一般財団法人自治体国際化協会シドニー事務所（現地での名称: JAPAN LOCAL GOVERNMENT CENTRE（CLAIR Sydney））は、一般財団法人自治体国際化協会（Council of Local Authorities for International Relations,　略称:CLAIR［クレア］）が設置している海外事務所の１つです。
シドニー事務所の主な活動内容
１．地方自治体関係者がオーストラリア・ニュージーランドで行う活動等への支援
２．日本とオーストラリア・ニュージーランドとの自治体間の交流支援
３．オーストラリア・ニュージーランドの地方制度に関する情報の収集・提供
４．オーストラリア・ニュージーランドの地方自治体との連携強化

CLAIRは、地域の国際化を支援する地方公共団体の共同組織として、昭和63年７月に設立されました。語学指導等を行う外

国青年招致事業（JETプログラム）の運営、地域の国際化の担い手となる人材の育成、地域国際化協会への支援、国際交流・国際協力事業の推進など、地域の要請に応えたさまざまな国際化支援活動を展開しています。
また、シドニーのほか、ニューヨーク、ロンドン、パリ、シンガポール、ソウル、北京に設置する海外事務所のネットワークを通じて、日本の地方公共団体の海外活動の支援や諸外国の地方行政に関する情報収集・提供等も行っています。

The Japan Local Government Centre (CLAIR, Sydney) is one of the seven overseas offices of CLAIR, the Council of Local Authorities for International Relations. Assisting Japanese local governments’ activities in Australia and New Zealand.
2. Researching into Australian and New Zealand’s government policies and practices.
4. Enhancing the partnerships between Japan, Australia and New Zealand. CLAIR is a semi-government organisation which was established in 1988 jointly by Japanese prefectures and municipalities (regional and grassroots level governments respectively) to help facilitate their various international programmes. To promote the internationalization of local communities, we oversee the JET (Japan Exchange and Teaching) Programme, help develop the careers of staff with roles in international departments, support recognized local international exchange associations, and encourage international cooperation. Moreover, CLAIR researches into Australian and New Zealand’s government policies and practices, and provides information through its international network of offices in New York, London, Paris, Singapore, Seoul, Beijing and Sydney.

山口県宇部市の活動に対する支援
Supporting Ube City, Yamaguchi Prefecture

8月３日（月）、姉妹都市であるニューカッスル市で約１週間のホームステイを行う山口県宇部市の中学生10名と引率の皆様を対象に、ブリーフィングを実施しました。

オーストラリアの人口や面積などの基本情報や、海外勤務の実情のほか、当事務所のインターン生である現地大学生からも、自身の経験を交えながら、日本とオーストラリアの生活習慣や文化の違いについて、説明・紹介しました。
真剣な表情で熱心に話を聞く生徒の皆さんの姿がとても印象的でした。今回の訪豪が、皆さんにとって実り多く、将来につながる貴重な経験となることを願っています。

クレアシドニー事務所では、オーストラリア及びニュージーランドにおける日本の自治体の様々な活動を支援しています。活動支援のご希望がございましたら、どうぞお気軽にお問い合わせください。

On Monday, 3 August, CLAIR Sydney held a briefing session for 10 lower secondary school students from Ube City, Yamaguchi Prefecture, and their chaperones ahead of their one week homestay in Ube City’s sister city of Newcastle.

During the briefing, we provided key information about Australia, including its population and land area, as well as what it is like to work overseas. Our intern, a student from a local university, also drew on their own experiences to explain the differences in lifestyles and cultures between Japan and Australia.
We were particularly impressed by how attentively and enthusiastically the students listened throughout the briefing. We hope their visit to Australia was a rewarding and memorable experience that will continue to inspire them in the years to come.

CLAIR Sydney also supports a wide range of activities undertaken by Japanese local governments in Australia and New Zealand. If you require assistance with your activities, please feel free to contact us.

Special Exhibition Now Open:
“Ehime Shimbun 150th Anniversary: New Perspectives on Ukiyo-e-Master Artists of the Bakumatsu and Meiji Eras”
From the late Edo period into the Meiji era, ukiyo-e increasingly served as an early form of mass media while also becoming a popular source of entertainment for the people of the time. Ukiyo-e is also a uniquely Japanese form of printmaking, created through the combined skills of publishers, artists, woodblock carvers, and printers.

