BACKGROUND
Flinders Ranges Council is seeking community input into the potential installation of communication boards at the Thompson Memorial Playground and the playground at the Quorn Community Oval.

Council is also keen to hear from residents, families and community groups to help inform accessibility and inclusion initiatives throughout our region.

A communication board is a visual tool that supports people who may have difficulty communicating through speech. It can use pictures, symbols and words to help children and adults express their needs, make choices and participate more independently in play and community activities.

The Flinders Ranges is home to our local communities and is also a destination for visitors from across South Australia, interstate and overseas.

Improving accessibility across our townships benefits local residents while also helping ensure that visitors of all abilities can participate, communicate and enjoy our communities.

Accessible public spaces contribute to a more welcoming visitor experience and help make the Flinders Ranges a region where everyone can feel included.

Building on the work already happening in Hawker.
A community group in Hawker has secured support and funding through the Hawker Craft Mart to install a communication board in Blue Burt Park. This is an exciting initiative for the Hawker community and provides an opportunity to share knowledge and experience as we consider similar accessibility initiatives across the Council and congratulations goes to Amy Hatch on driving this initiative.

By working together, we can learn from each community and develop approaches that are practical, inclusive and responsive to the people who use our spaces.

CONSULTATION SUMMARY
Council is particularly keen to hear from people with lived experience of disability, communication difficulties or accessibility barriers, as well as parents, carers, families, educators, support workers and people who regularly use our playgrounds and public spaces.

We are also looking to establish a Community Consultation Group to work alongside Council and provide guidance throughout the process. The group will help ensure that future projects reflect genuine community needs and incorporate practical advice about inclusion, accessibility, positioning, height, design and usability.
Your experience matters. The people who use our public spaces are best placed to help Council understand what will make them more accessible, useful and welcoming.

Community consultation will help determine:
• What should be included on the communication boards.
• The words, symbols, pictures and communication options that would be most useful.
• The appropriate height and accessibility of the boards for a range of users.
• The best location and positioning within the playground areas.
• Any other accessibility or inclusion considerations that should be incorporated into the design.
• How communication boards and other accessibility initiatives could be incorporated into public spaces across Quorn, Hawker and Cradock.

The South Australian Government has announced a $6.5 million plague locust preparedness package to help protect primary producers and regional communities from a potential locust outbreak during spring and summer.

With South Australia experiencing one of its strongest cropping seasons in recent years, PIRSA will deliver coordinated surveillance and targeted response activities to identify locust hatching sites, monitor population densities, and support appropriate control measures where required.

The package includes:
• $1.9 million for planning, procurement, and surveillance, including up to six weeks of targeted spring surveillance in areas considered most at risk.
• $4.6 million Chemical Rebate Scheme to assist eligible landholders with the cost of chemical treatments used to control locusts.

Increased adult locust activity has been reported across parts of the Mallee, Riverland, Flinders Ranges and Eyre Peninsula, raising concerns that eggs have been laid in multiple regions. If these hatch in spring, juvenile locusts (hopper bands) could cause significant damage to crops and pastures before developing into mobile adult swarms.

The Chemical Rebate Scheme will operate from 1 September 2026 to 14 February 2027, reimbursing eligible chemical costs for treatments applied between 1 September 2026 and 31 December 2026, at up to $35 per hectare.

PIRSA will continue to work closely with landholders, industry, local government, and the Australian Plague Locust Commission to monitor and respond to risks throughout the season.

Stakeholders are encouraged to report any sightings of Australian plague locusts via the Exotic Plant Pest Hotline (1800 084 881) or through the reporting form on the PIRSA website.

The Flinders Ranges Council will hold a public auction to dispose of surplus Council-owned land across Quorn, Hawker and Cradock.

Following a community land revocation process, Council made the decision to dispose of land that is no longer required for community purposes. The sale will provide opportunities for new owners to invest in and develop properties across the region, while reducing the ongoing cost to Council of maintaining surplus land and buildings.

The public auction will be held at 1.00pm on Wednesday, 23 September 2026, at the Quorn Town Hall.

No offers can be made prior to the auction, and all properties will be subject to reserve prices that must be met as part of the sale process.

Most of the properties being offered are vacant land, with a small number of buildings in Hawker also available for purchase. These include the former CWA Hall and the building formerly used as the kindergarten and History Hub.

Mayor Ken Anderson said disposing of surplus Council land was an important step in ensuring these properties could contribute positively to the region's future. “Council has a responsibility to make sure its assets are being used effectively and delivering value to our community. Where land or buildings are no longer required for Council purposes, selling them can provide an opportunity for someone else to invest, develop and breathe new life into these properties. We want to see positive development happening across the Flinders Ranges. Making surplus land available to the market can help create new opportunities for residents, businesses and investors, while also reducing the ongoing maintenance costs for Council.”

Information about the properties, including opportunities to inspect them, will be released ahead of the auction. Community members and prospective purchasers are encouraged to keep an eye on Council's communication channels for further information.

The sale of surplus land forms part of Council's broader work to support sustainable growth and development across the region.
Council is also undertaking a rezoning project, which will commence with the release of its Housing and Land Use Plan. The Plan identifies five key projects for Council, including land rezoning.
The rezoning project is intended to increase the amount of land available for residential purposes, helping to create opportunities for additional housing and supporting future population and economic growth across the region.

