(English below) สถานเอกอัครราชทูต ณ กรุงบรัสเซลส์ ต้อนรับคณะผู้บริหารสำนักงานการวิจัยแห่งชาติ กระชับความร่วมมือด้านวิจัยและนวัตกรรมไทย–เบลเยียม
เมื่อวันที่ 5 มิถุนายน 2569 นางกาญจนา ภัทรโชค เอกอัครราชทูต ณ กรุงบรัสเซลส์ พร้อมด้วยข้าราชการสถานเอกอัครราชทูตฯ และทีมประเทศไทย ให้การต้อนรับนางวิภารัตน์ ดีอ่อง ผู้อำนวยการสำนักงานการวิจัยแห่งชาติ (วช.) และคณะ ซึ่งเดินทางเยือนเบลเยียมระหว่างวันที่ 3–6 มิถุนายน 2569 เพื่อเข้าร่วมการประชุม STS Forum Council Meeting และหารือความร่วมมือด้านการวิจัยกับหน่วยงานสำคัญของเบลเยียม รวมทั้งเข้าร่วมพิธีลงนามบันทึกความเข้าใจระหว่าง วช. และ Fonds de la Recherche Scientifique (FNRS) องค์กรด้านการวิจัยวิทยาศาสตร์แห่งชุมชนภาษาฝรั่งเศสแห่งเบลเยียม
โอกาสนี้ เอกอัครราชทูตฯ และผู้อำนวยการ วช. ได้แลกเปลี่ยนข้อคิดเห็นเกี่ยวกับแนวทางการส่งเสริมความร่วมมือด้านการวิจัย วิทยาศาสตร์ เทคโนโลยี และนวัตกรรมระหว่างไทยกับเบลเยียม โดยเฉพาะในสาขาที่ทั้งสองประเทศมีศักยภาพร่วมกัน อาทิ การเกษตรและเทคโนโลยีอาหาร เศรษฐกิจหมุนเวียนและการรีไซเคิล เทคโนโลยีชีวภาพ วัคซีนและเวชภัณฑ์ ตลอดจนเทคโนโลยีและวัสดุขั้นสูง เช่นการทหาร ที่สามารถต่อยอดสู่ภาคอุตสาหกรรมแห่งอนาคต แนวโน้มความร่วมมือด้านการวิจัยระหว่างไทยกับเบลเยียมในบริบทของการเจรจาความตกลงการค้าเสรีไทย–สหภาพยุโรป (Thailand–EU FTA) ซึ่งหากการเจรจาประสบผลสำเร็จ จะไม่เพียงช่วยส่งเสริมการค้าและการลงทุนระหว่างกันเท่านั้น แต่ยังมีศักยภาพในการเอื้อให้เกิดความร่วมมือด้านการวิจัย นวัตกรรม และการพัฒนาเทคโนโลยีร่วมกัน
ในช่วงบ่ายของวันเดียวกัน เอกอัครราชทูตฯ ได้เข้าร่วมเป็นสักขีพยานในพิธีลงนามบันทึกความเข้าใจระหว่าง วช. และ FNRS ซึ่งมีวัตถุประสงค์เพื่อเป็นกรอบความร่วมมือในการสนับสนุนกิจกรรมทางวิชาการและการวิจัยร่วมกัน โดยครอบคลุมการจัดประชุมวิชาการและการสัมมนา การสนับสนุนทุนวิจัยร่วม ตลอดจนการแลกเปลี่ยนนักวิจัย นักวิชาการ และบุคลากรระหว่างสองประเทศ
FNRS เป็นองค์กรหลักด้านการสนับสนุนการวิจัยของชุมชนภาษาฝรั่งเศสแห่งราชอาณาจักรเบลเยียม มีบทบาทสำคัญในการส่งเสริมการวิจัยขั้นแนวหน้า การพัฒนาศักยภาพนักวิจัย และการสร้างเครือข่ายความร่วมมือทางวิชาการระดับนานาชาติ การลงนามบันทึกความเข้าใจครั้งนี้เป็นผลสืบเนื่องจากการหารือระหว่างคณะผู้บริหารของ วช. และ FNRS เมื่อวันที่ 26 มีนาคม 2568 ณ กรุงบรัสเซลส์ ซึ่งทั้งสองฝ่ายเห็นพ้องถึงความสำคัญของการจัดทำกรอบความร่วมมืออย่างเป็นทางการเพื่อส่งเสริมการดำเนินกิจกรรมทางวิชาการและการวิจัยร่วมกันอย่างเป็นรูปธรรม
การลงนามบันทึกความเข้าใจดังกล่าวนับเป็นอีกก้าวสำคัญของความร่วมมือด้านวิทยาศาสตร์ วิจัย และนวัตกรรมระหว่างไทยและเบลเยียม ซึ่งจะช่วยขยายโอกาสในการสร้างองค์ความรู้ การพัฒนาบุคลากรวิจัย และการเชื่อมโยงเครือข่ายความร่วมมือระหว่างสถาบันวิจัยของทั้งสองประเทศ อันจะนำไปสู่การพัฒนานวัตกรรมและการเติบโตอย่างยั่งยืนในอนาคต
On 5 June 2026, H.E. Mrs. Kanchana Patarachoke, Ambassador of Thailand to Belgium, together with officials of the Royal Thai Embassy in Brussels and Team Thailand, welcomed Dr. Wiparat De-ong, Executive Director of the National Research Council of Thailand (NRCT), and her delegation during their visit to Belgium from 3–6 June 2026. The delegation visited Belgium to participate in the STS Forum Council Meeting, and attend the signing ceremony of a Memorandum of Understanding (MoU) between the NRCT and the Fonds de la Recherche Scientifique (FNRS).
On this occasion, the Ambassador and the Executive Director of the NRCT exchanged views on ways to enhance cooperation in research, science, technology and innovation between Thailand and Belgium. Discussions focused on areas of mutual interest and complementary strengths, including agriculture and food technology, the circular economy and recycling, biotechnology, vaccines and pharmaceuticals, as well as advanced technologies and materials, including defence-related technologies, which could contribute to the development of future industries. They also discussed prospects for research cooperation in the context of the ongoing negotiations on the Thailand–EU FTA. A successful conclusion of the negotiations would not only strengthen trade and investment ties but also create new opportunities for collaboration in research, innovation and technological development between Thailand and European partners.
The Ambassador subsequently attended, as witness, the signing ceremony of the Memorandum of Understanding between the NRCT and FNRS. The MoU establishes a framework for academic and research cooperation, covering the organisation of scientific conferences and seminars, support for joint research projects, and the exchange of researchers, academics and personnel between the two countries.
FNRS is the principal research funding organisation of the French-speaking Community of Belgium and plays a key role in supporting frontier research, developing research talent, and fostering international scientific cooperation. The signing of the MoU follows discussions between senior executives of the NRCT and FNRS held in Brussels on 26 March 2025, during which both sides recognised the importance of establishing a formal framework to facilitate concrete academic and research collaboration. The MoU also marks another important milestone in Thailand–Belgium cooperation in science, research and innovation. It is expected to expand opportunities for knowledge creation, strengthen research capacity, and promote closer institutional linkages between the research communities of both countries, thereby contributing to innovation-driven and sustainable growth in the years ahead.
