【🤲 Taiwan Continues to Stand with Ukraine Through Concrete Action】

The Taiwan International Cooperation and Development Fund (TaiwanICDF), entrusted by the Taiwan government, has signed an agreement to launch a smart healthcare project in Lviv, Ukraine, witnessed online by MOFA Deputy Minister François Wu.

The project will integrate smart healthcare technologies, equipment, and professional training to strengthen emergency and intensive care services at St. Panteleimon Hospital and St. Nicholas Children’s Hospital 🏥

Taiwan is proud to work with like-minded democratic partners through our strengths in smart healthcare and the health industry, building stronger and mutually beneficial cooperation. 🇹🇼🇺🇦

The newly refurbished rehabilitation building at the UNBROKEN National Rehabilitation Center in Lviv has also been named the “Taiwan Friendship Building” — a lasting symbol of Taiwan’s steadfast support for Ukraine.

The signing ceremony coincided with Ukraine’s 35th Independence Day. In the face of Russia’s aggression, Ukraine continues to stand firm for freedom and independence, reminding us that true friendship shines brightest in difficult times. 🤝💙

【訪問帛琉重頭戲: #榮邦特展 盛大開幕 🇹🇼 🇵🇼 】

外交部林佳龍部長應惠恕仁總統邀請,共同出席榮邦特展開幕典禮,與帛琉政府政要,以及美國、日本、澳大利亞駐帛琉使節一起參觀展覽,見證台灣與帛琉、太平洋友邦與理念相近國家長期推動區域合作的具體成果,展現各方攜手促進太平洋地區繁榮、韌性與永續發展的共同努力。

此外,帛琉政府特別邀請台灣「娜麓灣樂舞劇團」與帛琉艾萊州貝利亞斯舞團(Belias Dancers from Airai State)共同演出,透過台帛兩地原住民族精彩多元的傳統樂舞,展現豐富文化與多元。

「榮邦特展」不僅是「總合外交」理念的具體展現,也呈現台灣與太平洋夥伴共同累積的合作成果。

【Palau visit: opening of the Pacific Prosperity Exhibit 🇹🇼 🇵🇼 】

MOFA Minister Lin Chia-lung was invited by President Surangel Whipps, Jr. to attend the exhibit, alongside representatives from the embassies of the US, Japan, and Australia in Palau. The exhibit showcases the fruits of regional cooperative initiatives between Taiwan, Palau, and Pacific partners, and the efforts of all partners to ensure the prosperity, resilience and sustainability of the region.

The Palau government also invited a Taiwanese dance troupe to perform alongside the Belias dancers from Arai State, testament to the diversity in culture in both countries.

The exhibit, a result of the integrated diplomatic approach, is an embodiment of Taiwan's cooperative work with Pacific partners.

🎼 On a crisp winter afternoon in Chatswood, melodious Eastern music filled the air 🪕 as the Chinese Orchestra from Tainan Chong-Ming Junior High School presented a brilliant concert, "Youth in Harmony, Sounds of Taiwan" 🌸✨ With confident smiles, solid technique, and stage presence, these young musicians delivered a vibrant repertoire of classic and contemporary Taiwanese pieces. Their heartwarming renditions of nostalgic classics like "Evening Primrose" (Ye Lai Xiang) and "Grandma's Penghu Bay" instantly evoked fond memories for Taiwanese compatriots in Sydney 🥰

Director Fu-Ku Hsiao from TECO in Sydney and colleagues were invited to attend in support. In his remarks, Director Hsiao expressed heartfelt thanks to President Eunice Liu of the Australian Chinese Traders Federation (ACTF) and Principal Jui-Jung Chen of Chong-Ming Junior High School, along with their teams, for organizing this exceptional event. 🌎林佳龍部長接受 🇬🇧國際頻道《Newshour》節目視訊專訪,針對印太安全、台美關係、美對台軍售、台灣強化自我防衛與台海局勢等議題說明我國立場,節目重點包含:

✅ 針對台美關係與軍售交付進度,部長指出台美關係建立在《台灣關係法》及對台軍售等制度性基礎上,台灣去年已獲川普政府兩項總額逾110億美元的軍售案。此外,部長也引述美國國務卿盧比歐(Marco Rubio)公開表示,相關軍售仍在審查中,並非暫停。

✅ 談到台海局勢,部長提到中國軍事擴張並非只針對台灣,而是涉及整個太平洋地區;印太第一島鏈的民主及理念相近國家應加強合作,共同因應威權擴張。

✅ 除了加強與民主夥伴的合作,目前台灣也已將國防預算提高至占 GDP 的3.3%,並規劃於2030年達到5%,以有效嚇阻中國入侵與呼應美國國防部長赫格塞斯所提到的「責任分擔」。

