The Ministry of Foreign Affairs of Antigua and Barbuda, is the arm of Government with the primary responsibility for the provision of diplomatic, international trade, protocol/consular services and the maintenance of good relations between Antigua and Barbuda and its regional and international counter parts. The work of the Ministry is guided by a set of fundamental principles that forms the frame

work for a countries foreign policy and strategic objectives to guide its foreign relations. These include:

• Support for economic and social policies that promote poverty reduction, good governance and the protection of our environment and use of our resources in a sustainable way.
• Building a regionally competitive Antigua and Barbuda through support for and participation in the regional integration process.
• Developing knowledge and creating strategies to respond to the latest developments and trends in international trade negotiations, trade policy analysis, strategy formulation and implementation providing guidance on these issues;

• Managing and coordinating regional, international and multilateral/bilateral relations.

The Ministry wishes to inform that the Secretariat of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (OPANAL) is accepting applications for an internship programme earmarked for young diplomats, early career experts, and graduate or post-graduate students.

The purpose of the Programme is to provide on-the-job training opportunities in the fields of international relations, international law, political
sciences, translation, and IT/Software. Interns will receive
guidance and support from the Secretariat Officers and will be expected to actively participate in all duties assigned to them.

The internship will be for a duration of 5 months, beginning on 1 July and ending on 27 November 2026. The selected intern will receive a monthly allowance of USD 1,200.00 and round-trip airfare to Mexico City and will be responsible for finding their own housing, for complying with all relevant immigration policies established by the Mexican Government, and for having a medical insurance coverage for the duration of the internship.

The Honourable E. P. Chet Greene, Minister of Foreign Affairs, Trade and Barbuda Affairs of Antigua and Barbuda, held a bilateral meeting with The Honourable Robert Oliphant, Parliamentary Secretary to the Minister of Foreign Affairs of Canada, during the Commonwealth Foreign Affairs Ministers Meeting (CFAMM) in London.

Discussions focused on the future direction and continued relevance of the Commonwealth and the upcoming Commonwealth Heads of Government Meeting.

The Ministers exchanged views on strengthening resilience, particularly for Small Island Developing States, reinforcing the rule of law as a pillar of democratic governance, addressing global de-risking trends, and navigating current geopolitical challenges.

Both sides reaffirmed the importance of multilateral cooperation and sustained engagement within the Commonwealth framework.

Foreign Minister Greene Meets UK Minister Chris Elmore Ahead of CHOGM 2026

Antigua and Barbuda’s Minister of Foreign Affairs, Trade and Barbuda Affairs, Hon. E.P. Chet Greene, held a productive meeting in London with Hon. Chris Elmore, Parliamentary Under-Secretary of State at the United Kingdom’s Foreign, Commonwealth and Development Office.

During the meeting, Minister Greene expressed appreciation for the UK’s security and project management support as Antigua and Barbuda prepares to host the Commonwealth Heads of Government Meeting (CHOGM) 2026 this November.

Minister Elmore reaffirmed the United Kingdom’s commitment to supporting Antigua and Barbuda’s preparations and discussed the possibility of additional security and technical assistance to ensure the successful staging of the event.

Both Ministers highlighted the strong and longstanding relationship between Antigua and Barbuda and the United Kingdom, while reaffirming their commitment to deepening cooperation across areas of mutual interest.

“CHOGM provides an opportunity not only to showcase Antigua and Barbuda but also to spark new, fresh and vibrant relations among Commonwealth partners,” Minister Greene noted.

The meeting formed part of Minister Greene’s engagements in the United Kingdom surrounding the Commonwealth Foreign Ministers Meeting and Commonwealth Day activities.

The Internship Programme earmarked for OPANAL Member States has been extended to 18 February 2026.

This Internship Programme is earmarked for young diplomats, early career experts, graduate or postgraduate students from Caribbean Member States. Its purpose is to provide on-the-job training opportunities in the fields of international relations, translation, international law, political science, journalism, and to enhance Caribbean States participation in OPANAL. Interns will receive guidance and support from the Secretariat Officers, and will be expected to actively participate in all duties assigned to them.

