Disaster Preparedness and Prevention Initiative in SEE DPPI SEE is a regionally owned initiative by 10 member states represented by the national civil protection authorities.

Its existence contributes to the overall efforts to create disaster resilient communities in this part of Europe. The DRR training course under the DPPI Disaster Management Training Program is focused on a holistic approach to reducing risks, responding to and recovering from disasters specific to the region of South-Eastern Europe. The course provides in depth orientation on disaster risk reducti

on concepts and guidance, including the Hyogo Framework for Action (HFA), as well as understanding the key aspects and activities of response and recovery. The course builds upon participants’ existing knowledge base so they can relate disaster risk reduction issues in practical terms to their day-to-day work responsibilities. The course will also allow participants to apply practice to a case study or a simulation exercise culminating in a group project and presentations at the end of the course.

🌍 DPPI SEE in collaboration with the Ministry of Interior, Sector for Emergency Management of the Republic of Serbia, was proud to host the workshop on "Emergency Management and Cross-Sector Coordination with a Focus on Forest Fires", held from October 8 to 10, 2024, in Belgrade, Serbia.

🌲 Member states in attendance included Albania, Bosnia and Herzegovina, Bulgaria, North Macedonia, Montenegro, Romania, and Serbia. The workshop brought together civil protection and disaster risk reduction experts, local government officials, and emergency response teams to exchange experiences and share best practices on forest fire management.

🔥 Participants delved into both the administrative and practical aspects of managing emergency situations caused by forest fires. The primary goal was to foster discussions on preparing for, responding to, and recovering from forest fire incidents. Presentations highlighted critical topics such as:

Real-time data sharing
Community engagement in disaster preparedness
Integration of technology in firefighting efforts
👥 The interactive format encouraged collaboration through group sessions where participants brainstormed solutions to challenges such as coordinating evacuation plans and improving communication between agencies. Keynote speakers further enriched the event with their insights into effective emergency management strategies.

🤝 As a result, attendees expressed a renewed commitment to strengthening cross-sector coordination in forest fire management. The connections made and lessons learned will undoubtedly enhance community resilience and ensure that stakeholders are better equipped to handle future challenges.

The Ministry of Security of Bosnia and Herzegovina, in collaboration with the Disaster Preparedness and Prevention Initiative of South-Eastern Europe (DPPI SEE), held a workshop titled "Preparation of Project Proposals in the Field of Protection and Rescue, and Application to Available EU Funds - Exchange of Experiences" on 25-26 September 2024, in Jahorina.
In addition to representatives from various levels of the host country, the workshop welcomed participants from DPPI SEE member states, including Albania, Bulgaria, Croatia, Montenegro, North Macedonia, Romania, Serbia, and Slovenia, as well as representatives from the European Commission’s DG ECHO.
The workshop aimed to provide a platform for participants from DPPI SEE countries to showcase best practices and exchange experiences in project development. Key discussions revolved around the challenges civil protection authorities face—from conducting institutional needs assessments and identifying relevant project topics, to writing applications and establishing project consortiums.
During the second part of the workshop, participants were divided into four working groups. Each group selected a relevant project topic, navigated application procedures, adhered to defined timelines and milestones, and presented their brief project proposals.

We are excited to share insights from our recent workshop on Private-Public Partnerships (PPP) in Disaster Risk Management. This event, held in Belgrade (Serbia) in late May 2024, brought together experts from eight DPPI SEE member countries and key stakeholders to discuss the critical role of public and private sectors in emergency management. The workshop highlighted diverse cooperation areas, essential criteria for effective PPPs, and engagement strategies that ensure prompt operational readiness. Legal formats like MoUs and flexible procurement processes were also discussed to support rapid response capabilities during crises.
By leveraging these insights, we can build resilient communities and enhance our disaster preparedness and response capabilities. Collaboration between public and private sectors is key to overcoming challenges such as legal constraints and resource identification. Let’s continue to strengthen our partnerships and innovate for a safer future!

Preko 2️⃣5️⃣ zvaničnika i stručnjaka iz Bosne i Hercegovine, kao i stručnjaka za upravljanje katastrofama iz zemalja članica Disaster Preparedness and Prevention Initiative in SEE , pridružilo se + trodnevnoj radionici koju su vodili DHL i stručnjaci United Nations Development Programme - UNDP. 👏

Tokom programa, učesnici su, pod vodstvom trenera, izvršili samoprocjenu napretka na ✈️ Sarajevo International Airport od 2018. godine i ažurirali konkretne preporuke kako bi osigurali da 🇧🇦 bude ažurna i dobro pripremljena za sve potencijalne katastrofe.

Stručnjaci za upravljanje katastrofama će također uzeti u obzir ove naučene lekcije i primijeniti ih na scenarij iz stvarnog života u regionalnoj simulacijskoj vježbi predviđenoj za kraj 2023.

Over 25 participating officials and experts from Bosnia and Herzegovina, as well as disaster management specialists from member states of DPPI-SEE in Southeast Europe, joined the GARD Plus 3 day workshop led by Deutsche Post Group and experts.

During the program, participants were guided by trainers to conduct a self-assessment of the progress since 2018 at the Airport and update specific recommendations to ensure that Bosnia and Herzegovina is kept up to date and well-prepared for any potential disasters.

The disaster management specialists will also take these lessons learnt and apply them to a real-life scenario in a regional simulation exercise that will be conducted at the end of 2023. Read more 👉 bit.ly/3N55U0z

Forest fires conference in Podgorica, Montenegro covered the topics of fire prevention and response. DPPI member states used it to share their activities, discuss challenges and identify potential ways forward in tackling some of the common problems that they are facing. The study visit to the fire station in Bar enabled the participants to listen to the first line responders how they are organized and prepared for the upcoming fire season. This was a joint event hosted by the Protection and Rescue Directorate of Montenegro and Sector for Emergency Situations of Republic of Serbia.

DPPI SEE started its 3rd event for this year. In cooperation with the Ministry of Security of Bosnia and Herzegovina - Sector for Protection and Rescue, a workshop is being organized on aerial firefighting in Sarajevo. Some of the key points from todays exchanges and discussions: aerial firefighting is an effective but expensive tool that requires planning not only for the equipment part but also for the human resources (even more important); differences in organizational structures dedicated to aerial firefighting and types of equipment is preventing creating regional approaches in tackling the challenges. We are continuing tomorrow as well!

DPPI FLEX 2023 design process is ongoing as we have just finished the 1st Planning conference in Sarajevo. Hosted by the Ministry of Security of Bosnia and Herzegovina - Sector for Rescue and Protection, 57 participants contributed to the identification of the objectives of the exercise, the design of the exercise and the training needs. We were privileged to have with us representatives from Sphere, Global Logistics Cluster, IEDO and DHL. Next steps are scenario planing and conducting trainings for the participating teams. At the 2nd Planning conference in June, the work will continue towards builiding the exercise structure.

The last event under Disaster Management Training Program for 2022 was held in Podgorica, Montenegro on the topic of civil protection training centers. The workshop was held in the newly established civil protection training center and this was the first international event held there.

Team DPPI SEE composed of representatives from Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Montenegro, N.Macedonia, Serbia, Slovenia and the Secretariat participated at the EFDRR Action oriented dialogue on risk communication in Bucharest, Romania. Both the delegations and the Secretariat participated at the High Level Round table on the 24th of February as well, when the outcomes of the event were presented and discussed.
