Cambodia Welcomes Appointment of Chairperson of UNCLOS Conciliation Commission

The Ministry of Foreign Affairs and International Cooperation of Cambodia has welcomed the appointment of Ms. Katrina Cooper as Chairperson of the Conciliation Commission established under the United Nations Convention on the Law of the Sea (UNCLOS).

The Ministry issued the statement following the announcement by the Permanent Court of Arbitration (PCA) that the four Conciliators had appointed Ms. Cooper as Chairperson of the Commission, which was constituted pursuant to UNCLOS.

Cambodia expressed its gratitude to Ms. Cooper for accepting the important responsibility and joining the other eminent international experts on the Commission. The Kingdom also thanked the Conciliators for the rigorous process undertaken to select the Chairperson.

The Ministry described the appointment as an important step in the conciliation process initiated by Cambodia, expressing confidence that the process would provide an opportunity to resolve differences over the maritime boundary and facilitate the development of significant oil and gas resources in the overlapping claims area.

According to the Ministry, progress on both issues comes at a critical time for regional energy security.

The Royal Government of Cambodia remains fully committed to the peaceful resolution of maritime issues in accordance with international law and will continue to place its trust in the compulsory conciliation process under UNCLOS.

The Conciliation Commission comprises independent Conciliators appointed by the Parties. Cambodia appointed Ambassador Peter Taksøe-Jensen and Professor Jean-Marc Thouvenin, while Thailand appointed Judges Rüdiger Wolfrum and Albert Hoffmann. The four Conciliators subsequently appointed Ms. Cooper as Chairperson in consultation with the Parties.

With the Conciliation Commission now constituted, the process is expected to proceed to its first procedural meeting in the coming weeks.

U.S. Pledges to Further Strengthen Defence Cooperation with Cambodia

The United States has reaffirmed its commitment to further strengthening defence cooperation with Cambodia, highlighting the importance of mutual respect, sovereignty and shared interests.

The commitment was made by H.E. Elbridge A. Colby, U.S. Under Secretary of War for Policy, during a courtesy meeting with Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, at the Peace Palace in Phnom Penh on Friday.

H.E. Elbridge A. Colby spoke highly of the progress in bilateral relations between the United States and Cambodia, particularly in the defence sector. He stressed that U.S.-Cambodia cooperation is based on mutual respect, respect for sovereignty and shared interests.

He also underlined that Cambodia is an important partner of the United States, reaffirming its commitment to further deepening and strengthening defence cooperation with Cambodia.

In response, Samdech Thipadei Hun Manet expressed his satisfaction with the positive progress in Cambodia-U.S. relations, including in the defence sector. He highly valued the continuation of various military cooperation programmes between the two countries and reaffirmed Cambodia’s commitment to further advancing such cooperation.

The Prime Minister also welcomed the progress in preparations for the Angkor Sentinel military exercise, scheduled to take place in 2027, as well as continued cooperation to strengthen the capabilities of the Cambodian armed forces.

He stressed that military exercises and training not only enhance military capabilities but also serve as a bridge for building closer friendship between the armed forces of the two countries.

On the occasion, Samdech Thipadei expressed his appreciation to U.S. President Donald J. Trump and the U.S. Government for their role in facilitating the ceasefire and the Kuala Lumpur Joint Declaration signed on Oct. 26, 2025, as well as for their continued attention to peacebuilding between Cambodia and Thailand.

Before concluding the meeting, Samdech Thipadei briefed the U.S. Under Secretary of War for Policy on the latest developments along the Cambodia-Thailand border.

He highlighted Cambodia’s commitment and position to resolve border issues peacefully, based on international law and in accordance with the existing conventions, treaties and agreements between the two countries.

International Industrial Exhibitions Showcase Advanced Manufacturing Technologies in Cambodia.

AKP Phnom Penh, August 13, 2026 -- ambodia international industrial exhibitions opened today at the Koh Pich Exhibition and Convention Centre in Phnom Penh, bringing together more than 200 local and international exhibitors to showcase advanced machinery, automation and innovative manufacturing solutions.

The four-day event comprises the 10th Cambodia International Machinery Industry Fair (CIMIF 2026), the Cambodia International Textile & Garment Industry Fair (CTG 2026), and the Cambodia International Plastics, Rubber, Printing & Packaging Industry Fair 2026.

Running from Aug. 13 to 16, the exhibitions aim to facilitate technology transfer, forge business partnerships and unlock new investment opportunities.

Speaking at the opening ceremony, H.E. Hem Vanndy, Minister of Industry, Science, Technology & Innovation, called on Cambodian enterprises to embrace advanced technologies to raise productivity, improve product quality and strengthen their competitiveness.