🌊連結世界的藍色地圖 夏曼.藍波安海洋文學交會臺澳文化航道💫

❤️‍🔥駐雪梨台北經濟文化辦事處在文化部支持下,結合澳洲台灣影展「台灣書櫃」(Taiwanese Bookshelves)單元及紀錄片《大海浮夢》,邀請夏曼.藍波安(Syaman Rapongan,線上)與其子希.藍波安(Si Rapongan,實體)赴澳以「海洋文學:重新認識達悟族在世界地圖中的位置」為題辦理講座,探討傳統文化、海洋哲學與現代文學的碰撞與融合。

🌟雪梨場次於8月16日在知名獨立書店Title Store Barangaroo辦理,由酷兒螢幕(Q***r Screen)執行長兼澳洲台灣影展策展人Benson Wu主持,現場觀眾雲集,在書櫃、書架、階梯間用心聆聽夏曼.藍波安遠從蘭嶼連線分享。📖

🌊夏曼.藍波安從自身書寫理念出發,講述他所創作的海洋文學並不同於城市文學、大陸文學,而是奠基於達悟族的神話與哲學,體現人類與海洋的生存關係,例如在達悟的世界裡,一年有三個季節:飛魚的季節、停止捕獵飛魚的季節,以及等待飛魚的季節,對他們而言,魚類是有智慧的,魚類的飲食文化奠定了達悟家庭、父子的關係。他打破漢人的文體,書寫出這些獨一無二的經驗。

🎤當主持人Benson Wu問及夏曼.藍波安會怎麼推介自己的書時,夏曼.藍波安笑著回答說他不敢保證大家都能看得懂他的書,但感謝蘭嶼乾淨、漂亮的藍海,吸引了很多新一代的自由潛水者,當大家來到蘭嶼親近海洋時,也就更容易親近他的書,並幫忙和其他人分享。夏曼.藍波安也感嘆隨著年歲增長,沒辦法再負擔長途旅行,之後要請兒子希.藍波安當代言人,走到更遠的地方,和大家述說達悟、蘭嶼、海洋的文化。

✨️在稍早的《大海浮夢》映後座談中,觀眾詢問希.藍波安有關達悟族的命名方式時,希.藍波安也解釋,達悟族是以下一代為本,因此以達悟男人為例,一生會經歷三個階段:希(孩子)、夏曼(父親)、夏本(祖父),並會在後面冠上兒子或孫子的名字,譬如夏曼.藍波安意思就是藍波安的父親。

另外當觀眾提及紀錄片裡,其他族人選擇用現代船隻捕飛魚,但藍波安父子依舊選擇自己造拼板舟,並划著拼板舟用傳統的方式捕撈時,希.藍波安笑道:「爸爸和我是浪漫的人。」他們捕飛魚不求多、不求利,只是希望家裡有熱滾滾的魚湯、爸媽能吃上新鮮的魚。「我們也祝福其他現代船隻的豐收,而且不會去想這樣浪漫的、傳統的文化究竟能持續多久,」希.藍波安表示:「我們只想做自己現在能做的,盡己之力傳承保存多少是多少。」

雪梨場講座結束後,觀眾報以熱烈感動的掌聲👏有人特地帶來三十年前赴蘭嶼旅遊購買的拼板舟模型開心合影、有人依依不捨,不停上前詢問更多臺灣原住民文化的思想與議題、也有人立刻衝去書店櫃台,購買中文版書籍《大海之眼》、《天空的眼睛》或訂購英譯本,並請希.藍波安在書上代為簽名。🖊🖊

📖「台灣書櫃」坎培拉場次將於8月17日與澳洲國立大學(The Australian National
University)合作舉辦,主持人為歷史、文化及語言研究所教授班傑明.佩尼(Benjamin Penny),講座上線門票立即售罄;8月20日達爾文場次則於被譽為澳洲原住民記憶與生存史堡壘的北領地圖書館暨檔案館 (Library & Archives NT)辦理,並與北領地作家中心(Northern Territory Writers' Centre)聯名舉行。

⭐️夏曼.藍波安為2023年第23屆國家文藝獎,集文學作家、人類學者於一身,在他細膩優美、詩意的筆下,海洋、飛魚、傳統達悟人的生活智慧和現代衝擊下的悲喜,皆成創作的源泉、深邃的故事。散文集《大海之眼Mata nu Wawa》、小說《天空的眼睛》英譯本先後於2025、2026年問世。