The Secretariat will welcome an intern from the Caribbean Member States for the first semester of 2026, for the duration of 5 months, beginning on 2 March and ending on 31 July 2026. The selected intern will receive a monthly allowance of USD 1,200.00 and a round-trip airfare to Mexico City, and will be responsible for finding their own housing, for complying with all relevant immigration polices established by the Mexican Government, and for having a medical insurance coverage for the duration of the internship.

The terms and conditions of the Internship Programme, as well as the requirements can be found in the attached document.

With the aim to strengthen the effective participation of women in the Agency, its organs and programmes, the Secretariat particularly encourages applications from qualified female candidates.

The Division for Ocean Affairs and the Law of the Sea of the Office of Legal Affairs of the United Nations (“OLA/DOALOS”, “the Division”) is now accepting applications for the 2026 sessions of the Strategic Needs Fellowship and the Ocean Governance Fellowship for Small Island Developing States (SIDS Fellowship).

I. UNNF Strategic Needs Fellowship

Objectives

The objective of this Fellowship is to assist developing States, particularly least developed countries (LDC), small island developing States (SIDS), and landlocked developing countries (LLDCs) in addressing strategically important and time-sensitive issues in ocean affairs and the law of the sea. This includes the implementation of the 1982 United Nations Convention on the Law of the Sea (UNCLOS), its implementing agreements, including the BBNJ Agreement, and related instruments, as well as Sustainable Development Goal (SDG) 14 and other related SDGs.

Fellowship structure, curriculum and deliverables

The Fellowship consists of an approximately four-month training programme at OLA/DOALOS, at United Nations Headquarters in New York. A highly customized curriculum is developed by the Division for successful candidates, tailored to the high‐priority needs identified in their applications and supported by their Nominating Authorities, with a view to building the capacity of Government officials to assist their States in effectively addressing those needs. The curriculum comprises in-person training sessions, scenario-based exercises, group discussions and workshops delivered by United Nations staff and visiting experts.

The deliverables of the Fellowship Programme include assignments, a research paper prepared by the Fellows, and the development of an ocean governance matrix.

The Fellowship is scheduled to take place from early September to mid December 2026.

Eligibility criteria

This Fellowship is open to Government officials who hold positions in their Administrations relevant to ocean affairs and the law of the sea, and who have limited background in this field. The eligibility criteria can be found here.

The Fellowship is fully funded and includes a monthly stipend, medical insurance, and round-trip economy class airfare. Further details about the Fellowship conditions and financial support are available on our Fellowship Conditions webpage.

II. UNNF Ocean Governance Fellowship for SIDS

Objectives

Tailored to address the special circumstances of SIDS, along with the diverse challenges, opportunities and needs across different regions, this Fellowship aims to increase the capacity of Government officials from SIDS to effectively implement ocean governance and international legal frameworks. In particular, this Fellowship aims to strengthen human capacity to support the development of ocean governance frameworks necessary to:

Effectively implement UNCLOS, its implementing agreements, including the BBNJ Agreement, and related instruments;
Tackle the triple planetary crisis (climate change, biodiversity loss, and pollution); and
Implement the SDGs, especially SDG 14, with a focus on developing sustainable blue economies, addressing environmental impacts (particularly the devastating impacts of ocean plastic), building resilience to climate change, and giving consideration to gender aspects.

The PGA Fellowship Programme will expose fellows to training sessions on the United Nations, its organs, and subsidiary bodies. The training will also cover topics such as sustainable development, climate change, peace and conflict resolution, and human rights, as well as skills development in negotiation, drafting, and public diplomacy.

Nominees for the Fellowship must meet the following criteria:
• Between the ages of 25 and 30.
• Hold a university degree.
• Demonstrate fluency in verbal and written English.
• Have a maximum of three years of experience working in national government.