In collaboration with the Asai Collection, this exhibition explores the role of ukiyo-e as a medium for conveying information and ideas. Discover a diverse selection of works by master artists who captured the dramatic changes of a transformative era and introduced fresh, innovative styles of expression.

８月上旬、シドニー市の姉妹都市である愛知県名古屋市から20名の高校生がオーストラリアを訪問し、ホームステイや当地の高校生との交流等を体験しました。
クレアシドニー事務所では、名古屋市からの依頼を受け、名古屋市東山動物園と姉妹動物園であるタロンガ動物園の見学のほか、当地の高校生との交流など、さまざまな体験プログラムの調整や、各所へのアポイントメント取得などの支援を行いました。
シドニー市庁舎（タウンホール）でのシドニー市による歓迎行事では、市議やシドニー・名古屋姉妹都市委員会の関係者との間で、コアラがシドニー市から東山動物園に寄贈されたエピソードや、姉妹都市交流を記念したシドニー市内の公園での植樹など、両市の長年にわたる交流について話が交わされました。名古屋市の高校生たちは、表敬のスピーチに加え、日本の歌を踊りとともに披露し、会場は和やかな雰囲気に包まれました。
これからも、クレアシドニー事務所では、オーストラリア及びニュージーランドにおける自治体の活動を支援しています。活動支援のご希望がございましたら、どうぞお気軽にお問合せください。

In early August, 20 high school students from Nagoya City, Aichi Prefecture, a sister city of Sydney, visited Australia. During their visit, they experienced homestay and took part in activities with local high school students.

At the request of Nagoya City, CLAIR Sydney supported the visit by coordinating various programs and arranging appointments with local organisations. These included a visit to Taronga Zoo, the sister zoo of Higashiyama Zoo in Nagoya, as well as opportunities for the students to experience school life in Australia. At a welcome event hosted by the City of Sydney at Sydney Town Hall, the students met with a City Councillor and a member of the Sydney-Nagoya Sister City Committee. They talked about the long-standing friendship between the two cities, including the koalas gifted by Sydney to Higashiyama Zoo and the planting of trees in a Sydney park to commemorate the sister-city relationship.

The Nagoya students also gave a short speech and performed a Japanese song, accompanied by a dance, creating a warm and friendly atmosphere at the event.

We hope their experience will continue to inspire friendship and exchange between the people of Nagoya and Sydney!

Companies that meet all of the following criteria:
・Companies planning to complete corporate registration in Tokyo between early December 2026 to March 2028
・Companies with concrete plans to drive innovation in Tokyo, such as conducting a proof of concept (PoC), engaging in joint research or co-development with Tokyo-based companies, or establishing a joint venture (JV).
・Companies with a strong commitment to expanding their business presence to Tokyo

✨Benefits:
・Access to a wide range of support services, including market research and consulting, office setup, legal services, accounting and tax advisory, recruitment and staffing support, translation services, and financial assistance

The 16th Iwate Manga Award Contest

The Iwate Prefectural Government is pleased to announce the 16th Iwate Manga Award contest, aiming to promote Iwate’s rich manga culture and showcase the prefecture and through the medium of manga.
All entries must be original works that have not been previously submitted or published.
Entries must be related to Iwate. All genres are accepted.
You may submit your work to any of the following categories:

*General Category – create your own short story that focuses on anything related to Iwate
*1-4 Panel (Koma) Manga Category – create a manga of one to four panels about Iwate.
*Illustration Category – create illustrations on anything related to Iwate

Winners of the Grand Prize and Excellence Awards in the General Category will have their artworks published on Comic Iwate WEB and receive a monetary reward.
Artists whose entries pass the initial screening will have the opportunity to receive constructive feedback on their work from a panel of professional comic magazine editors.

The “1-4 Panel Manga Category” is further divided into the General Division (high school students and above) and the Junior Division (junior high school students and below), which will be judged separately. Entries from participants of all ages, including beginners, and professionals are welcome.
Prize-winning submissions will be published on Comic Iwate WEB.

In the “Illustration Category”, awards will also be selected separately for two divisions:
the Digital Illustration Division (high school students and above), and the Illustration Division (junior high school students and below).
Even a single work is enough to enter, so we encourage you to submit your creation!

