EEA and Norway Grants This page is managed by the Financial Mechanism Office - the secretariat of the EEA and Norway Grants

The EEA and Norway Grants are funded by Iceland, Liechtenstein and Norway. The Grants have two goals – to contribute to a more equal Europe, both socially and economically – and to strengthen the relations between Iceland, Liechtenstein and Norway, and the 15 beneficiary countries in Europe. The objective of the Grants is to reduce social and economic disparities and strengthen bilateral relations

. This strengthens the internal market, leading to a more prosperous Europe. What is the difference between the EEA Grants and the Norway Grants? The Grants are composed of two funding schemes – the EEA Grants and the Norway Grants. The main difference between the two lies in where the funding comes from and which countries receive the funding. The EEA Grants are funded jointly by all three donor countries – Iceland, Liechtenstein and Norway. The donor countries contribute according to their size and GDP – Norway provides approximately 95.8%, Iceland 3% and Liechtenstein 1.2%. During the 2014-2021 funding period, the EEA Grants amount to €1.5 billion. The EEA Grants are allocated to 15 countries in Europe – Bulgaria, Croatia, Czech Republic, Cyprus, Estonia, Greece, Hungary, Latvia, Lithuania, Malta, Poland, Portugal, Romania, Slovakia and Slovenia. The decision-making body of the EEA Grants is the Financial Mechanism Committee. The committee is composed of representatives of the Foreign Ministries of Iceland, Liechtenstein and Norway. The Norway Grants are funded by Norway alone and consist of €1.3 billion during the 2014-2021 funding period. The Norway Grants are allocated to the 13 countries which joined the EEA after 2004. This means that Greece and Portugal do not receive Norway Grants funding. The Norwegian Ministry of Foreign Affairs is the decision-making body of the Norway Grants.

It’s World Environment Day 🌱

In Višķi, Latvia, abandoned oil tanks polluted the soil for years — affecting nearly 20,000 people. With support from the Norway Grants, the community was finally able to clean up the site and raise awareness about the impact of pollution.

For many years, Iceland, Liechtenstein and Norway have supported Europe’s green transition through the EEA and Norway Grants.

The Financial Mechanism Committee met in Brussels this week. The committee is the decision-making body for the EEA Grants and consists of representatives from the Ministries of Foreign Affairs of Iceland, Liechtenstein and Norway. The committee draws up and passes policy, regulations and guidelines, approves all programmes and ensures monitoring, control and evaluations.

Here are some recent highlights from the EEA and Norway Grants following this week's meeting:

✒️ Agreements have been signed with 14 European countries.

Iceland, Liechtenstein and Norway have signed cooperation agreements with Bulgaria, Croatia, Cyprus, Czechia, Estonia, Greece, Latvia, Lithuania, Malta, Poland, Portugal, Romania, Slovakia and Slovenia.

🌍 Bilateral projects are already up and running.

The projects are carried out by a coordinator in one of the European countries we cooperate with, together with a partner from Iceland, Liechtenstein or Norway. At the moment, projects have started in Estonia and Poland, and Portugal has launched the first call for proposals under the EEA Grants Bilateral Fund.

🌱 Programmes in Poland and Estonia have been signed.

This enables Programme Operators to prepare and launch calls for project proposals. Depending on the programme, these may cover areas such as local development, the green transition or home affairs, among others.

📣 The EEA Civil Society Fund is the largest-ever commitment by Iceland, Liechtenstein and Norway to civil society in Europe.

The fund allocates more than €300 million to strengthening civil society. Currently, there are open calls in Hungary, Poland, Slovakia and Slovenia – with more to follow.

🤝 Renewed cooperation with key international partner organisations.

Through the EEA and Norway Grants, Iceland, Liechtenstein and Norway have renewed their cooperation with the OECD, the Council of Europe and the European Union Agency for Fundamental Rights.

📃The Financial Mechanism Committee Chair and Vice-Chair have been elected.

Kristin Hansen of the Norwegian Ministry of Foreign Affairs was re‑elected Chair, and Bergthor Magnusson of the Ministry for Foreign Affairs of Iceland was re‑elected Vice‑Chair at this week’s meeting.

Knowing that the rules apply equally and predictably lets people live with confidence – from signing a job contract to renting a home or speaking freely in public.

