The Dissemination Workshop on Brain Circulation was held on 16 June 2026 at the SICIP Conference Room, Prabashi Kallyan Bhaban, Dhaka. The workshop brought together representatives from government, academia, industry, and other stakeholders to discuss the designing of an effective framework for engaging global Bangladeshi talent, particularly Non-Resident Bangladeshis (NRBs), in support of industrial upgrading, innovation, research collaboration, and advanced skills development in the country.
The program commenced with a welcome address by Mohammed Walid Hossain, Executive Program Director, SICIP, followed by inaugural remarks from Hasan Khaled Foisal, Additional Secretary, TDM and Macroeconomics Wing, Finance Division. A presentation on the proposed Brain Circulation Initiative highlighted the concept, international experiences, priority sectors, expected development outcomes, and possible modalities for engaging diaspora professionals in Bangladesh's development process.
Participants actively contributed during the breakout sessions and open discussions. Key recommendations included developing a diaspora talent registry, identifying priority sectors and skills gaps, establishing flexible engagement modalities, strengthening industry–academia collaboration, and piloting targeted interventions with clearly defined outcomes. Participants also emphasized the importance of institutional coordination, sustainable knowledge-transfer mechanisms, and leveraging global professional networks to support technology transfer, innovation, and capacity development.
Overall, the workshop was highly interactive and productive. The discussions reaffirmed the relevance of the Brain Circulation concept as a strategic approach for mobilizing global Bangladeshi expertise to enhance industrial competitiveness, innovation capacity, and skills development. The recommendations generated during the workshop will provide valuable inputs for the future design and implementation of the proposed Brain Circulation Initiative under SICIP.