“Artificial intelligence, production-line automation, robotics, digital technologies and smart manufacturing are increasingly determining the competitiveness of nations,” Minister Vanndy said. “Cambodia cannot remain outside this transformation. We must embrace new technologies to increase productivity, reduce costs, improve product quality and strengthen the competitiveness of our enterprises.”

Cambodia had 3,357 registered factories in operation as of the end of July 2026, employing more than 1.35 million workers, over 70 percent of whom were women. Total factory investment reached approximately US$28.08 billion, an increase of more than 29 percent compared with the same period in 2025. Industrial production during the first half of 2026 was valued at more than US$9.8 billion, including approximately US$7.3 billion in goods produced for export.

The Minister said Cambodia was diversifying beyond its traditional industrial base by expanding its capacity in automotive and auto parts, food processing, electronics, chemicals, furniture and other manufacturing industries. “The future of Cambodian industry cannot be built by the Royal Government alone; it requires collaboration among the government, private sector, investors, research and educational institutions, and development partners,” Minister Vanndy added. “Through strong partnerships and shared commitment, we can build an industrial base that is more competitive, resilient and innovative, while generating greater value for the national economy.”

Organised by Yorkers Trade & Marketing Service Co., Ltd. in collaboration with the Ministry of Industry, Science, Technology & Innovation (MISTI), the Ministry of Commerce, the Cambodia Chamber of Commerce, TAFTAC and other partners, the exhibitions provide a platform to showcase emerging industrial technologies, foster business connections and support the modernization of Cambodia’s manufacturing sector.

Cambodia has accused the Thai military of erecting barbed-wire fences following the fighting in December 2025. At present, Cambodian troops and civilians are unable to access the area.

“This is Chok Chey village. The village is now surrounded by shipping containers. We are not happy about this. What the Thai military has done is illegal.”

On the other side, Thai soldiers stationed near the containers watched as journalists filmed the area.

The fighting in 2025 displaced hundreds of thousands of people. A few kilometres from the border is a temporary settlement for displaced families. The Cambodian government has built a temporary village to accommodate them while they wait to return home.

Some of the displaced residents previously lived only a little over 10 kilometres from this temporary settlement, in areas that are now under the control of the Thai military. Peace remains far from reality.

PM Urges Further Streamlining of Investment Procedures to Attract More Investors

AKP Phnom Penh, August 12, 2026 --

Prime Minister Samdech Moha Borvor Thipadei Hun Manet has urged relevant institutions to further streamline investment procedures and improve investment conditions to make Cambodia more attractive to domestic and foreign investors.

Speaking at the inauguration of various achievements in Stung Treng city, Stung Treng province, on Wednesday, the Premier said that, as of Aug. 7, 2026, the four northeastern provinces had received 72 investment project proposals with total investment capital of approximately US$2.7 billion, expected to create nearly 80,000 jobs.

Of the 72 proposed projects, 57 have been reviewed and are undergoing the necessary procedures for implementation, he said.

Samdech Thipadei noted that the strong investment interest in the northeastern region reflects the growing potential of Stung Treng, Ratanakiri, Mondulkiri and Kratie provinces to attract investment, stimulate local economic activity and create employment opportunities.

Nationwide, Cambodia had attracted 214 investment projects as of Aug. 7, with total investment capital of approximately US$4 billion, expected to generate around 140,000 jobs, according to the Prime Minister.

Samdech Thipadei also highlighted the effectiveness of investment project implementation over the past three years, noting that 95.75 percent of registered investment projects had proceeded to implementation.

The Prime Minister stressed that Cambodia remains competitive as an investment destination and that the Royal Government will continue simplifying procedures and creating favourable conditions to attract additional investment, regardless of whether projects are small, medium-sized or large.

He instructed relevant institutions to continue improving investment procedures and conditions to further enhance Cambodia's attractiveness to investors.

At the same time, the Royal Government will continue supporting and promoting informal businesses so that they can participate more actively in the formal economy, expand their business activities, create jobs and increase income-generating opportunities for the people.

The growing number of investment proposals in the northeastern region also highlights the area's increasing potential, particularly in sectors that can utilise local resources, create employment and strengthen connectivity among the northeastern provinces and with domestic and regional markets.

Samdech Thipadei reaffirmed that maintaining and enhancing Cambodia's competitiveness by reducing procedural complexities and creating a more favourable business environment will be crucial to attracting investment capital and supporting economic growth in the years ahead.

He also reminded all relevant parties to stay away from illegal and illicit economic activities.
