Es war uns eine große Freude, gemeinsam mit dem Institut der deutschen Wirtschaft im Haus der deutschen Wirtschaft in Brüssel über „Bürokratieabbau in der EU – Anspruch und Wirklichkeit“ zu diskutieren. 🤝🇪🇺

🧠📊 Dr. Klaus-Heiner Röhl, Senior Economist am Institut der deutschen Wirtschaft, stellte aktuelle Befragungsergebnisse zu Bürokratielasten aus Sicht der deutschen Wirtschaft vor. Seine Ausführungen machten deutlich, dass Dokumentations-, Berichts- und Nachweispflichten erhebliche Ressourcen in Unternehmen binden und sich auf Investitionsentscheidungen, Innovationsfähigkeit und wirtschaftliche Dynamik auswirken können.

💡⚖️ In der anschließenden Podiumsdiskussion mit Dr. Alexander Hempfing, Europäische Kommission, GD IDEA, Markus Ferber MdEP und Dr. Klaus-Heiner Röhl wurde deutlich: Bürokratieabbau bedeutet nicht einfach, Regeln zu streichen. Entscheidend ist vielmehr, Regulierung kohärenter, verhältnismäßiger und praxistauglicher zu gestalten und unterschiedliche Regulierungsebenen abzustimmen.

🚀📑 Die Diskussion zeigte, dass wirksame Entlastung bessere Folgenabschätzungen, systematischere Evaluierungen, weniger Widersprüche zwischen Rechtsakten und eine konsequentere Digitalisierung der Verwaltung erfordert. Gerade für kleine und mittlere Unternehmen wird sich der Erfolg europäischer Vereinfachungsinitiativen daran messen lassen, ob Entlastung tatsächlich im betrieblichen Alltag ankommt und im nicht produktiven Bereich Personal eingespart werden kann.

🇪🇺🤝 Zugleich wurde deutlich, dass Bürokratieabbau auf mehreren Ebenen ansetzen muss. Europäische Initiativen können wichtige Impulse geben, entscheidend bleibt jedoch auch die Umsetzung in den Mitgliedstaaten. Die Herausforderung besteht darin, unnötige Belastungen abzubauen, ohne die Ziele notwendiger Regulierung zu schwächen.

It was a great pleasure again to contribute to this year’s CEPS Ideas Lab! 🤝

Besides participating in numerous plenary and lab sessions, we were delighted to have the director of our Academy for Politics and Current Affairs, Prof. Dr. Diane Robers, speak on “𝗧𝗵𝗲 𝗘𝗨 𝗜𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗗𝗶𝗴𝗶𝘁𝗮𝗹 𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝘆: 𝘄𝗵𝗮𝘁 𝗰𝗼𝗱𝗲 𝗳𝗼𝗿 𝘁𝗲𝗰𝗵 𝗱𝗶𝗽𝗹𝗼𝗺𝗮𝗰𝘆?” 🌐

🧠💡 Prof. Dr. Robers highlighted that 𝘁𝗿𝘂𝘀𝘁 𝗮𝗻𝗱 𝗲𝘅𝗲𝗰𝘂𝘁𝗶𝗼𝗻 are at the core of Europe’s digital influence. It is not enough to develop cutting-edge technology; Europe must also demonstrate consistent implementation and measurable impact. Clear KPIs, regulatory relief for startups, and active showcasing of Europe’s capabilities are key to ensuring partner countries understand the value and reliability of European digital solutions.

🇲🇲 🇹🇭 🇪🇺 In a closed-door session on Europe's strategic choices to face risks from both China and the United States, our country representative in Myanmar and Thailand, Achim Munz, highlighted the trust and reputation Europe enjoys in Southeast Asia — and the untapped potential for cooperation in strategic sectors such as critical raw materials. ⛏️⚡

𝐆𝐞𝐫𝐦𝐚𝐧 𝐌𝐏𝐬 𝐢𝐧 𝐁𝐫𝐮𝐬𝐬𝐞𝐥𝐬: Members of the Bundestag discussed this week with colleagues from the European Parliament, DIHK, Eurochambres, and BDI the prospects for the German and European economy. 🇩🇪 🇪🇺 📈🏭🏦💼

⚙️🔍 𝐏𝐫𝐨𝐛𝐥𝐞𝐦 𝐚𝐧𝐚𝐥𝐲𝐬𝐢𝐬:

• Germany continues to be seen as a central growth engine of the EU, but it faces significant 𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐚𝐥 𝐩𝐫𝐞𝐬𝐬𝐮𝐫𝐞 (bureaucracy, energy costs, skilled labor shortages). Particularly affected: the hashtag (small and medium-sized enterprises).

• The European economy is growing moderately by 1.4% (Germany is below that). However, 𝐜𝐨𝐦𝐩𝐞𝐭𝐢𝐭𝐢𝐯𝐞𝐧𝐞𝐬𝐬 is increasingly being questioned.

