🗓 1 июня в Минске в штаб-квартире СНГ состоялось очередное заседание Совместной консультативной комиссии по вопросам разоружения.

В заседании приняли участие представители Республики Беларусь, Республики Казахстан, Кыргызской Республики, Российской Федерации, Республики Таджикистан, Республики Узбекистан, а также Исполнительного комитета СНГ.

В рамках #СККР обсуждалась проблематика предотвращения гонки вооружений в космическом пространстве.

Подтверждена готовность государств-участников СНГ продолжить сотрудничество по вопросам #ПГВК, в том числе на профильных многосторонних площадках, включая Первый комитет Генеральной Ассамблеи ООН, Конференцию по разоружению, Рабочую группу ООН открытого состава по ПГВК, учреждённую решением ГА ООН 79/512.

Подобное взаимодействие призвано способствовать согласованию общих подходов, а также разработке и реализации совместных инициатив по данной проблематике, направленных, прежде всего, на разработку профильного международного юридически обязывающего инструмента с запретом на размещение в космическом пространстве оружия любого вида, применения силы или угрозы силой в отношении космических объектов или с их помощью.

Следующее заседание СККР планируется провести в декабре в Москве.

❓On Tuesday 19 May, an international roundtable on the topic “CSTO: together for strengthening international peace and stability” took place on the sidelines of the OSCE Forum for Security Co-operation at the Hofburg. How would you assess its outcomes?

💬 T. Masadykov: I think the event was a success. The main objectives – to explain the current state of affairs within the CSTO – have been achieved. Our main task was to convey to our partners objective information about the CSTO’s role and place within the global and regional security framework. During the round table, a general overview of the organization’s activities was presented, the military component was discussed, and assessments were given of the prospects for involving the CSTO’s collective peacekeeping forces in peacekeeping operations conducted in accordance with UN Security Council resolutions.

The discussion focused on the fact that the organization’s fundamental goal – ensuring collective security – has remained unchanged for decades. The CSTO does not seek external enemies; it is open to dialogue and equal cooperation with all parties, including the OSCE. There are no non-regional powers within the CSTO and, consequently, no non-regional interests. We advocate prioritizing the equal and indivisible security of member states by strengthening the national security of each and rejecting bloc-based, confrontational thinking.

I am confident that this event will help to strengthen the CSTO’s international standing as a peace-loving and constructive organization which, for over 30 years, has remained true to its principles and has successfully fulfilled its tasks on the basis of equality and mutual respect for the interests of its member states.

❓A new security architecture for Eurasia is being discussed at the OSCE venue in Vienna. In your view, what role could the CSTO play in this process, and what specific proposals is the organization prepared to put forward?

💬 T. Masadykov: We live in complex times marked by profound geopolitical transformation and the shaping of a new Eurasian security architecture. We can see that our European partners do not always take a constructive approach to these issues. Nevertheless, we are proposing solutions which, in our view, are acceptable to the majority.

We believe that open dialogue, a constructive approach and discussion of issues taking into account everyone’s interests form the basis of such cooperation. At the same time, we do not have the rigid bloc mentality found in some other alliances and organizations. We are open to cooperation on an equal footing.

Every member state of our organization has the right to maintain bilateral relations with other partners and states outside our alliance, including countries in the West and the East.

The CSTO has built up a track record of success in maintaining regional stability. Our organization is rightly regarded as one of the key players in shaping the new security architecture in Eurasia. Over several decades of our work, we have developed a reliable toolkit – an effective ‘all-weather’ set of political, diplomatic and, where necessary, military measures, as well as mechanisms to counter challenges and threats in order to ensure regional stability.

We continue strengthening our comprehensive partnership with the executive bodies of the SCO and the CIS. In September 2025, the Secretaries-General of the three organizations signed a roadmap for the development of cooperation for 2026–2028

❓Recently, you held talks in Vienna with OSCE Secretary-General Feridun Sinirlioğlu. What topics did you discuss?