When the rule of law is strong, rights are respected. People are protected from abuse of power, treated fairly and given equal access to justice and public services.

This is why, as the rule of law comes under increasing pressure, it’s so important to protect it. Doing so means protecting people’s ability to live their lives, defend their rights, and be part of a system that works for everyone.

That is what the rule of law really is – the infrastructure that allows society to move forward. Together.

Iceland, Liechtenstein and Norway, through the EEA and Norway Grants, work together with International Partner Organisations to promote the rule of law across 15 EU Member States.

The EEA Civil Society Fund in Poland has launched its first call! 🌟

This is the largest call launched under Iceland, Liechtenstein and Norway's EEA Civil Society Fund. With a budget of €17 million, it is among the largest national funding opportunities currently available to civil society organisations in Europe.

The call will support civil society organisations working to strengthen democratic values, the rule of law, and human rights in Poland. It will fund initiatives aimed at increasing civic engagement and participation in democratic processes, promoting information integrity and media literacy, advancing human rights and anti-discrimination, supporting gender equality and LGBTIQ+ rights, and contributing to climate action, environmental protection, and a just green transition.

🐝🌻 Did you know it is World Bee Day? Today, we celebrate the tiny pollinators that sustain our ecosystems and our livelihoods.

Across Europe, bees ensure the pollination of more than 80% of our crops and wild plants. Yet climate change, pollution, monocultures and pesticides continue to threaten their survival.

During our previous funding period, the EEA and Norway Grants supported different projects dedicated to bees. One of them was the BeeConSel project, led by the Agricultural Institute of Slovenia. The goal was to transfer and adapt knowledge between countries in Europe.

BeeConSel built a community of bee experts across borders by actively involving participants through meetings and workshops, leading to a more bee-friendly future.

A healthier future for bees is a healthier future for us all. Let’s keep the buzz alive 🐝🐝

Today, Iceland, Liechtenstein, and Norway signed new cooperation agreements with Slovenia under the EEA Norway Grants 2021‑2028 funding period 🎉

Over the next seven years, €50 million will promote the European green transition, democracy, rule of law, and human rights, as well as social inclusion and resilience.

Gratulerer med dagen, Norge! 🇳🇴🎉

For more than two decades, Iceland, Liechtenstein, and Norway have worked closely with partners across EU Member States to reduce social and economic disparities and to strengthen bilateral cooperation through the EEA and Norway Grants.

We are working together for a green, democratic, and resilient Europe. In this funding period, a total of €3.268 billion will support this goal – €1.805 billion through the EEA Grants and €1.463 billion through the Norway Grants.

16 May 1944, in Auschwitz, more than 600 Roma and Sinti prisoners refused to show up for the usual morning roll call. They had barricaded themselves inside their barracks, armed with hammers, pickaxes, pieces of wood, and shovels.

This courageous revolt against the N**i regime is widely commemorated as Roma Resistance Day.

The picture in this post is from the Lety concentration camp in Czechia, where a memorial opened two years ago with the support of the EEA and Norway Grants. More than 1,300 Roma and Sinti were held there during the Second World War.

For more than two decades, Iceland, Liechtenstein, and Norway have worked closely with partners in EU Member States to support Roma inclusion and empowerment through the EEA and Norway Grants.

Together with partners, including civil society and Roma communities, we continue working toward a Europe where Roma rights are fully respected – where Roma voices are heard and shape the decisions that affect their lives.

In Bucharest today, Iceland, Liechtenstein, and Norway signed new Memoranda of Understanding with Romania under the 2021‑2028 funding period.

Over the next seven years, €596.3 million will:

✔️ drive the green transition and clean energy,
✔️ strengthen justice, human rights and the rule of law,
✔️ promote social inclusion and resilience, including Roma inclusion,
✔️ support research, innovation and local development,
✔️ empower civil society,
✔️ deepen bilateral cooperation,
✔️ address the impacts of Russia’s invasion of Ukraine.

With this fourth funding period since Romania’s EU accession in 2007, the EEA and Norway Grants continue to be more than a financial mechanism, forming a partnership built on solidarity, trust and shared European values.

Through these programmes, we will work together to promote democracy, resilience and sustainable development across Romania 🇷🇴🇮🇸🇱🇮🇳🇴
