🎉 Celebrating 10 years of the Council of Europe’s Reference Framework of Competences for Democratic Culture (RFCDC) – Language education at the heart of !

The Framework is a model of the competences that need to be acquired by learners if they are to participate effectively in a culture of democracy and live peacefully together with others in culturally diverse democratic societies. Language and intercultural competences play a key role, enabling meaningful interaction, mutual understanding, and inclusive communication.

ECML projects are actively putting democratic culture into practice in language education. Two current initiatives include:

🎉 Célébrons les dix ans du Cadre de référence des compétences pour la culture de la démocratie (CRCCD) – L’éducation aux langues au cœur de la démocratie !

Le Cadre propose un modèle de compétences pour les apprenant·es qui leur permettront de participer effectivement à une culture de la démocratie dans des sociétés démocratiques, multiculturelles et pacifiques. Les compétences linguistiques et interculturelles jouent un rôle clé, notamment en favorisant des interactions significatives, une compréhension mutuelle et une communication inclusive.

Les projets du CELV montrent comment mettre en œuvre une culture de la démocratie dans le domaine de l’éducation aux langues. En voici deux exemples actuels :

🤝 Bringing policy closer to classroom practice

A recent ECML workshop brought together participants from 25 countries and showcased how “Using ECML resources to support plurilingual and intercultural education for democratic culture” ( project, 2024-2026) is helping bridge policy and classroom practice. ARPIDE’s focus on the use of ECML resources in practice complements recent developments within the Council of Europe’s Language Policy Programme, including the launch of the Reflection and Planning Survey Tool for lower-secondary.

🤝 Rapprocher les politiques des pratiques en classe

Un récent atelier du CELV a rassemblé des participant·es de 25 pays et a mis en lumière de quelle manière le projet « Utiliser les ressources du CELV pour soutenir l'éducation plurilingue et interculturelle pour une culture de la démocratie » ( , 2024-2026) contribue à rapprocher les orientations politiques des réalités de la classe. En mettant l’accent sur l’exploitation concrète des ressources du CELV, les travaux d’ARPIDE accompagnent les évolutions du Programme des politiques linguistiques du Conseil de l’Europe, notamment le lancement de l’outil d’enquête de réflexion et de planification destiné au premier cycle de l’enseignement secondaire.

Council of Europe at 9th International ALTE Conference: Advancing responsible language assessment

The conference took place under the theme “Responsible Language Assessment to Empower Learners.”

Since 2024, his initiative of the Styrian Directorate of Education has offered early-career teachers from numerous countries the opportunity to gain practical teaching experience at schools in . Cooperation partners include the University College of Teacher Education Styria, the University of Graz, and the European Centre for Modern Languages.