The process will take time and will include a further review of Council's Community Land Management Plan, with extensive community consultation to be undertaken.

Mayor Anderson said community involvement would be critical as Council works through these significant planning projects. “These are important projects that will shape the future of our towns, so it is essential that our community stays informed and has the opportunity to have its say. We encourage residents to take an interest in the Housing and Land Use Plan, the rezoning project and the review of the Community Land Management Plan. Community feedback will help Council make informed decisions about how we plan for housing, investment and growth into the future.”

Council will continue to provide updates as these projects progress and will ensure opportunities for community consultation are communicated widely.

The Flinders Ranges Council fully supports the difficult decision made by the Flinders to Fleurieu Rally team to postpone the event until 2027.

The Flinders Ranges region has experienced unprecedented rainfall, resulting in significant impacts across the entire Council road network. Given the extent of the damage, the organisers are unable to have the roads officially inspected and signed off in time for this year’s rally.

It is also important to recognise that Council cannot commence repairs to the damaged road network until funding applications are processed and approved through the Federal Disaster Recovery Funding Arrangements.

We understand the postponement will have an impact on local businesses and the wider community. We sincerely thank our businesses, residents and the wider community for their patience, understanding and ongoing support as we work through the impacts of this significant weather event and the postponement of the rally.

Despite these challenges, the Flinders Ranges continues to experience a strong tourism season, and we are hopeful that the region will continue to benefit from the significant influx of visitors and economic activity we are currently experiencing.

Council invites applications for the above position currently available within The Flinders Ranges Council Works Department, currently based out of the Quorn Works Depot.

The position is a full-time permanent position working a nine (9) day fortnight. A current HC driver’s license is considered essential for the role (persons holding a lower classification HR or MR license will be considered where they are prepared to obtain, at their cost, the HC license within six (6) months).

Conditions of employment for this position will be in accordance with the Local Government Employees Award and The Flinders Ranges Council Enterprise Agreement No. 12 – 2025. The position has been classified as Grade 8 with an hourly rate of between $36.5026 and $37.2885 (depending on skills, qualifications and experience).

The position will report to the Team Leader – Operations and the Director of Works and is accountable for the Parks, Gardens and Town employees in their day-to-day activities, Grounds and Facilities Maintenance and for all public open spaces. It will involve liaising with the public, private groups, contractors and other stakeholders in the ex*****on of Works.

In line with Council’s endeavours to develop a multi-skilled and flexible workforce, previous experience in road construction and maintenance and / or operating heavy plant and equipment would be an advantage.

The position will involve work on weekends and at times outside of normal business hours and involve being on call for emergency situations. Applicants must outline any restrictions or limitations on days and / or hours that they may be available.

BACKGROUND
In 1983, The Flinders Ranges Council (Council) entered into an agreement with the SA Housing Trust (SAHT) for the long-term lease of the land situated on Hospital Road, Quorn (CR5756/629) for the construction of “cottage flats” for the elderly, now known as ‘Deakin Court’.

The original lease was for the construction of six (6) flats with the agreement amended in 1984 to allow for the construction of an additional six (6) flats, being 12 in total. The lease was for a period of 21 years with the agreement renegotiated in 2004 for a further 21-year period.

As per Section 202(4) of the Local Government Act 1999, the maximum term for a lease of land is 42 years. Therefore, in order to prepare a new lease, Council is required to undertake a community consultation process to seek feedback.

CONSULTATION SUMMARY
As per its Community Engagement Policy, Council is seeking submissions from members of the public as follows:

• Any comments or feedback in relation to the preparation of a new lease between Council and SAHT for the land situated at Hospital Road, Quorn, known as “Deakin Court”.
• The new lease will be for a period of 21 years, with a further 21 years extension available.

𝗟𝗶𝘁𝘁𝗹𝗲 𝗖𝗼𝗿𝗲𝗹𝗹𝗮 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗔𝗰𝘁𝗶𝘃𝗶𝘁𝗶𝗲𝘀

As the community is aware, the ongoing Little Corella issue continues to create challenges for our community.

This year, it appears that some of the birds have not left the area and are continuing to cause issues, including excessive noise, damage to trees and the environment, impacts on community facilities, and disruption to local businesses.

At the same time, we believe the “scouting” birds that would normally arrive around October may have arrived earlier than usual this year.

Council is aware of the impacts that Little Corellas are having and is aiming to begin management activities early, before the problem escalates further. These activities will be undertaken in the Quorn area in the first instance and will be monitored for effectiveness.

Council has engaged an authorised animal controller to undertake these activities at night-time between the hours of 8.00pm – 11.00pm, which will primarily occur in areas where the birds are roosting at night and which are generally outside the main township. These actions are intended as a short-term measure to address the issue early.

This is where Council also needs the community’s assistance.

If you see Little Corellas roosting at night in an area, please contact Council by phone or email and let us know where they are.

For the medium and long term, Council is developing a Local Area Plan that will focus on the ongoing management of Little Corellas across the Council area. We are investigating approaches used successfully in other regions and are working with the SA Government Department for Environment and Water and the SA Arid Lands Landscape Board towards a coordinated approach.

Council is continuing to monitor Little Corella activity in Hawker and encourages residents to report any roosting sites to Council for future management.
