The Legislative Assembly will be smoke-free from 1 January 2018. The Legislative Assembly of the Northern Territory is the only House in the Northern Territory Parliament. Its main functions are to:

- Make Laws
- Form Government
- Scrutinise Government Administration
- Represent Territorians, and
- Appropriate Revenue (by making laws to collect taxes and spend money). To find out more, go to pa

Visitors are welcome to attend when the Assembly is sitting and view the Members in the Chamber from the public galleries. Visitors can also view parliamentary committee public hearings from the public gallery in the committee room. Parliament House is open Monday to Friday from 8.00am to 6.00pm and Saturday, Sunday and public holidays from 9.00am to 6.00pm. Information booklets are available for visitors to take self-guided tours. Free guided tours are also available, check out the website for the times and days.

Library and Information Manager – SAO1

• Attorney-General Legislation Amendment (Boards, Committees and Statutory Offices) Bill 2026 (Serial 65)
• Care and Protection of Children Legislation Amendment (Every Child Matters) Bill 2026 (Serial 67)
Terms of Reference

The Legislative Assembly resolved to refer the above Bills to the Legislative Scrutiny Committee for inquiry and report in accordance with clause (3)(b) of its terms of reference.

Those terms of reference require the Committee to consider:

(i) whether the Assembly should pass the Bill;
(ii) whether the Assembly should amend the Bill;
(iii) whether the Bill has sufficient regard to the rights and liberties of individuals; and
(iv) whether the Bill has sufficient regard to the institution of Parliament.

Submissions

The Committee invites individuals and organisations to write in to provide comments and feedback on the Bills by Friday 22 May 2026. The Committee will normally make submissions they receive public, so please advise if you would like your submission to be kept confidential.
