CALL ADDRESSED TO THE INDIGENOUS PEOPLES LIVING IN THE TERRITORY OF AZERBAIJAN AND IN TRANSCAUCASIA
In the currently changing political world where the problem of conceptual change of the world order has emerged and there is a cruel and belligerent conflict at the international crossroads of the interests of supranational financial-economic clans, superstrates and different countries, it is necessary for the indigenous peoples of TRANSCAUCASIA, especially the indigenous peoples of Azerbaijan to realize the most important thing — the Turkish-Azerbaijani tandem is going to try to render barren or eliminate national minorities as a factor or altogether.
Since its formation in 1920, Azerbaijan, as an artificially established state and Turkey’s outpost, has always been leading a policy of military, political, economic and cultural repressions, violence and ethnic cleansing against all national minorities residing in its administrative territory. Azerbaijan’s policy complies with the elements of the concept of ‘genocide’ adopted in the 1948 United Nations Resolution on the Prevention and Punishment of the Crime of Genocide (United Nations General Assembly on 9 December 1948, Resolution 260 (III); “Adoption of the Convention on the Prevention and Punishment of the Crime of Genocide”). Even today, the Turkey-Azerbaijan tandem continues the same policy and, by advancing the resolution of the Artsakh issue through the policy of ethnic cleansing, it will not only continue to disseminate its racist policy towards Syunik by posing a threat to Armenia’s statehood, but will also annihilate the indigenous peoples living in its administrative territory once and for all, including the Lezgins, the Talish people, the Tat people, the Avars and the Udis.
The geopolitical objective of the Turkish-Azerbaijani tandem is to eliminate both Armenia and Georgia once and for all by turning them into political-economic enclaved nations and spread its influence across the Turkic peoples and states of Central Asia. This geopolitical plan of the Turkish-Azerbaijani tandem to spread towards the East, as such, existed 100 years ago, and its renaissance has begun today amid the challenges of the changing world and the establishment of the new world order.
We call on the intelligentsias, the administrative, public, political and military organizations of all national minorities of Transcaucasia to take note of the goal of the Turkish-Azerbaijani racist and genocidal plan and prepare for conflict in order to protect the right of the national minorities to live in their indigenous territories.
If human rights, including the right to self-determination, which, in this case, is linked to the right to life, are not abstract concepts and there are no double standards for different countries and regions, then we call on uniting as one and demanding international organizations to:
- immediately condemn Azerbaijan’s genocidally motivated blockade of Artsakh and condemn it by addressing Azerbaijan;
- demand the imposition of sanctions against Azerbaijan and suspend the latter’s membership in international organizations by declaring the country as an aggressor;
- establish a unified advisory representation by engaging representatives of all nations and administrative units of Transcaucasia.

ПРИЗЫВ КОРЕННЫМ НАРОДАМ ПРОЖИВАЮЩИХ НА ТЕРРИТОРИИ АЗЕРБАЙДЖАНА И ЗАКАВКАЗЬЯ
В современном меняющемся политическом мире, где поставлена задача концептуальной смены мирового порядка и имеет место суровый военный конфликт на перекрестке интересов международных, наднациональных финансово-экономических кланов, сверхдержав и разных стран, необходимо, чтобы коренные народы Закавказья, особенно Азербайджана, осознали самое главное: турецко-азербайджанский тандем попытается стерилизовать или ликвидировать национальные меньшинства как фактор или вообще.
Будучи искусственно созданным государством и форпостом Турции, Азербайджан с момента своего образования в 1920 году проводит политику военного, политического, экономического и культурного угнетения, насилия и этнических чисток в отношении всех национальных меньшинств, проживающих на его административной территории. Его политика соответствует характеристикам концепции «геноцида», принятой Организацией Объединенных Наций в 1948 г. «О предупреждении геноцида и борьбе с ним» (United Nations General Assembly on 9 December 1948, Resolution 260 (III); “Adoption of the Convention on the Prevention and Punishment of the Crime of Genocide”). Ту же политику сегодня продолжает турецко-азербайджанский тандем и, продвигая решение арцахской проблемы политикой этнических чисток, не только продолжит распространять свою расистскую политику на Сюник, угрожающую государственности Армении, но и полностью и окончательно ликвидировать проживающие на его административной территории коренные народы: лезгин, талышей, татов, аварцев, удин.
Геополитическая задача турецко-азербайджанского тандема состоит в том, чтобы превратить и
Армению, и Грузию в государства политического и экономического анклава, окончательно ликвидировать эти государства и распространить свое влияние на тюркоязычные народы и государства Центральной Азии. Этот геополитический план турецко-азербайджанского тандема по расширению на восток как таковой существовал еще 100 лет назад и начал свое возрождение сегодня, в условиях меняющегося мира и вызовов процессов установления нового миропорядка.
Призываем интеллигенцию, административные, общественные, политические и военные организации всех национальных меньшинств Закавказья принять к сведению
цель турецко-азербайджанского расистского и геноцидального плана, а также подготовиться к конфликту для защиты права национальных меньшинств жить на их исконных территориях.
Если права человека, в том числе право на самоопределение, которое в данном случае приравнивается к праву на жизнь, не являются абстрактными понятиями и не существует двойных стандартов для разных стран и регионов, то мы призываем к единению и требовать от международных институтов :
- немедленно и адресно осудить осуществленную Азербайджаном геноцидную блокаду Арцаха,
- потребовать санкций против Азербайджана и приостановить его членство в международных организациях, объявив его агрессором,
- создать совместное совещательное представительство, включающее представителей всех народов и административных единиц Закавказья.
