Bolstering Disaster Preparedness in the Caribbean


On July 10 and 11, the United States William J. Perry Center for Hemispheric Defense Studies co-hosted a Humanitarian Assistance and Disaster Response Seminar with U.S. Southern Command and the Caribbean Disaster and Emergency Management Agency (CDEMA) at the Hilton Barbados.

The event brought together participants from 18 Caribbean and South American countries, as well as British, Canadian, Dutch, and French partners. The seminar provided an opportunity to consolidate lessons learned from the 2017 hurricane season and to prepare Caribbean, partner nations, and U.S. humanitarian assistance forces for the 2018 hurricane season.

Opening remarks were provided by Ms. Gayle Francis-Vaughn, Permanent Secretary at Ministry of Home Affairs, and Mr. Ronald Jackson, CDEMA Executive Director. During the seminar panels and round-table discussions, participants gained an understanding of partner nation procedures, capacities, and gaps in humanitarian assistance and disaster response efforts. The forum also provided an opportunity to strengthen regional coordination for mitigation, management, and coordinated response to natural disasters. Last year's hurricane season highlighted the need for an international approach to disaster preparedness and response. This seminar served to further forge and strengthen relationships that will ultimately help achieve this approach that will be critical to future response efforts.

During the closing remarks, Ambassador Taglialatela expressed her gratitude for the work that’s been done over the past year to synchronize the collective lessons learned in the region and to improve disaster preparedness. She stated that her hope is “we identify strategies to bolster our areas for improvement, and further build on existing friendships, so that when we are faced with a disaster, we know how and where to turn for support.”

USAID LAUNCHES PROJECT TO SUPPORT REGIONAL NGOs


The United States Agency for International Development (USAID)-funded Local Capacity for Local Solutions (LC4LS) Project was launched today in Guyana’s capital city of Georgetown. The project builds the capacity of Non Governmental Organizations (NGOs) working in critical sectors in ten Eastern and Southern Caribbean countries.

The project is being implemented in Antigua & Barbuda, Dominica, Grenada, St. Lucia, St. Vincent & the Grenadines, St. Kitts & Nevis, Barbados, Trinidad & Tobago, Suriname, and Guyana in collaboration with the Caribbean Policy Development Centre (CPDC) and the University of the West Indies School of Continuing Studies. LC4LS will strengthen the managerial, organizational, and administrative capacities of NGOs working in the areas of youth and citizen security, HIV and AIDS, and environmental resilience, as well as those that address poverty alleviation, economic empowerment and work with marginalized populations.

United States Ambassador to Guyana, Mr. Perry Holloway, told participants attending the Project launch that over the past five years the Eastern and Southern Caribbean region had seen an expansion of civil society organizations working in advocacy and delivering key services at the community level. Indicating that the US Government was pleased to continue its long history of supporting regional governments, he contended: “This U.S. Embassy-supported $8 million dollar initiative represents an ongoing partnership with Guyana and nine other countries of the Eastern and Southern Caribbean. It also demonstrates our collective commitment to promote more resilient and prosperous communities in which Government and civil society work hand in hand to develop sustainable solutions to the region’s most pressing challenges.”

USAID Mission Director for the Eastern and Southern Caribbean, Christopher Cushing, told the audience, including Minister within the Ministry of Social Protection, Keith Scott, and Permanent Secretary, Lorene Baird, that the USAID Project will provide workshops, trainings, and customized technical assistance in advocacy, strategic planning, financial management, institutional governance, resource mobilization, communications, and other areas. He added that scholarships will be offered for online accredited courses in nonprofit management and grants provided to select NGOs to support organizational improvements.

Mr. Cushing noted that select peer-to-peer learning and networking opportunities will also be created to enable NGOs to connect and share information with each other, as well as with potential donors, the private sector, government agencies, and academic institutions across the region.

The LC4LS Project represents an example of USAID Administrator Mark Green’s push to ensure that USAID programs are best-supporting a country’s journey to self-reliance by implementing solutions to their own development challenges.