💬 T. Masadykov: We discussed how to gradually restore working-level interaction between the Secretariats of the OSCE and the CSTO. We invited the OSCE Secretary General to address, as has been the practice in the past, a meeting of our organization’s Permanent Council.

📃 During Mikhail Ulyanov's tenure as Head of the Delegation to the OSCE Forum for Security Co-operation (FSC), negotiations were held on updating the Vienna Document on Confidence- and Security-Building Measures (VD). On November 30, 2011, the new "edition" of the Vienna Document was adopted at the plenary session of the FSC, which is still in force today.
This is a key OSCE document aimed at strengthening confidence and security in the military sphere by preventing unprovoked military incidents through the implementation by participating States of annual information exchange, notification and observation, inspections and verifications.

⚡️ Заявление МИД России в связи с ударом ВСУ по колледжу Луганского государственного педагогического университета в г.Старобельске

В ночь на 22 мая киевский нацистский режим с помощью четырёх БПЛА самолётного типа совершил кровавую террористическую атаку на учебный корпус и общежитие колледжа Луганского государственного педагогического университета в г.Старобельске (ЛНР).

В момент варварского удара в помещениях пятиэтажного здания общежития, которое в результате обрушилось до второго этажа, находились 86 детей в возрасте от 14 до 18 лет.

В настоящий момент известно о 40 пострадавших.

К сожалению, четыре человека погибли.

На месте трагедии ведутся спасательные работы. Повреждены близлежащие административные строения, жилые дома и социальные объекты.

Следственным комитетом России возбуждено уголовное дело о теракте. Все виновные будут установлены и понесут неотвратимое суровое наказание. Снисхождения не будет никому.

Совершённый удар не мог быть случайным. Это была выдержанная в духе германских нацистов целенаправленная атака против гражданского населения. Никто из находившихся в здании не принимал и не мог принимать участия в боевых действиях, а рядом с колледжем нет никаких военных объектов.

Киевский режим, терпящий поражение на поле боя, открывает новую страницу в вооружённом конфликте, разворачивая открытый бесчеловечный террор против беззащитных детей.

Подобные удары дальнобойным оружием, поставленным киевскому режиму странами НАТО, включая БПЛА, осуществляются при техническом содействии иностранных специалистов из известных стран альянса. Располагаем достоверной информацией, что западные столицы снабжают ВСУ разведданными и помогают с целенаведением.

Совершив злодеяние против детей в Старобельске, киевский режим и его кураторы берут на себя всю полноту ответственности за эскалацию боевых действий и подрыв политико-дипломатических усилий по урегулированию конфликта.

Это произошло на фоне лживых стенаний Киева относительно судеб детей, затронутых военными действиями. Весь мир стал свидетелем того, насколько циничен режим Зеленского, делающий детей объектом террора.

◼️ Выражаем глубочайшие соболезнования семьям погибших и желаем скорейшего выздоровления пострадавшим.

Призываем международные структуры, национальные правительства и мировую общественность дать честную оценку преступным действиям режима Зеленского и решительно осудить кровавый теракт в Старобельске. Молчание будет равносильно пособничеству кровавым деяниям киевских террористов и безразличию к судьбам невинно погибших и пострадавших детей.

🎙️ Statement by Ms. Iulia Zhdanova, Head of the Delegation of the Russian Federation to the Vienna Negotiations on Military Security and Arms Control, at the 1137th meeting of the OSCE Forum for Security Co-operation

Vienna, May 20, 2026

Subject: «Special Military Operation to demilitarize and denazify Ukraine»

• We ask our Western colleagues: how does the mantra they repeat time and again about KIev’s so-called “self-defense” align with the unbridled terrorist attacks carried out by the Zelensky regime against the civilian population?
According to data collected and verified by the Office of R.Miroshnik, Special Envoy of the Russian Ministry of Foreign Affairs, over the past week Ukrainian armed formations fired at least 3,619 rounds of ammunition at civilian targets. This resulted in at least 234 victims among the civilians: 203 people were injured, including 18 minors, and 31 people were killed, including 2 children.