岩手県では、岩手のマンガ文化の振興と、マンガを活用した本県の魅力を発信することを目的に、「第16回いわてマンガ大賞」コンテストを開催します。

募集する作品は岩手に関連のあるもので、ジャンルを問わず未発表・未投稿のオリジナル作品です。
募集部門は、「一般部門」と「１～４コマ部門」（２コマ、３コママンガも可）、「イラスト部門」の３部門です。

「一般部門」の大賞・優秀賞作品は、賞金のほかに、岩手県が運営するインターネットサイト「コミックいわてＷＥＢ」に作品を掲載します。
また、一次審査を通過した作品を対象として、複数名の漫画編集者から作品へのアドバイスを受ける機会を設けます。

「１～４コマ部門」では、一般の部（高校生以上）、中学生以下の部ごとに賞を選出することとしており、小さいお子様からプロの方まで気軽に応募できます。
入賞作品は、「コミックいわてＷＥＢ」への掲載を予定しています。

On 1 August 2026, a Pre-Departure Orientation and Farewell Reception hosted by the Consulate-General was held at a hotel in Auckland to farewell 29 participants of the JET (Japan Exchange and Teaching) Programme heading off to Japan. The event was also attended by Executive Director Ms MITSUNAGA and Assistant Director Ms MIYAUCHI of the Council of Local Authorities for International Relations (CLAIR) Sydney Office.

At the reception, Consul-General MINOYA offered the new participants words of encouragement for their future activities, as the JET programme has an important role in strengthening positive relations between Japan and New Zealand, such as the promotion of Japanese language education. He expressed his hopes that the new participants will experience fantastic encounters with people, lifestyle and culture in the respective regions of Japan, based on which they will build new bridges to promote exchange between the two countries, and work together to contribute to Japanese language education after their return.

After completing an orientation in Tokyo, the JET Programme participants will work at schools or local government offices around Japan as Assistant Language Teachers (ALTs) or Coordinators for International Relations (CIRs).

2026年8月1日、オークランド市内のホテルにおいて、JETプログラム（The Japan Exchange and Teaching Programme）の参加者として新たに渡日する29名に対する当館主催の出発前オリエンテーション及び歓送レセプションを開催しました。当日は自治体国際化協会（CLAIR）シドニー事務所より光永所長及び宮内所長補佐も出席されました。

レセプションでは、箕谷総領事から、JETプログラム新規参加者に対し、今後の活躍への激励の言葉を贈り、今回の参加者が、日本各地で人・生活・文化との素晴らしい出会いと学びを経験し、帰国後はこれらを活かしてNZと日本との間の相互交流の新たな架け橋となり、日本語教育推進への貢献にも共に取り組めることを期待する旨述べました。

新規参加者は、日本でのオリエンテーションを終えた後、日本各地の学校又は自治体において外国語指導助手（ALT：Assistant Language Teacher）又は国際交流員（CIR：Coordinator for International Relations）として活動します。

JETプログラム新規参加者歓送レセプション

６月下旬から８月上旬にかけて、オーストラリア・ニュージーランドの各在外公館が主催するJETプログラム新規参加者歓送レセプションに参加しました。
新規参加者の皆さんは、日本への出発を目前に控え、元JETプログラム参加者の先輩たちからアドバイスを受けたり、新規参加者同士で親睦を深めたりと、レセプション出席者と積極的に交流していました。JETの業務に対する目標や抱負はもちろん、「日本各地を訪れてみたい」「日本のお祭りにとても興味がある」といった、日本での生活への期待についても伺うことができました。
JETとしての任用期間中、公私ともにさまざまな経験を積みながら、日本各地の国際化に貢献されるとともに、帰国後も、日本とオーストラリア・ニュージーランドとをつなぐ懸け橋として活躍し続けていただけることを期待しております。

[Farewell Reception for New JET Programme Participants]
　From late June to early August, CLAIR Sydney attended farewell receptions for new JET Programme participants hosted by Japanese embassies and consulates across Australia and New Zealand.
　Ahead of their departure for Japan, the new participants received advice from former JETs and engaged with fellow participants and reception attendees, building connections before embarking on their new journey. We had the pleasure of hearing not only their goals and aspirations for their work on the JET Programme, but also their excitement for life in Japan, including hopes to travel throughout the country and experience traditional festivals.
　During their time on the JET Programme, we hope that the participants will gain a wide range of professional and personal experiences, contribute to the internationalisation of communities throughout Japan, and continue to serve as vital bridges connecting Japan with Australia and New Zealand long after they return home.