💫由周文欽執導的紀錄片《大海浮夢》則以夏曼.藍波安為主角,完整紀錄夏曼與兒子希.藍波安從潛水、捕魚、伐木、造舟到迎海啟航的壯闊旅程;展現夏曼曾與父同行,現在與兒相伴,父子三代伐木造船、夜航捕魚的文化傳承。🛶🛶

🌊 Mapping the World in Blue: Syaman Rapongan’s Oceanic Literature Converges with the Taiwan-Australia Cultural Voyage

🖊💫 With the support of the Ministry of Culture, the Taipei Economic and Cultural Office in Sydney, in collaboration with the Taiwan Film Festival in Australia's "Taiwanese Bookshelves" section and the documentary "I Dream of the Ocean", invited renowned indigenous Taiwanese author Syaman Rapongan (online) and his son, Si Rapongan (in person), to Australia. They hosted a lecture titled "Oceanic Literature: Reimagining the Tao's Place on the Global Map," exploring the collision and integration of traditional culture, maritime philosophy, and modern literature.

🌊 The Sydney session was held on August 16 at the prominent independent bookstore TITLE Store Barangaroo. Moderated by Benson Wu, CEO of Q***r Screen and Festival Director of the Taiwan Film Festival in Australia, the event drew a full house. Audiences nestled among bookcases, shelves, and stairs to attentively listen to Syaman Rapongan's remote sharing live from Lanyu. Drawing from his personal writing philosophy, Syaman explained that his oceanic literature differs from urban or mainland literature; instead, it is grounded in the mythology and philosophy of the Tao people, reflecting the survival relationship between humanity and the ocean. For example, in the Tao world, a year consists of three seasons: the season for flying fish, the season to stop hunting flying fish, and the season of waiting for flying fish. To them, marine life possesses wisdom, and the dietary culture surrounding fish establishes the foundation of Tao family and father-son relationships. He breaks away from traditional Han literary styles to write about these unique experiences.

💫 When moderator Benson Wu asked Syaman Rapongan how he would recommend his books, Syaman smiled and replied that he couldn't guarantee everyone would understand his work. However, thanks to Lanyu's clean and beautiful blue sea, which attracts a new generation of free-divers, visitors who come to Lanyu to connect with the ocean naturally find it easier to connect with his books and share them with others. Syaman also expressed a sentimental realization that due to his advancing age, he can no longer manage long-haul travels. Henceforth, he will ask his son, Si Rapongan, to act as his ambassador, traveling further to share the culture of the Tao, Lanyu, and the ocean with everyone.

✨️During the earlier post-screening Q&A of I Dream of the Ocean, when an audience member asked about the Tao naming system, Si Rapongan explained that Tao naming is centered around the next generation. Taking a Tao man as an example, his life goes through three stages: Si (child), Syaman (father), and Syaben (grandfather), prefixed with the name of his son or grandson. For instance, "Syaman Rapongan" means the father of Rapongan.

🛶When audience members mentioned in the documentary that while other villagers chose modern boats to catch flying fish, the Rapongan father-son duo still insisted on crafting their own traditional plank boat and rowing it to fish in the traditional way, Si Rapongan smiled and said, "My father and I are romantic souls". They do not fish for abundance or profit; they simply hope for a warm bowl of fish soup at home and fresh fish for their parents. "We also bless other modern boats for their bountiful harvests, and we don't dwell on how long such a romantic, traditional culture can last," Si Rapongan stated, "We just want to do what we can right now, preserving and passing on as much as we can with all our might".

📖 Following the Sydney lecture, the audience offered warm and deeply moved applause. Some specially brought a traditional plank boat model they had bought during a trip to Lanyu thirty years ago to take a joyful photo, others lingered with reluctance, continually coming forward to ask more about Taiwanese indigenous culture and issues, and many rushed right to the bookstore counter to purchase the Chinese editions of "Eyes of the Ocean" or "Eyes of the Sky", or order the English translations, asking Si Rapongan to sign the books for them.

🗺️ The "Taiwanese Bookshelves" Canberra session took place on August 17 in partnership with The Australian National University, moderated by Benjamin Penny, Professor at the School of Culture, History and Language, with online tickets selling out instantly. The Darwin session on August 20 was hosted at the Library & Archives NT—hailed as a fortress of Northern Territory indigenous memory and survival history—in a co-branded event with the Northern Territory Writers' Centre.