• 𝐑𝐞𝐠𝐮𝐥𝐚𝐭𝐨𝐫𝐲 𝐩𝐫𝐞𝐬𝐬𝐮𝐫𝐞: the EU’s “bureaucracy omnibus” is seen more as “damage control” than as “relief.”

• 𝐀𝐝𝐝𝐢𝐭𝐢𝐨𝐧𝐚𝐥 𝐛𝐮𝐫𝐝𝐞𝐧𝐬: partial collapse of the multilateral trade system and unfair competition; COVID-19 support programmes; rising interest rates; fragmented responsibility at the European level; exchange rate fluctuations and a strong appreciation of he Euro.

🌍 𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐢𝐧𝐠 𝐄𝐮𝐫𝐨𝐩𝐞’𝐬 𝐒𝐩𝐚𝐜𝐞 𝐅𝐮𝐭𝐮𝐫𝐞 — 𝐈𝐧𝐬𝐢𝐠𝐡𝐭𝐬 𝐟𝐫𝐨𝐦 𝐚 𝐃𝐞𝐥𝐞𝐠𝐚𝐭𝐢𝐨𝐧🚀

Young leaders and security experts from Belgium, the Netherlands, and Luxemburg visited Munich for a three-day dialogue programme. Under the title “𝐒𝐭𝐫𝐚𝐭𝐞𝐠𝐢𝐜 𝐒𝐨𝐯𝐞𝐫𝐞𝐢𝐠𝐧𝐭𝐲 𝐌𝐚𝐝𝐞 𝐢𝐧 𝐆𝐞𝐫𝐦𝐚𝐧𝐲: 𝐇𝐢𝐠𝐡 𝐓𝐞𝐜𝐡 𝐢𝐧 𝐭𝐡𝐞 𝐒𝐩𝐚𝐜𝐞 𝐄𝐜𝐨𝐧𝐨𝐦𝐲 𝐚𝐧𝐝 𝐄𝐮𝐫𝐨𝐩𝐞𝐚𝐧 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲”, the delegation engaged with policymakers, researchers, and industry leaders to explore how Bavaria’s dynamic space ecosystem contributes to Europe’s competitiveness in space and security.

They met with decision-makers from the Bavarian state government, the German Aerospace Center (DLR) , the ESA BIC Bavaria, and leading aerospace and defence companies. The discussions focused on innovation, critical infrastructure, and networking to support stronger cooperation across Bavaria, Benelux and Europe.

📜🇪🇺 ❝A major insight for me was how Bavaria illustrates an impressive case of rapid technological ascent. It is also reassuring to see that Bavarian stakeholders expressed confidence in the broader European trajectory. Interestingly, funding, long a major grievance in the space sector, barely came up. The bottleneck many people now point to lies in the regulatory space, such as coherent joint procurement or standardised licensing. — Thao Pham (🇳🇱)

🪐🔬 ❝Given the current geopolitical situation, the topics of space and defence are becoming increasingly important. Investment in the space sector is crucial — not only for scientific progress, but also for the security and sovereignty of the EU. For young politicians, in particular, it is important to engage with these fields and actively help shape the future. As Benelux countries, we can learn a great deal from Bavaria’s strong commitment. We should adopt this approach in order to become even stronger together as Europe. — Mich Weber (🇱🇺)

🛰️💪 ❝One key takeaway for me is that it is not all doom and gloom for our European capabilities in high tech in space and defense. The contemporary predominant narrative is one of European decline vis-à-vis other powers, but this programme showed us that Bavaria and Europe can play at the highest level in cutting-edge technology for both space and defense. — Thomas Belligh (🇧🇪)

“𝐈𝐭’𝐬 𝐭𝐡𝐞 𝐞𝐜𝐨𝐧𝐨𝐦𝐲, 𝐬𝐭𝐮𝐩𝐢𝐝!” 🇺🇸🇪🇺

Yesterday we welcomed U.S. expert Josef Braml. Together with Klaus Welle, Academic Council Chairman of the Wilfried Martens Centre, and our chairman, Markus Ferber, MdEP, he discussed with Brussels-based think tankers and policymakers a strategic outlook on the transatlantic partnership.

