NODS update from meeting on 13-10-17

Support from DFID is winding down and the representatives are to start returning home.
WFP are moving on to work more out of Dominica.
Samaritans Purse now has 50 transitional shelters ready for Barbuda. These are shelters that can be used by people who are not able to move back into their homes but want to be close enough to their home that they can keep working on it. This organisation has also hired more carpenters to help make certain buildings and safe and habitable , until the actual reconstruction begins. Cleaning kits have been given out. More supplies have been delivered on a DC8 , a big aircraft ,this includes generators. Samaritans Purse are working with NODS to distribute the generators but from what was said it sounded as though people will have to go home to be able to access the generators. There are also mobile units that produce water significant amounts for people to use in their homes. And Samaritans Purse are expecting the delivery of another unit that will further increase the amount of water available for returning Barbudans.
UNDP has been talking with various government officials about what their organisation can offer in terms of support . They could help with the following if the government allows / agrees to accept their help. ….UNDP could provide help with a general assessment of the volume and type of debris. …..UNDP could provide help in assessing the landfill site …..UNDP could provide training on the management of the landfill site ….UNDP could help with the minimisation and disposal of waste ….UNDP have offered the government the opportunity to use the knowledge and expertise of a “debris expert” but they are waiting for clearance from the government as to whether or not they want that help for Barbuda.
An engineer has begun working on some building damage assessment….BDA …UNDP has offered the help of engineers from the United Nations which has the relevant experience/expertise to support the restoration of Barbuda , they are awaiting the government’s response/approval. There is also the opportunity for UNDP to share some of the methods that they have learned …..they have also worked in places like Haiti…..They are waiting for clearance from the government.
UNDP…..are trying to help improve the co ordination of the agencies that have come to help clean up and restore Barbuda, whilst awaiting the response from the government.
Barbuda is getting more connected, opportunity to use the Internet is improving. The aid agency that deals with ‘connectivity’ could do more but the company ..For instance …Digicel…would need to request that support/help.
Shelter box and Red Cross placed a significant amount of relief items on the barge that is to travel to Barbuda. 300 shelter kits, 300 tool kits, 600 tarps were put on the barge. Remember you need to be in Barbuda to claim them . Red Cross has been doing some additional distribution of relief and they will contact you as necessary. They have also been reworking their strategy around cash transfers to support families with greater financial needs.
WAITT have been working with a minister and a few of the councillors discussing the Educational needs of some of the Barbudan children who are significantly behind their peers in school. Tutoring programs were discussed and The positions are to be advertised. People will be vetted to ensure that the children continue to learn in a safe environment. WAITT are also trying to develop opportunities for Barbudan children to have regular opportunities to meet up with friends who they no longer see on a regular basis , because the Barbuda community is now dispersed across Antigua.
After being absent for the last few meetings , the head of NODS , Mr. Mullins addressed the meeting. He admitted that there have been co ordinating issues but said the following…
The Reverse Osmosis plant is still awaiting parts. A generator has been repaired but now the poles need to be put back up. The fixing of roofs will begin on Monday. The team that had been in Trinidad are returning to help in Barbuda?
A dredging tender had been approved and the contract has been given to ….DEFCON. ……..??
Apparently , 70 generators have been given out in Barbuda.
Mulling then explained that Antigua and Barbuda is a sovereign state and they expect the aid agencies to work with NODS. And IF THE AID AGENCIES ARE NOT PREPARED TO CO ORDINATE WITH NODS THEN THE GOVERNMENT WILL REFUSE TO ACCEPT THEIR HELP , AND THE AID ORGANISATION WILL BE TOLD TO LEAVE !

The Red Cross, Shelter box and NODS …….were in Barbuda on Saturday. They visited over 500 homes to assess the AID that each home would require. They are in the process of compiling this information into a report to share with NODS who in turn are expected to share the report with the International Aid organisations and ALL Barbuda Councillors.
