Welcome to the Australian Local Government Associationโ€™s National General Assembly in

Today I delivered a keynote speech at the inaugural Urban Forum at the National General Assembly and welcomed more than 1,000 local government leaders from across Australia to our city.

Across the country, our cities are facing shared pressures. Housing demand is rising. Expectations for infrastructure and services continue to increase, while budgets remain tight. Local government is at the centre of these challenges and feels them first.

The real task is not only managing growth, but maintaining social cohesion as our communities change. People need to feel connected to opportunity and to each other.

In the ACT, we are focused on practical solutions. We are working to increase housing supply, reform the system, and build a more compact and connected city. This includes delivering more homes, improving how the housing market functions, and supporting better access to jobs, services and infrastructure.

Events like NGA provide an important opportunity to share ideas and strengthen partnerships across all levels of government. They also deliver a strong boost to our local economy, supporting tourism, hospitality and small businesses across Canberra.

Great to welcome delegates and showcase our city while working together to build a more resilient and productive Australia.

It was a pleasure to speak the inaugural Urban Forum at the Australian Local Government Association National General Assembly this morning.

Across Australia, our cities are facing a common set of pressures. Growth is necessary, but often contested. Housing demand is urgent, but difficult to meet. Expectations for infrastructure and services continue to rise, while budgets are tighter. At the same time, public debate is faster, sharper and less forgiving. Local government sits at the centre of all of this and feels these pressures first and most directly.

The core challenge is not simply how we manage growth. It is how we maintain social cohesion while our cities are changing. When people feel left behind, uncertainty can turn into grievance and anger, reshaping how communities view institutions and each other. While Australia remains a cohesive society, we are seeing strain, particularly where housing, migration, infrastructure and cost of living pressures intersect.

In Canberra, we are responding with a clear focus on housing supply and system reform. We have set a target of delivering 30,000 new homes by the end of 2030, growing supply faster than population to restore balance, improve affordability and give people more genuine choice about where and how they live.

But supply alone is not enough. The housing system also needs to function more efficiently.

That is why we have pursued long term tax reform, including the phased abolition of stamp duty. This reform is designed to remove one of the most inefficient taxes in the system, which discourages mobility, locks people into homes that no longer suit their needs and prevents others from entering the market.

From 1 July, stamp duty is being abolished for first home buyers, pensioners, eligible NDIS participants and a range of other buyers, including those purchasing new medium density homes or re entering the market after time away. This builds on a 20 year reform program that is now well advanced and shifts revenue toward a broader, more stable rates base.

Removing stamp duty lowers barriers to entry, frees up existing housing stock and allows the system to respond more effectively over time. It also supports social outcomes by helping people stay connected to jobs, services and their communities. In this sense, housing reform is not only economic policy. It is also cohesion policy.

How our cities grow is equally important. Expanding outwards increases distance, cost and disconnection. Growing within existing areas allows us to use infrastructure more efficiently, support public transport and maintain access to opportunity. A more compact city is a more connected and cohesive city.

Local government has a unique role in navigating these challenges, not just as a provider of services, but as a steward of place and cohesion. The test for our cities is not only how they grow, but whether people continue to feel they belong.