The closed-doors discussion highlighted following points:

● 𝐖𝐞’𝐫𝐞 𝐥𝐢𝐯𝐢𝐧𝐠 𝐢𝐧 𝐭𝐢𝐦𝐞𝐬 𝐨𝐟 𝐠𝐞𝐨𝐞𝐜𝐨𝐧𝐨𝐦𝐢𝐜𝐬, in which financial flows and economic means are used to geopolitical ends. We’re facing a new Cold War, yet this time China holds economic leverage over both America and Europe. 🧭

● 𝐓𝐡𝐞 𝐔𝐒 𝐢𝐬 𝐮𝐧𝐝𝐞𝐫𝐠𝐨𝐢𝐧𝐠 𝐚 𝐜𝐮𝐥𝐭𝐮𝐫𝐚𝐥 𝐜𝐨𝐮𝐧𝐭𝐞𝐫𝐫𝐞𝐯𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐬𝐞𝐞𝐬 𝐚 𝐟𝐮𝐬𝐢𝐨𝐧 𝐨𝐟 𝐝𝐞𝐦𝐨𝐜𝐫𝐚𝐭𝐢𝐜 𝐬𝐮𝐛𝐬𝐲𝐬𝐭𝐞𝐦𝐬 – of military, technological, financial, and political power. Elections will not remain the same; the spectre of civil war looms large. The Biden-Harris teams campaigned on “saving democracy”, but failed, as voters are more concerned with living standards than democratic ideals – a lesson also to be learned for European democracies.

● 𝐌𝐞𝐚𝐧𝐰𝐡𝐢𝐥𝐞, 𝐭𝐡𝐞 𝐔𝐒 𝐢𝐬 𝐮𝐧𝐝𝐞𝐫𝐠𝐨𝐢𝐧𝐠 𝐚 𝐫𝐞𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐢𝐧𝐠 𝐨𝐟 𝐢𝐭𝐬 𝐟𝐢𝐧𝐚𝐧𝐜𝐢𝐚𝐥 𝐩𝐨𝐬𝐭𝐮𝐫𝐞, grappling with mounting public debt – and overvalued stock markets and currency.

● 𝐏𝐚𝐫𝐭𝐢𝐜𝐢𝐩𝐚𝐧𝐭𝐬 𝐝𝐢𝐬𝐚𝐠𝐫𝐞𝐞𝐝, 𝐡𝐨𝐰𝐞𝐯𝐞𝐫, 𝐨𝐧 𝐰𝐡𝐞𝐭𝐡𝐞𝐫 𝐖𝐚𝐬𝐡𝐢𝐧𝐠𝐭𝐨𝐧 𝐭𝐡𝐢𝐧𝐤𝐬 𝐬𝐭𝐫𝐚𝐭𝐞𝐠𝐢𝐜𝐚𝐥𝐥𝐲. Some argued that this is the most strategically prepared administration in decades, pointing to the influence of Heritage Foundation’s “Project 2025” and interpreting tariff policies through the lens of the “Mar-a-Lago Accord” as a blueprint for a new global trading system. Others emphasised the administration’s erratic behaviour, its lack of economic competence, and different camps within the Republican party, as well as unrealistic expectations of pulling off a “Reverse Nixon” to bring Russia into the fold in a new great-power rivalry with China.

● Yet most participants agreed: 𝐭𝐡𝐞 𝐄𝐔 𝐧𝐞𝐞𝐝𝐬 𝐭𝐨 𝐚𝐜𝐭 𝐦𝐨𝐫𝐞 𝐬𝐭𝐫𝐚𝐭𝐞𝐠𝐢𝐜𝐚𝐥𝐥𝐲, set up a limited number of real priorities instead of lengthy roadmaps. 🎯There are enough reports published (e.g. the Letta and Draghi reports). Speedy implementation of a limited number of priorities is key – and overdue. Nonetheless, strategic action remains constrained by the need to secure democratic majorities across Europe.

As the roundtable examined the fragile “community of values”, one conclusion became clear: 𝐢𝐭’𝐬 𝐢𝐧𝐭𝐞𝐫𝐞𝐬𝐭𝐬 – 𝐧𝐨𝐭 𝐯𝐚𝐥𝐮𝐞𝐬 – 𝐭𝐡𝐚𝐭 𝐛𝐢𝐧𝐝 𝐭𝐡𝐞 𝐔𝐒 𝐚𝐧𝐝 𝐄𝐮𝐫𝐨𝐩𝐞 𝐭𝐨𝐠𝐞𝐭𝐡𝐞𝐫. While shifting values may even drive the transatlantic partners apart, shared economic and strategic interests keep us together.

Luxemburg wahrt nicht nur die europapolitische Balance zwischen Frankreich und Deutschland, sondern ist spezialisiert auf den Bau von Satelliten und Drohnen. 🛰️

Auf Einladung des Europa-Büros der Hanns Seidel Foundation fand vom 12. bis 14. November 2025 ein Dialogprogramm in Luxemburg für jüngere Führungskräfte aus Politik, Verwaltung und Wissenschaft Bayerns statt.

💬🤝 Die siebenköpfige Delegation traf Entscheidungsträger der großen europäischen Finanz- und Rechtsinstitutionen wie des Europäischen Gerichtshofs (EuGH), des Rechnungshofs, der Investitionsbank und des Stabilitätsmechanismus sowie der luxemburgischen Politik zu Informationsgesprächen und intensivem Meinungsaustausch. Ziel: der politische Austausch, die fachliche Vertiefung und persönliche Vernetzung im Herzen Europas.
