đź’ˇStrategic Service Planning
Are the services your council delivers today sustainable for tomorrow?
Councils are facing a familiar challenge: growing community expectations, increasing service demands and finite financial resources. But how do you make confident decisions about which services to maintain, where to invest and what may need to change?

Strategic Service Planning provides the evidence to make those decisions with greater clarity and confidence.

By understanding what services are delivered, what they cost, how demand is changing and the outcomes they achieve, councils can move beyond reactive decision-making towards a more integrated and sustainable approach.

At CT Management Group, we work alongside councils to develop practical Strategic Service Planning frameworks that:

✅️ Define and cost services - establishing clear service catalogues, profiles and performance measures.
✅️ Understand future demand - identifying changing community needs, cost drivers and financial implications.
✅️ Support comparative choices - providing transparent evidence to prioritise services and allocate limited resources.
✅️ Connect service and financial planning - integrating costed service levels with 10-year Long-Term Financial Plans.
✅️ Strengthen accountability - aligning service delivery with Council Plans, community priorities and sustainable outcomes.

The result is more than a service plan.

It's a clearer understanding of what your council delivers, what your community needs and what your organisation can sustainably afford.
Because effective service planning isn't simply about doing more with less. It's about making informed choices that deliver the greatest value for communities, now and into the future.

🏢The growing challenge of infrastructure renewal
Up to $280 billion in infrastructure renewal and upgrade demand faces Australian councils over the coming decades.

According to the Australian Local Government Association's 2026 National State of the Assets Report:

🔹 $65–68 billion is the estimated replacement cost of infrastructure already assessed as poor to very poor.
🔹 A further $173–212 billion in future renewal and upgrade demand relates to infrastructure currently assessed as fair.

These figures reinforce an important challenge for local government: how can councils make confident renewal and investment decisions when resources are limited and community expectations continue to grow?

A critical part of the answer is reliable asset condition data.

Independent condition assessments help councils establish a clearer, more objective understanding of asset condition, risk, remaining useful life and renewal priorities.
When this evidence is integrated with Asset Management Plans, Long-Term Financial Plans and capital works programs, councils are better positioned to:

âś… Prioritise investment based on condition, risk and service needs.
âś… Strengthen 10-year maintenance and renewal forecasting.
âś… Support transparent and defensible capital investment decisions.
âś… Balance infrastructure requirements with long-term financial sustainability.

At CT Management Group, we work alongside councils to turn asset condition information into practical insights that support informed planning and investment. Because better asset data supports better decisions and stronger outcomes for communities.

🏗️Confident Superintendents. Stronger Contract Outcomes.
What a fantastic day at Maribyrnong City Council yesterday, delivering our customised Superintendent Training through CT Management Group Academy.

This wasn't an off-the-shelf training course. It was a genuinely bespoke, in-depth learning experience, developed specifically for Maribyrnong City Council, using their own contracts, documentation and real-world scenarios.

Working closely with Council, we tailored the workshop to explore the practical complexities of contract administration, Superintendent responsibilities, risk management and decision-making.

From detailed contract clause extracts and practical case scenarios to interactive activities and group exercises, every element was designed to make the learning relevant, engaging and immediately applicable.

A huge thank you to Scott Alden, our Stratergic Allaince Partner at Mills Oakley, for facilitating such an insightful and practical session.

One of the real strengths of CT Management Group Academy is our ability to bring experienced legal practitioners directly into the learning environment, giving participants the opportunity to explore complex contractual issues with someone who understands the legal and practical realities.

🎓Looking to build confidence and capability within your own Superintendent or contract administration teams?

CT Management Group Academy can work with your council to develop training tailored to your contracts, challenges and organisational needs.

Let's talk about what bespoke training could look like for your council.

A successful community event shouldn’t end when the last person goes home. ✨
For councils, community events can create something much more valuable than attendance on the day.

They can help councils better understand their communities, strengthen relationships with residents and local businesses, gather meaningful insights and create opportunities for ongoing engagement.
But that requires thinking about the whole event journey - not simply the event itself.

In our latest CT Management Group Insight, we explore how councils can create a more connected approach across:

✨ audience identification and segmentation
đź“© registrations and communications
🏪 local business participation
📱 the event-day experience
đź’¬ feedback and community insights
📊 reporting and measurement
🔄 ongoing engagement after the event

The opportunity is to turn a one-off community event into the beginning of a longer community relationship.

👨🏻‍💻 What if your Long-Term Financial Plan could do more than meet a compliance requirement? For Murray River Council, moving beyond manual spreadsheets has created a more responsive approach to long-term financial and capital planning.

Using CT Management Group’s Long-Term Financial Plan and Capital Works Evaluator, Council can test scenarios faster, assess capital affordability, reduce manual processing and spend more time turning financial data into meaningful insights.

📌One example? Council was able to revise its 10-year Long-Term Financial Plan and associated scenario modelling in approximately two weeks to help respond to an emerging funding opportunity.

A great example of how better financial planning can lead to better conversations, stronger insights and more informed decisions.

đź’ˇ CT Expert Insights | Riding the Local Government Resourcing Cycle
What if councils could anticipate their resourcing pressures before they become critical?

From budget preparation and annual financial reporting to capital works delivery, infrastructure projects and strategic planning, local government operates through recurring periods of heightened demand.

While every council is different, understanding these cycles can help organisations plan ahead, identify capability gaps and access experienced professionals when they are needed most.
In our latest CT Expert Insights article, Malcolm McKenzie draws on his extensive local government leadership and project management experience to explore how resourcing demands shift throughout the year and why recognising these patterns can support more proactive workforce planning.

Malcolm shares practical insights into the resourcing cycles affecting finance, project management, infrastructure and engineering, strategic planning, governance and organisational development.
The key takeaway? Effective workforce planning is not simply about responding to a vacancy or immediate workload pressure. It is about anticipating what comes next and having the right capability available at the right time.

At CT Management Group, we understand the importance of connecting councils with experienced professionals who can provide practical support, strengthen internal capability and help maintain momentum when workloads increase.