• It’s the NATO and EU member states who bear full responsibility for the above-mentioned crimes committed by the Kiev regime, as they are the ones supplying it with lethal weapons systems in violation of their military and political obligations under the OSCE and international rules on responsible export controls. The formats for supplying weapons and military equipment to the Zelensky regime are multiplying. The United Kingdom and Latvia remain the main suppliers of the so-called “drone coalition,” which is sending various types of UAVs to the Kiev regime. Germany is showing particular interest in joint serial development and production with Ukraine of UAVs with a range of 100 to 1,500 km — with an emphasis on the latter. From May 5, the European Commission’s Directorate-General for Defense and Space is accepting applications from organizations intending to become founding members of the “EU-Ukraine Drone Alliance.”

• Blind indulgence of the Ukrainian leadership and rampant Russophobia are creating risks for their own population — a fact that the West is finding increasingly difficult to keep under wraps. In a recent incident, on the night of May 17, a Kiev drone crossed into Latvian airspace, prompting an alert to be declared in five eastern border regions of the country. Wreckage from the UAV, which had not been detected by radar, was discovered on the evening of May 18 in the village of Samane in the Utena district of eastern Lithuania. On May 19, Estonian Defense Minister H. Pevkur stated that Romanian F-16s had neutralized an aerial threat in the form of a Ukrainian Armed Forces UAV between Lake Värtsjärv and the city of Põltsamaa, demanding an apology from Kiev.

• A similar destabilizing effect stems from the transfer of technology to the Kiev regime for the creation of a fleet of unmanned boats at sea. V. Zelensky openly reiterated that the relevant developments were obtained from the UK, Norway, and the Netherlands. Is it any wonder, then, that the equipment models mastered by Kiev are now spreading unchecked? For instance, on May 7, in Greece, in the southern part of Lefkada Island in the Ionian Sea, fishermen discovered a Ukrainian unmanned boat, the “Magura V5,” carrying 300 kg of explosives. The Greek media and the public reacted with outrage to the government’s belated and cautious response, accusing officials of covering up the high-profile incident.

• These trends can only be reversed by putting an end to the militarization of Ukraine and Europe, which is being justified by the fabrication of fictitious scenarios of a Russian attack. However, NATO and EU member states are choosing the path of escalation and preparing for a major war. They are competing to increase their military capabilities. Germany is preparing to become the “strongest army” on the continent by 2039. Poland has set 2030 as its target for this goal. Militaristic trends are also on the rise in Belgium. Lithuania is establishing fortified areas near the Kaliningrad region.

⚡️ Служба внешней разведки Российской Федерации:

Пресс-бюро Службы внешней разведки Российской Федерации сообщает, что, по поступающей в СВР информации, в последнее время усилились попытки украинских спецслужб оказывать дестабилизирующее влияние на российское общество. Киеву мало разветвлённой сети телефонных мошенников, которые обманом, шантажом и вымогательством лишают российских граждан последних сбережений и заставляют нарушать закон. Теперь СБУ хочет организовать работу по расшатыванию ситуации в нашей стране под видом распространения патриотического контента.

В конце апреля Киев развернул кампанию по скупке российских военных и патриотических Telegram-каналов. Рассылка предложений о приобретении такого рода ресурсов осуществляется со специально созданных фейковых аккаунтов и проводится от имени публичных лиц, являющихся лидерами общественного мнения.

Эти, по сути мошеннические, действия преследуют цель подмены информационного наполнения приобретённых площадок и их последующего использования для распространения дезинформации и дискредитации политического руководства и Вооружённых сил России.

❗️ Подобным образом «покупатели» рассчитывают втянуть владельцев информационных ресурсов в противоправную деятельность, наносящую ущерб национальным интересам Российской Федерации.