Red Cross….. said that they are now seeing increasing numbers of Barbudans travelling back to Barbuda to clean their homes. The Red Cross are aiming to have volunteers on the ground ,these volunteers will be there to offer assistance to those who need help clearing out their homes.
Two Barbuda Councillors, Kendra Beazer and Asha Frank have also organised a large group of people for such a clean up too. They plan to travel to Barbuda on Sunday and working in groups they will clean people’s homes.
The Excellence is now being prepared for the start of the tourist season and is no longer availabe to move Barbudans back and forth between Barbuda and here. I spoke to a governmnet official about this situation , wondering what vessel would be used instead of Excellence. In his response he said that they, the governmment,have other ‘assets‘ (boats) that they can call on to help move people between the islands. However, in a later conversation he said that they were not seeing the increase in numbers of Barbudans travelling back as they thought they would.
The Barbuda Express is now playing a major role in the transportation of people between Barbuda and Antigua. But many of the spaces are taken up by the workforce that is working in Barbuda. Many members of the workforce are Antiguan.
WAITT Organisation. …They reported that MORE able bodied Barbudans are URGENTLY needed in Barbuda to continue the clean up and restoration of Barbuda.
A boat sposnored by the WAITT Organisation had left ,from Jolly Harbour. The boat was not full . People had missed an opportunity to go HOME and clean up their house. WAITT believe that not many people knew about the boat so from now on they will be finding ways to ensure that the information about the days and time of travel can reach as many Barbudans as possible.
NODS….. has actually asked for some more BARBUDANS to be part of the workforce in BARBUDA. They want ONE HUNDRED workers. NODS said that they had put the request to the Council. I asked which Councillors had been told about this….it was not made clear. I reminded him that NODS had been provided with the email addresses of ALL Councillors in a previous meeting. The emails of all of the Councillors were given to NODS because whenever I had asked a question like,”Does the Council know about this?” Mr. Mullin’s reply would be to say that they do know because he had shared the information with the Chair of the Council. LET’S SEE HOW LONG IT TAKES TO ORGANISE 100 WORKERS…..!
The UNDP ….UNITED NATIONS DEVELOPMENT PROGRAMME. …has begun consulting with the government. China has pledged 2.5 million US dollars for materials , mainly roofing materials. The job has been put out to tender ..local , regional and international tender. UNDP believe that the restoration and rebuilding of roofs will begin in December,after there has been an opportunity to consider and discuss reports about how to build housing etc that will more likely withstand Hurricanes like Irma. UNDP may also support the govermnent by working with the Solid Waste team helping to develop a debris removal and management plan or a recycling plan. The could offer local training in these areas too. They can also provide support for local contractors in upto date building techniques, building materials and building codes etc.
The UNDP like to work with the stakeholders,so they are currently hoping to meet with Senator Marshall so that she can give the go ahead for such a meeting, where they can talk with Barbudans about how they can help us.
UNICEF ……..will , when the time comes and it is necessary, provide resources that will allow a school (primary) to be set up in Barbuda. They can access furniture, resources, set up temporary class rooms etc. for children and staff.
NODS…….. said that a doctor , nurses and a pharmacist are ready to go over to Barbuda and start work. I don’t believe they have asked our usual doctors and nurses as yet. A barge , Bailey’s barge, is supposed to leave Antigua today with building materials so that level 1 and 2 damaged homes can be repaired and made more liveable. There should also be some food being transported too. Apparently APUA should have the water and electricity back on in 2 to 3 weeks, hopefully. NODS pointed out that they consider this to be the first phase in a long process, a process where there will be a significant need for temporary housing until people’s homes are made safe to return to or rebuilt if necessary.
Major Micheal wants all AID to go to NODS .
How can we ensure that more Barbudans go over to work on Barbuda?
Dominica and other islands are moving quickly in their recovery ,why isn‘t it so on Barbuda?
What can we do about that?
