ROSC I was implemented in 90 Upazilas with the overall objective to support the Government of Bangladesh achieving the national policy of “Education for all”. It was implemented during the financial years 2004-05 to 2012-13. Its target was to provide support to 750,000 out of school children for second chance primary education. The target was surpassed by enrolling 780,000 learners in 23,000 learn

ing centers. ROSC II was launched in January 2013 to achieve the same goal with the target of providing second chance primary to 720,000 learners in 21,700 Learning Centers in 147 Upazilas. As per the original DPP, ROSC II has additional target to provide education support to about 10,500 slum dweller children in Dhaka City on a pilot basis through establishment of 300 learning centers. It also targets to support basic life skill and education program for 1500 child domestic workers in Dhaka, also on a pilot basis. The project has another sub component, different from ROSC I. This is about pre-vocational training for 25,000 learners over five years helping their livelihoods and opportunity of employment and income.