🖊 Syaman Rapongan is the recipient of the 23rd National Award for Arts in 2023. As both a literary writer and an anthropologist, under his delicate, graceful, and poetic pen, the ocean, flying fish, the life wisdom of traditional Tao people, and the joys and sorrows under modern impacts all become sources of creation and profound stories. The essay collection "Mata nu Wawa (Eyes of the Ocean)" and the English translation of the novel "Eyes of the Sky" were successively published in 2025 and 2026.

🎬 Directed by Chou Wen-chin, the documentary "I Dream of the Ocean" stars Syaman Rapongan, fully documenting the magnificent journey of Syaman and his son, Si Rapongan, from diving, fishing, logging, and boat-building to setting sail into the ocean. It showcases the cultural heritage of Syaman once walking alongside his father and now accompanied by his son, with three generations of father and son logging, building boats, and navigating night fishing.

聖文森及格瑞那丁總理傅萊德(Godwin Friday)由Taiwan in St. Vincent and The Grenadines中華民國駐聖文森國大使范惠君陪同,率團赴台國是訪問並慶祝台聖建交45週年,獲賴清德總統以盛大國宴款待。

外交部與中華民國國際經濟合作協會日前合辦 #2026聖文森及格瑞那丁投資商機說明會 ,外交部葛葆萱次長致詞表示,外交部持續推動 #榮邦計畫,結合政府與民間資源,協助台灣企業拓展友邦及國際市場,並將企業的技術、資金、人才與經驗導入雙邊合作。此外,原「中美洲經貿辦事處」已擴大為拉丁美洲暨加勒比海經貿辦事處 Latin American and the Caribbean Trade Office,未來將致力促進台灣與拉美及加海友邦間的貿易、投資及產業鏈結,為雙方創造更多合作機會。

傅萊德總理致詞表示,聖文森人民深具韌性,聖國政府也全力打造安全友善的投資環境,同時積極借鏡台灣在科技、產業發展及經濟轉型的成功經驗,進一步深化兩國經貿合作及邦誼。聖文森外交、外貿投資及僑務部長彭朗博簡報聖國經濟發展藍圖及投資優勢,盼吸引台灣產業前往投資。

未來外交部將持續深化台聖雙邊關係,創造互利共榮的發展契機,增進兩國人民福祉!

St. Vincent and the Grenadines Prime Minister Hon. Dr. Godwin Friday, accompanied by Amb. Fiona Fan, is currently on his first state visit to Taiwan to mark 45 years of diplomatic ties. President Lai Ching-te warmly welcomed the delegation with a grand state banquet🎉

At the 2026 SVG Trade & Investment Opportunity Seminar—co-hosted by MOFA and CIECA—Vice Minister Baushuan Ger highlighted Taiwan’s ongoing Diplomatic Allies Prosperity Project. By combining public and private resources, Taiwan aims to help domestic businesses expand into allied markets while bringing technology, capital, and talent into our bilateral partnerships. 🤝

Vice Minister Ger also noted that the newly expanded Latin American and the Caribbean Trade Office (formerly CATO) will focus on boosting trade, investment, and supply chain integration between Taiwan and its allies across the region📈

In his address, PM Friday praised the resilience of the Vincentian people and underscored SVG’s commitment to creating a safe, investor-friendly environment. SVG looks forward to drawing on Taiwan's expertise in tech, industry, and economic transformation. Minister of Foreign Affairs Hon. Dwight Fitzgerald Bramble also presented SVG's economic roadmap, welcoming Taiwanese enterprises to invest 💼✨

【台灣買不到的《臺灣漫遊錄》澳洲版🦘】

小編的《臺灣漫遊錄》(Taiwan Travelogue)英譯,既不是美國版,也不是英國版,而是台灣沒有任何通路販售的澳洲版🇦🇺

澳洲版的封面是日治時期的台灣攝影家鄧南光1930年代的作品📷「觀賞風景照的仕女」。還有什麼會比這張攝影傳遞的百合意象、台日連結、時代氛圍,要更適合的封面呢?

《臺灣漫遊錄》應該是翻譯界裡的魔王等級——書中一連串本土食材與料理🍜,台灣人讀來飢腸轆轆,但絕對難以穿透文化的障蔽;還有這部小說的文本,因為原來已經是「後設」(metafictional)的譯文📘,而存在一些讀似日語語感的漢語。英譯者需要把這部「偽漢譯」再翻成英譯,譯上再譯,註中有註,洵為翻譯文學的奇觀。

但最難譯的,還是百合文學裡特有的純淨感👩🏻🏳️‍🌈
