Regulatory Authority of Bermuda

Regulatory Authority of Bermuda The Regulatory Authority of Bermuda (the RA) regulates Bermuda’s Electronic Communications and Electricity sectors.

As an independent regulatory body, we promote fair business practice, protect consumer and industry stakeholders and encourage innovation and integrity in these markets. We also:
• Promote sustainable competition in the telecommunications sector, covering services such as fixed and mobile telephone, long distance, internet access and subscription television and

• Regulate electricity licencees to

ensure compliance with the provisions of the Electricity Act 2016. The RA was established by legislation in January 2013, (Regulatory Authority Act 2011) as the national regulatory body to implement and enforce regulations and laws.

In Bermuda, the RA serves a different role from the Government.
While the Government creates policies and laws, the RA independently oversees and regulates sectors such as electricity, electronic communications, and submarine cables. The RA's work is guided by legislation, technical analysis, and evidence-based assessments, supporting fair, reliable, and effective services for Bermuda. You've probably seen them on buildings around the island, compact metal structures quietly working behind the scenes to deliver high-speed, low-latency wireless service. Here's what they actually do:

📡 Transmission: Antennas and transceivers emit radio signals, connecting to devices and enabling data exchange.

🌐 Fibre Connection: Small cells connect to the main network via high-speed fibre-optic cables.

⚡ Edge Computing: 5G networks often process data closer to the user, reducing response times and improving performance.

The future of AI is not only a technology conversation. It is also a conversation about people, policy, and society.

The UK government has said it will monitor the impact of AI and act quickly as the economy changes. Some tech founders suggest that taxation could deter companies from replacing workers, and so far, the shift has been subtle, with companies hiring fewer new staff rather than cutting existing jobs.

For small island jurisdictions and digital economies, the conversation around responsible AI governance is becoming increasingly important. The RA does not regulate artificial intelligence, but does license internet service providers and issue type approvals for technology devices.

Apple is rolling out changes for iPhone and iPad users in the UK, such as verifying age before allowing 18+ apps to be downloaded. While these changes are not enforced locally by the RA, certain safety measures should be noted to safeguard children online. In 2025, OfCom added new rules to the Online Safety Act. These rules forced large tech companies to strengthen child safety protections.
The RA continues to monitor global developments across the digital landscape, recognising their relevance to Bermuda’s electronic communications environment. Promoting awareness and informed use of technology remains an important part of supporting a safe and resilient digital community.

During the warmer months, increased use of appliances such as air conditioning can sometimes contribute to higher electricity bills. The RA encourages the community to become familiar with the energy usage tracking features available online through their BELCO account. By monitoring electricity consumption more closely, consumers can make informed decisions about their energy use and better manage household costs.

Recent global reports are raising concerns about the security of subsea cables—the hidden networks
that carry over 95–99% of the world’s data.

While Bermuda has not faced any known threats, other countries have. For example, the United
Kingdom has reported concerns about foreign activity near its cables.

As attention grows globally, strong monitoring and international cooperation will be key to keeping
these vital connections safe and reliable.

The RA observes a recent UK data centre project aimed at boosting its AI infrastructure are being
paused due to concerns about high energy costs and regulation.

In recent months, the RA has been paying attention to surging energy demands that stem from AI
growth. It is important to observe these changes because AI growth reinforces the need for long-
term energy planning locally (IRP) and around the world.

There are many misconceptions about the Fuel Adjustment Rate (FAR). This series breaks down what it is, how it works, and
why it matters.

Myth: The RA sets the price of fuel
Fact: Fuel prices are determined by global markets. The RA oversees the process to ensure the FAR is applied fairly and
transparently.

Myth: Rising electricity bills are always due to the FAR
Fact: Your bill has multiple components, including: Base rate (set through regulation), Fuel costs (FAR), Usage levels . Changes in your bill may come from any of these factors.

Myth: Bermuda can control fuel prices locally
Fact: As an island that imports fuel, Bermuda is affected by global price fluctuations. This is why diversifying into renewable
energy is a relevant topic.

Bermuda is being recognised for how efficiently it handles subsea cable projects. A recent article highlighted that approvals can be completed in about 70 days, thanks to a clear and well-organised process.

The Regulatory Authority (RA) works closely with government and industry partners to make sure projects move forward efficiently, while still protecting Bermuda’s environment.

You may not see subsea cables, but they play a vital role in everyday life. These cables carry almost all of the world’s internet and communication—supporting everything from phone calls and emails to online banking and business.

Projects like Google’s Nuvem and Sol cables are part of this global network, helping keep the world connected and prepared for the future.

Subsea cables are just as important as roads and electricity—they keep our island linked to the rest of the world.
