.

A boat sposnored by the WAITT Organisation had left ,from Jolly Harbour. The boat was not full . People had missed an opportunity to go HOME and clean up their house. WAITT believe that not many people knew about the boat so from now on they will be finding ways to ensure that the information about the days and time of travel can reach as many Barbudans as possible.

NODS….. has actually asked for some more BARBUDANS to be part of the workforce in BARBUDA. They want ONE HUNDRED workers. NODS said that they had put the request to the Council. I asked which Councillors had been told about this….it was not made clear. I reminded him that NODS had been provided with the email addresses of ALL Councillors in a previous meeting. The emails of all of the Councillors were given to NODS because whenever I had asked a question like,”Does the Council know about this?” Mr. Mullin’s reply would be to say that they do know because he had shared the information with the Chair of the Council. LET’S SEE HOW LONG IT TAKES TO ORGANISE 100 WORKERS…..!

The UNDP ….UNITED NATIONS DEVELOPMENT PROGRAMME. …has begun consulting with the government. China has pledged 2.5 million US dollars for materials , mainly roofing materials. The job has been put out to tender ..local , regional and international tender. UNDP believe that the restoration and rebuilding of roofs will begin in December,after there has been an opportunity to consider and discuss reports about how to build housing etc that will more likely withstand Hurricanes like Irma. UNDP may also support the govermnent by working with the Solid Waste team helping to develop a debris removal and management plan or a recycling plan. The could offer local training in these areas too. They can also provide support for local contractors in upto date building techniques, building materials and building codes etc.

The UNDP like to work with the stakeholders,so they are currently hoping to meet with Senator Marshall so that she can give the go ahead for such a meeting, where they can talk with Barbudans about how they can help us.

UNICEF ……..will , when the time comes and it is necessary, provide resources that will allow a school (primary) to be set up in Barbuda. They can access furniture, resources, set up temporary class rooms etc. for children and staff.

NODS…….. said that a doctor , nurses and a pharmacist are ready to go over to Barbuda and start work. I don’t believe they have asked our usual doctors and nurses as yet. A barge , Bailey’s barge, is supposed to leave Antigua today with building materials so that level 1 and 2 damaged homes can be repaired and made more liveable. There should also be some food being transported too. Apparently APUA should have the water and electricity back on in 2 to 3 weeks, hopefully. NODS pointed out that they consider this to be the first phase in a long process, a process where there will be a significant need for temporary housing until people’s homes are made safe to return to or rebuilt if necessary.

Major Micheal wants all AID to go to NODS .

How can we ensure that more Barbudans go over to work on Barbuda?

Dominica and other islands are moving quickly in their recovery ,why isn‘t it so on Barbuda?

What can we do about that?
